The work includes the island modifications in areas shown on the project drawing included with this scope of work. The areas beneath the removed curb and island shall be undercut a minimum depth of 30 inches below the top of back of curb and backfilled with 610 crushed limestone with new curb and gutter and drive widening area constructed on top of minimum 18-inch-thick compacted crushed limestone base. The subbase of existing material following the undercut must be stable prior to backfill with the crushed limestone base. The curb and gutter detail for either normal crown, to drain stormwater toward the curb, shall be sloped at ½” per foot slope, or pitch away condition at ½” per foot slope to drain stormwater away from the curb.
Either condition requires grades to promote positive drainage of the entire parking lot.
Any areas that are undercut for new curb and gutter that is not stable with existing soils shall require additional undercut until stable condition exists then backfilled with the 610 crushed limestone. The area between the new gutter lip and the existing asphalt (widening area) shall be filled with a minimum 4 inches of asphalt with proper compaction. All grassed islands shall be graded to provide island stormwater drainage over the top of the back of perimeter curb and shall not pond water anywhere within the interior of the island. It is estimated approximately 12 existing islands will require modification to achieve the required 24-foot minimum dimension from back of curb to back of curb, allowing 2-way traffic patterns for the completed project. The unit price for the island modifications shall be per each and inclusive of removal of existing curb, undercut for establishment of proper grade, compacted 610 crushed limestone base beneath the curb and gutter and the widened travel lanes, new curb and gutter tied into the existing including any transition from the curb and gutter typical detail to the existing, compacted asphalt base material, finished grading of the islands and reestablishment of growing turf grass in the islands where turf is existing.
Existing Header Curb, & Curb and Gutter Repairs or Replacement
The Contractor will be required to furnish all necessary labor, equipment, tools, and materials for the removal and replacement with like size and type curb where the existing is damaged or broken to a point where repair success is unlikely. The replaced curb shall be placed on a minimum 18 inches of compacted 610 crushed limestone base and shall match the existing curbing section. All damaged or cracked curbs that can be successfully repaired (both header and combination curb and gutter) shall be repaired with a 100% solids concrete epoxy following manufacturers surface preparation directions, mixing strengths and application techniques. The concrete repair epoxy shall be True Bond or an approved equal. Where the cracking is relatively minor an injection epoxy material and process may be used. Based on the VA review of the work area it is estimated approximately 1,500 linear feet of curb will require removal and replacement (this does not include the curb and gutter replacement quantity for the required island modifications) and approximately 1,200 linear feet of existing curb will require repair. Contractor shall provide a unit cost per linear foot for the curb removal and replacement which shall be inclusive of removal and disposal of damaged curb, undercutting as required, crushed limestone, new curb, asphalt base backfill and any required saw cutting of the curb to be removed. The repair unit cost shall be per linear foot of repair including all material and labor to successfully repair the existing curbing including the existing surface preparation, chipping, or routing of the existing damaged area to be repaired, chemically cleaning the surface area and any other epoxy manufacturer requirements.
Existing pavement surface cold milling
This work consists of removal of pavement materials on the existing parking lots, access driveways and Frontage Road by cold milling to the stated depth and loading, hauling, and disposal of the milled materials by the contractor in accordance with this scope of work. All existing speed control devices attached to the asphalt surface shall be removed and reinstalled in their existing locations. This work consists of the removal of portions of existing pavement using a cold milling process to a nominal 2-inch depth using grade control as required to achieve positive stormwater drainage. The milled surface shall provide a textured surface suitable for repairs, paving, or as a temporary riding surface, whichever is applicable. Adequate and sufficient supporting equipment, such as mechanical sweepers, loaders, water truck for dust control, and personnel shall be provided to ensure that all cuttings are removed immediately behind the milling machine.
All existing asphalt surfaces in the project area shall be milled a minimum of 2 inches depth and the millings removed from the project site and either disposed or recycled by the contractor for alternate purposes. The milling operations shall result in an existing surface elevation and slope that will provide positive drainage once the asphalt overlay effort is completed. No ponding of surface water will be acceptable on the finished project.
Contractor is advised some of the milling operations will be completed under the overhead solar panels on the West end of the hospital which must not be damaged during milling and overlay or any other construction operations. Contractor is responsible for establishing the height limitations for all equipment used on site to prevent any damage to the existing structures. The contractor will be required to complete the milling on only one section of the parking lots at a time. Each section shall be milled, and all asphalt overlay work completed and either permanently striped or temporarily striped and VA parking resumed prior to moving work operations to the next section. The sections are identified on the attached area plan. There is approximately 43,320 SY of existing pavement surface area to be milled including driveways, access ways, isles, and Frontage Road.
Pavement/Parking Lot, Isle and Driveway Base Repairs
Contractor shall furnish all labor, tools, material, and supervision for the under cutting and backfill repair of all base failures within the project area. The base repairs shall be completed by removing the pavement in and 1 foot beyond the area of base failures and disposing of all undercut material off site. The depth of the undercut area shall be a minimum of 18 inches below the bottom of adjacent pavement in the parking lots and Isles areas (30 inches in the Entrance/Exit Driveways and South Frontage Road area) and all areas shall be required to extend to a depth where existing soil stability is encountered. The undercut area shall be backfilled with compacted 610 crushed limestone to within 8 inches in the parking lot and Isle areas (and 12 inches in the driveway and Frontage Road areas) of the finished grade of the completed project. Contractor shall then place compacted asphalt material in the undercut areas bringing the surface to match the adjacent milled asphalt surface and ready to receive the 2-inch asphalt overlay. The existing pavement to be removed from the base failure areas shall be saw cut in a square or rectangular shape around the failure to provide a clean edge for the asphalt base repair material to be placed.
It is estimated there is approximately 750 SY of base failures to be repaired in the parking lot and isles and approximately 500 SY in the Driveway and Frontage Road areas. The Square Yard (SY) unit price for the base failure repairs shall be inclusive of the undercut and material removal/disposal the crushed limestone base and asphalt base complete.
