Solicitation No. 36C25624R0014 Project No. 586-24-100 Prebid Requests For Information
Repair Parking Lots and Roads Jackson, MS VAMC
ITEM #
QUESTIONS
VA RESPONSES
Please confirm that the revised Scope of Work (SOW) issued in Amendment 002 supersedes the previously issued Scopes of Work (SOW) found in the original Solicitation and Amendment 001.
The final revised SOW is attached and uploaded with this amendment and all previous versions are no longer valid.
Please confirm that all work on this project will be completed after normal working hours (off-hours) in the base bid. If not, please clearly identify the areas that can be performed during normal working hours. Please note there will be flashing lights, heavy machinery, vibration, loud noises, etc around the campus while patients are sleeping during after normal hours (off hours) construction.
See revised SOW. The contractor is to present the best phasing options to the VA. VA is 24/7, and all hours of work could be acceptable. Phases may be larger depending on the time of work and location.
Under the General section of the SOW, the warranty states that it must be from final acceptance. However, since the project is multi-phased, areas will be turned over for final use throughout the project timeline meaning. The VA will receive benefit by a multi-phased turnover by utilizing the the completed areas as each phase is completed. Additionally, the VA will be utilizing new construction prior to final project approval which would extended the warranty period for an undefined amount of time as there is a possibility that the project gets delayed due to logistics, and/or extended due to additional scope(s) of work. In addition, some of the work performed could be susceptible to erosion such as the island work. Please clarify the warranty wording since this is a multi-phased project and that warranties will start when an area is turned over for use and not when the project completes.
This 1-year warranty is standard practice for roadway and paving related from the completion date. We will require the 1-year warranty for the completed entire project.
In the Scope of Work (Page 9) under the section entitled "Existing pavement surface cold milling," it clearly states that "No ponding of surface water will be acceptable on the finished product." If existing ponding should be corrected, please provide an accurate topo survey of the existing parking lot which identifies all low areas. If this is not available, please provide quantities for the ponding areas or identify the ponding areas so we can include in our bid since a rain event would be needed to view the ponding even though that could be subjective.
There is no detailed topo survey available, and the VA will not provide one for the bidding of this project.
Please confirm that the Solicitation requires the Contractors to include general conditions, OH&P and all other overhead related costs in the unit schedule. If so, please note this is not an accurate way of addressing future change orders. For example if the VA removes 10 yards of asphalt, it will not reduce GC costs as GCs are based on the schedule (time) duration.
Conversely, if the VA adds 10 yards of asphalt it may not increase duration so the VA would be paying additional GC costs when there is likely no additional duration. Another example would be if the VA adds 5 days of duration of asphalt work, the GC will only get a partial general conditions costs for the 5 days since the costs will be spread amongst the several different values on the price schedule. Please confirm the schedule of values provided can be hard costs only and general conditions can be adjusted based on schedule duration to ensure proper change order values. If in agreement, please provide a revised price breakdown breaking out the general conditions cost and OH&P costs.
Offerors are to provide pricing as per the schedule of offers; Scope of work has been modified to include estimated quantities for information only.
The Scope of Work (SOW) requires the Contractor to replace or repair existing bollards. Please provide quantity and location.
Bollards should be replaced/repaired across the site and signage installed in bollards. VA estimates 150 bollards.
Under the Project Requirements in the Scope of Work (SOW)Solicitation, item "F" states that the Contractor must adjust the existing manholes and valve boxes to meet finished grades of the surrounding areas. Please provide as builts of drainage and any systems related to the valve boxes and manholes in order to quantify and properly price this scope of work.
Estimated 30 manholes and drains combined. Covers shall be flush with the finish grade
Please provide current as-builts of the parking lots and roads that are addressed in this project We do not have the as built drawings.
Please advise on SWPP requirements for this project and provide a SWPP plan with specifications.
Not required due to phasing however storm drain protection will be required. Straw wattles are sufficient.
Please advise on any specific phasing requirements such as logistics, ordering, sizing, or percentage of a parking lot that can be taken at a time if we are not taking each full lot.
Phasing will be dependent on the time of work. Weekends will dictate larger phases, while weekdays will be smaller phases. Bidders should consider the impact on the hospital and determine the best options.
In the Scope of Work (Page 7) under the section entitled "Curb and Island Modifications," it states the Contractor is to "provide a minimum 24 foot back of curb to back of curb of the driveways for the2-way traffic at each end of each parking lot for the driveway including the access driveway entrance/exit on the south end of project." Please advise on the existing width(s) and also provide current drainage as-builts or identify any utility work required for these areas.
Estimate width is around 18’ and no utility work is expected however, if needed due to VA negligence will be handled as a modification.
Please provide a Geotech report and water table level in order to properly price any excavating required for repairs/modifications to any utilities and/or base repairs.
None available.
In the Scope of Work (Page 9) under the section entitled "Curb and Island Modifications, it states 1,500 LF of curb for replacement and 1,200 LF of repair. In the Bid Schedule (Page 20) states 1,750 LF of curb replacement and 2,000 LF of repair. Please clarify the correct quantities to be used. If the curb replacement quantities are inclusive of more than one curb type and/or application, please specify types and quantities for each type.
Offerors are to provide pricing as per the schedule of offers; Scope of work has been modified to include estimated quantities for information only.
In the Scope of Work (Page 12) it states " The Parking lot striping and curb repainting including surface preparation will be measured and paid as 1 lump sum for the entire project." In addition, the Scope of Work states that the Contractor is to finish an entire phase and/or area before moving to a new area and/or phase. Please confirm that progress payments will be able to be made for all trades and scopes including striping and curb repainting as a phase and/or area is complete in accordance to standard monthly billings.
Payments will be made on percentage of work completed.
Per the Scope of Work (SOW), the Contractor is responsible to ensure proper drainage for all parking lots and roads within the project limits. Please provide current as-builts of the storm system including topography surveys and finished rim elevations of all structures in order to provide proper pricing for this scope. If this is unavailable, please quantify the storm inlets, specify the types (curb or road inlet etc) showing finish elevations on a location plan in order to properly quantify sloping requirements.
Estimated 30 manholes and drainage inlets combined in the asphalt. The VA sees minor ponding after rain events, so it anticipates little to no issues in correcting the area.
Please confirm that any ponding in existing areas that are to remain will not be the responsibility of the contractor on this project.
Ponding should be corrected in the milling /paving
In the Scope of Work (Page 9) under the "Existing pavement surface cold milling" section, it calls for 43,320 SY of existing pavement to be milled while In the Bid Schedule (Page 20) it states 60,880 SY of existing pavement to be milled. Please clarify the quantity discrepancy and provide the correct value on the Bid Schedule.
Offerors are to provide pricing as per the schedule of offers; Scope of work has been modified to include estimated quantities for information only.
In the Scope of Work (Page 9) under the "Existing pavement surface cold milling" section, it states that all existing speed control devices attached to the asphalt shall be removed and installed in their current locations. Please provide a quantity and location drawing in order to provide this proper pricing.
The revised scope of work addresses the speed bump replacement. Each bidder should verify the quantity. Speed bumps should be replaced with asphalt bump and painted to delineate. Estimated 14 speed bumps to be installed the width of the roadway.
The Scope of Work (SOW) outlines work at the loading dock. Please confirm that the VA will allow the loading dock to be shut down for several days while this work is being completed.
The loading dock work will require phasing as to allow one of the docks to remain in operation at all times. Contractor should consider fast setting concrete and weekend work for this area.
The Scope of Work (SOW) outlines the requirements for the loading dock concrete work and gives a SF quantity. Are there multiple loading dock locations or is all the work at one location at the VAMC? Please quantify number of locations. Please clarify if any phasing will be required or will all the concrete repairs be able to be completed in one (1) mobilization.
There is only one loading dock included. See above regarding phasing.
The Scope of Work (SOW) states that the current amount of handicapped spaces will remain and need to be refurbished as part of the project scope of work. Please provide current as-builts builds of the parking lot striping, or quantify how many handicapped spots there are in each parking lot so that we can provide proper pricing.
To be field verified by each bidder. Estimated 91 handicap stalls.
The Scope of Work (SOW) on Page 12 states that the "NO PARKING" should be stenciled on the roads with black paint of similar qualities as the stripping paint. Please confirm the black paint specification. Also, please confirm that the yellow striping paint should be used on the curb repainting.
The only curbs to be painted are the existing painted curbs and the color should be what is existing
Please confirm that Scope of Work (SOW) applies only to the shaded/highlighted areas shown on the statement of work site plan, and all references to "all" or "every" item applies only to these areas and not the entire campus
See attached revised site map including the entire campus parking and access roads.
Please confirm that solicitation and scope of work applies only to the shaded and/or highlighted areas shown on the Scope of Work Site Plan, and that all references to "all" or "every" item applies only to the shaded and/or highlighted areas and not the entire campus.
See above answer.
In the Scope of Work (Page 12) under the "Parking Lot Bollards and SIgns" section, it states that every handicapped spot needs a safety bollard. Per a previous RFI above, please quantify the handicapped parking spaces.
To be verified by the bidder. Estimated 91 handicap stalls.
In the Scope of Work (Page 12) under the "Parking Lot Bollards and SIgns" section, it states that we need to match the sign posts at Specialty Clinic. There are a few types present, please provide a picture of the condition that we are to match.
The posts should be the brown colored and round to match the existing in this area. Post will be set inside the concrete filled bollards.
In the Scope of Work (Page 13) under the "Parking Lot Bollards and SIgns" section, it states that the Contractor is to replace all stop signs at all exit of traffic isles and exit driveways in the parking lot. Please identify and quantify all locations.
One is required at the end of all road ways.
In the Scope of Work (Page 13) under the "Parking Lot Bollards and Signs" section, it states that the Contractor is to replace all "CAUTION LOW CLEARANCE" signs. Please identify and quantify all locations.
Estimated 13.

Previously answered above. Paid by percentage complete, and materials can be adjusted by what is stored on site.
In the Scope of Work (Page 14) under the "Loading Dock Pavement Repair" section, it states that concrete shall be saw cut 1/3 and 1/8 inch wide on 15- foot intervals for construction control joints at the loading dock concrete repair locations. Please advise how long, wide or specify proper dimensions with locations of the concrete repair in order to quantify the control joints properly.
The 1/3 refers to the cut shall be 1/3 the depth of the slab being poured and the 1/8 refers to the width and the 15 foot is spacing.
In the Scope of Work (Page 15) under the "Loading Dock Pavement Repair" section, it states 800 SY of concrete repair while In the Bid Schedule (Page 20) it states 875 SY of concrete repair. Please clarify the quantity discrepancy and provide the correct value on the Bid Schedule.
Offerors are to provide pricing as per the schedule of offers; Scope of work has been modified to include estimated quantities for information only.
Please confirm there are no curb inlets at the island modifications. If so, please provide pictures and specify how to address these conditions.
Islands are not expected be an issue on this project.
Per the Site Plan (Page 21), the West entrance road calls for new asphalt but part of this area seems to be concrete. Please identify concrete areas and asphalt areas affected by this project. Please confirm that the concrete pavement should be removed and replaced with asphalt pavement.
The concrete paving on the west entrance should remain in place and all existing paved areas milled and repaved.
Please confirm that temporary fencing on feet is allowed as a temporary means for blocking off construction areas.
This will be allowed if that is bidders preference but not required. Use of traffic cones and construction signage will also be accepted.
In the Scope of Work (Page 10) under the "Pavement/Parking Lot, Isle and Driveway Base Repairs" section, it states 750 SY of base failures in the parking lot and isles and 500 SY in the Driveway and Frontage Road areas while In the Bid Schedule (Page 20) it states 1250 SY of Parking Lot Base Repair and 600 SY of Access Road Base Repair. Please clarify the quantity discrepancy and provide the correct value on the Bid Schedule.
Offerors are to provide pricing as per the schedule of offers; Scope of work has been modified to include estimated quantities for information only.
In the Scope of Work (Page 8), it states that "all grassed islands shall be graded to provide island stormwater drainage over the top of the back of the curb and shall not pond water anywhere within the interior of the island." During the site visit on 2/13/24, it was noticed that there were small shrubs and/or trees in various islands. Please advise on the scope of work for these plants and/or trees. We cannot add fill around the plants as it will kill them if we overbury the roots/trunks. Please proper direction on how to handle the existing shubbery and trees.
If any shrubbery interferes with the proper grading of the islands they should be removed as part of the project. The areas will only require establishment of grass.
It was mentioned during the site visit on 2/13/24 that there potentially could be loop detectors, gate loops and sensors for automatic gates. Please advise if this is in scope of work and if so, please advise advise how many there are of each. Please provide cut sheets and past submittals so the Contractor can include like materials that can function with the existing system(s).
There is only one traffic detector loop and it is on the exit side of the service drive.
It was mentioned during the site visit on 2/13/24 that there is 12" of asphalt thickness throughout the campus. With this in mind, cutting the top 2" off and resurfacing will not solve any base and/or subbase deficiencies. There are several locations throughout the campus that it seems like the clay expansion and contraction is causing destabilization beneath the roads. Please confirm at these locations (locations where the subbase and/or base beneath the 12" of asphalt) that the Contractor will not be held liable for subbase and/or or base repairs.
The scope of work states these areas will be treated as their respective base failure repairs.
Please confirm that the Contractor will not be responsible for asphalt failures due to base and/or subbase deficiencies in areas where the base and/or subbase is not modified by the Contractor.
The contractor will be responsible for all repairs and any concern should be brought to the COR's attention before backfilling.
During the site visit on 2/13/24, there was mention of a site retaining wall. Please identify the scope of work as related to the retaining wall including its size and materials and provide any pictures of this retaining wall.
The wall will be repaired under the curb repair section only. Estimated quantity presented in the final revised SOW.
Please confirm that curb painting scope of work is only for the quantities provided in the Scope of Work and not for the entire campus.
Entire campus to be included in this price.
During the site visit on 2/13/24, it was discussed that there were going to be additional road areas not shown on the Scope of Work Site Plan. Please identify these additional areas on a revised Site Plan.
See final revised scope of work.
During the site visit on 2/13/24, it was stated that Lot F would be completed in one mobilization during normal working hours. Please confirm.
That is correct.
Please provide updated Bid Sheet that includes the Deduct for regular working hours.
See final revised SOW; no bid deducts are included in this solicitation; Offerors are to provide pricing as per the schedule of offers.
During the site visit on 2/13/24, it was discussed that there was existing work being performed at the pump station (East Entrance Road). Please confirm that the damaged and/or demolished curbing in this area is not in this project's scope of work.
This damaged area is included in the scope of work as part of this project.
The Scope of Work Site Plan shows that the Main Entry Drop-Off area near Lot H is currently in the scope of work. Please confirm this is in the current scope of work since this area is concrete paving with paver brick banding. If this area is in scope of work, please advise on concrete type construction which will include concrete mix design, thickness, reinforcement details and other related items to properly price tis scope of work. Additionally, advise on any base and/or subbase repairs and requirements for cutting, compacting and filling. Please see attached pictures labeled "RFI 46" for reference.
This is NOT in the scope of work.
If the Front Drop-Off area is in the current Scope of Work, please advise on a detailed scope of work for the bollards and/or retractable bollards. Please see attached picture labeled "RFI 47" for reference.
Not included
Please advise on how many islands have sewer manholes with covers in the middle of them. During the site visit on 2/13/24, we noticed two(2) to three (3) in Lot B but the whole area was not fully walked by the group.
Islands are not expected be an issue on this project.
During the site visit on 2/13/24, it was noticed some of the islands had communications and/or electrical handholes. Please clarify the scope of work for these items. Also, please identify their locations and quantify them if they are to be in the Contractor's scope of work.
No Electrical work is expected to be needed in these areas; a Modification will address any changes if determined the VA is negligent and electrical work is in fact required here.
Please provide full and current Site Utility as-builts prior to bid which include items such as: valve boxes, drainage inlets, sewer cleanouts, and other site utility related items so we can properly consider this work within the islands and parking lots.
None are available.
Please advise if the bus stop at the Main Entry (Lot H) is part of the scope of work. Will a temporary bus stop be required during Frontage Road and Parking Lot H renovations? Should the bus stop structure and bench be removed and reinstalled after the asphalt work? If so, please provide attachment details for the bus shelter along with location(s) and location plan for bus shelter temporary conditions.
Yes, this should be removed and replaced following the construction work. No temporary bus stop required.
The Lot A center island (bottom left of Site Plan) wraps the southern boundary of the lot. Is the entire area that wraps around part of the scope of work or just the main island area? Please see attached picture labeled "RFI 52" for reference.
Yes this is part of the project.
The Scope of Work (Page 7) requires the Contractor to expand the drives and modify the islands/parking lots to allow 24' width at the back of curb to back of curb, as well as the "access driveway entrance at the south end of the project." Please identify the "access driveway entrance at the south end of the project" on the Site Plan. is this considered the West Entrance Road?
No, the parking lot A has an exit onto the south access road, and it is included in the project.
Please confirm that there is no heavy duty or thickened asphalt required anywhere on the project. If there is heavy-duty asphalt please provide a specification and a location on the Site Plan where this asphalt is required.
None
The Scope of Work (Page 7) requires the Contractor to expand the drives and modify the islands/parking lots to allow 24' width at the back of curb to back of curb. At the south end of Lot A (middle island), there is an existing sidewalk that will be impacted by this work. Please advise on the scope of work for this sidewalk. Can it be deleted or should it be rerouted? Please see attached picture labeled "RFI 55" for reference.
It should be replaced/rerouted to accommodate any work required in the scope of work.
Please advise if there is any modifications required for the sidewalks. If so, please identify locations and provide sidewalk specification and requirements.
None except as referenced above.
In the Scope of Work, it requires the Contractor to expand the drives and/or modify the islands/parking lots to allow the 24' width at the back of curb to back of curb. When we do this, there are two (2) to four (4) parking spots around the islands being modified that will knock off the leading edge of the parking row. In some cases these are handicapped spots. This creates a high risk issue for rear end loading wheelchairs or buggies possibly being hit by cars turning the corner sharply. Should the Contractor consider any additional striping and/or "NO PARKING" written on the ground with the lines marking the area off? Also, should the two (2) to four (4) parking spots around the islands be deleted to accommodate the proper turning radius?
Please note in some cases these will be handicapped spots. Please give us clear direction on this issue.
The island modifications may require the adjacent space to be painted out for proper radius to avoid a vehicle in the area. If this is required it will be painted out and we will lose the space.
Small spaces can be stenciled as compact or motorcycle parking dependent on the size.
During the site visit on 2/13/24, it was noticed that some signage had been removed, specifically stop signs at the end of parking rows. The Scope of Work (Page 13) requires replacement of stop signs. Please advise on quantity of stop signs, and any other signage and types to be replaced.
Stop signs and stop bars should be installed at the end of all rows/ travel lanes.
The Scope of Work - Bid Schedule (Page 20) quantifies 1250 SY of Parking LOt Base Repairs. Please advise how thick the asphalt is at the base repair conditions in order to properly price the asphalt and/or base demolition, asphalt repairs, and required excavation depths.
See revised scope of work and the depth of existing is unknown.
Please confirm there is a 24' width between the parking spots/parking rows and drive aisle currently existing. From our initial investigation, it appears that hter might be areas that we do not have the proper width. The concern becomes when we widen the driving lane at the islands, the rear ends of the vehicles will extend past the edge of the island. Specifically handicapped spots. Should a car hug the curb while making the turn down an aisle, it will possibly clip the edge of vehicles parked in the first spot(s). We believe the added concrete island expansion around the island in Lot A was to protect the rear end of handicapped vehicles. Please confirm it is acceptable to widen this island and expose rear end of vehicle in handicapped spots or if the two (2) to four (4) spaces around the islands be deleted and marked as NO PARKING areas to accomodate turning vehicles. If we cannot eliminate the spots, please advise how these areas can be modified to make an acceptable, satisfactory condition. Please see attached picture labeled "RFI 60" for reference.
See answer 57.
Please advise on thickness of existing concrete at the loading dock area as to properly price demolition and removal of the concrete. Please provide specifications, details and thickness requirements for concrete replacement.
See scope of work. Existing thickness is unknown.
A water source will be required for both milling and paving. Can the fire hydrants around the campus be used for a water source? If so, is the VA willing to provide the Contractor access to their water? If so, would there be a charge based on amount of water used?
The fire hydrants are available for use and no charge for the water.
In the Scope of Work (Page 10) under the "Parking Lot Striping and Driveway/Frontage Road Striping" section ,at the bottom of Page 10, it states “Glass beads are required on all paint colors and legends for the project.” There are several places where curbs will be painted where glass beads cannot be used. Please clarify that glass beads are required on all horizontal pavement surfaces only.
No glass beads on the curb painting.
In the Scope of Work (Page 16) under the "Schedule" section, it states “The parking lot may only be closed one section at a time and must be completed and parking for patients and staff allowed prior to moving to the next section.” Since “section” can be interpreted in different ways, is there a maximum number of parking spaces per section that can be worked on at any given time?
A section for this purpose shall mean the area on either side of and including each thru traffic lane and between each cross-traffic lane unless specifically authorized by the VA during construction The closure of each section shall also include all traffic control for such closure.
Please extend the due date for Proposals 30 calendar days to 4/5/24 due to the number of questions and the need for additional specifications, bid items, and drawings.
Proposal due date is extended to 3/15/24.
Please identify locations of existing vehicle loop detectors that must be replaced and provide a corresponding specification and bid item.
The only known loops that will be Impacted is on the service drive on the road just behind the motor-controlled gate. It is to be replaced or protected during construction. If replacement is required, it should be replaced with an Inductor loop detector system of like kind as existing.
Offerors are to provide pricing as per the schedule of offers.
Confirm existing concrete “collars” around manholes and other utility structures within asphalt paving are to be removed and asphalt paving placed around existing structures (to be adjusted, as required).
All concrete collars around manholes, valve boxes, drainage inlets and any other component with concrete collars shall be removed and replaced with asphalt material. Each component shall be height adjusted to match the adjacent finished grade.
Please revise Drawing issued with the Solicitation to shade/indicate ALL asphalt and concrete pavement to be repaired/replaced
See final revised scope of work.
On the Bid Form, please add a line item and quantity for “Asphalt, per TON” for additional quantities that may be required to correct existing areas and grades that currently exhibit ponding and poor drainage that cannot be corrected with the required nominal 2” overlay
Offerors are to provide pricing as per the schedule of offers; This will be a firm fixed price contract and such work included in the firm fixed price.
Will the VA accept a construction schedule and work sequence that will complete milling throughout the Campus prior to placement of new asphalt? Milling work will only be conducted within one parking area at a time. Whan all milling is complete; asphalt placement and striping will be completed in each parking area with each area being completed before transitioning to the next
No. Pedestrians are not to walk on a milled surface.
Under Schedule it states, “The parking lot may only be closed one section at a time and must be completed and parking for patients and staff allowed prior to moving to the next section.” Since “section” can be interpreted in different ways, is there a maximum number of parking spaces that can be worked on at any given time?
A section for this purpose shall mean the area on either side of and including each thru traffic lane and between each cross-traffic lane unless specifically authorized by the VA during construction The closure of each section shall also include all traffic control for such closure.
Confirm VA will require new, painted asphalt speed bumps to replace the existing bolt-down rubber style that is existing? Please provide a specification and drawing showing location, quantity and size and provide a pay item on the Bid Form.
Offerors are to provide pricing as per the schedule of offers; Each existing traffic speed bump shall be replaced with an asphalt speed bump of like size, shape, location and shall be painted same color with traffic duty paint with glass beads for reflectivity.
Confirm glass beads are only required for paint on horizontal, asphalt surfaces for stop bars, surface striping, cross walks, and handicap surface symbols and striping
This is a correct statement with the exception in the above clarification for speed bumps in Item # 72 above.
Please provide a specification and bid item for Utility Repair of the existing storm drain piping under the settled and failed concrete paving in the loading dock area
Offerors are to provide pricing as per the schedule of offers; the work and materials for this repair should be included in the bid.

Any tree located in the widened areas of the project shall be completely removed and disposed of including the root system. Trees can be trimmed after discussion with the VA if equipment is impacted.
Confirm Bid Schedule included in the Statement of Work is to be submitted with the Proposal in lieu of the Bid Schedule included in the Solicitation on Page 4 of 60
Offerors are to provide pricing as per the schedule of offers; Scope of work has been modified to include estimated quantities for information only. There will be no unit bid prices.
Request the “Safety/Quality Control Plan” listed as part of the Technical Proposal (page 11 of 60) be removed and made a pre-construction submittal. A narrative is typically required during the Proposal process due to the time and cost required to prepare a site-specific Safety and Quality Control Plan(s)
Amendment 0003 will remove the Safety/Quality Control Plan as a technical proposal requirement; see attached revised Proposal Preparation and Evaluation Information for final revisions to the evaluation factors.
Will commercial fiber reinforcement be an accepted equal to tied rebar reinforcement for the concrete paving in the loading dock area?
No.
Please revise the Bid Form, Item No. 8, “Parking Lot & Roadway Bollards & Signs” that is currently “1, LS” to a fixed quantity of bollard on a “per EA” basis to give VA flexibility to eliminate certain bollards, if needed. Also add Bid Items for “Parking Lot and Roadway Signs & Overhead Clearance Bars” that can be “1, LS”
Offerors are to provide pricing as per the schedule of offers; Scope of work has been modified to include estimated quantities and is for information only. There will be no unit bid prices since this is a firm fixed price contract.
