About this file

This document appears to be a response to vendor questions regarding a solicitation for hazardous and universal waste disposal services at the Michael E. DeBakey VA Medical Center and 11 Community-Based Outpatient Clinics (CBOCs).

The key details are:

  • The solicitation covers disposal of lab packs, bulk waste, and universal waste from the medical center and CBOCs, with separate line items for different waste types and container sizes.
  • The contractor is responsible for providing new empty containers, and a supply and labor log is required.
  • The number of CBOC locations is 11, not 9 as stated in one section.
  • Vendors cannot access certain information such as disposal transporter accounts and the TCEQ SWR number due to security/privacy reasons.
  • The solicitation includes specific estimated quantities for different container types and sizes used annually.
  • Two CLINs appear to be redundant and should be combined.

The document does not provide the full Statement of Work or other key procurement details, and seems to focus on responding to vendor questions about the requirements.

Please provide me with a response to the following questions.

1. Please clarify the answer to question # 3 The CLIN xxx1 covers all disposal of lab packs bulk waste and universal waste. However there are separate CLIN lines for bulk waste lab packs and other waste.

· So for example if the facility has 2 each 55 GL lab solvents bulked up in a particular month the contractor would charge CLIN 0001 AND CLIN 0032? It seems as if the disposal aspect then is covered twice here since CLIN 0001 covers disposal.

CLINXXX1 refers to all waste collected at the CBOCS which is generally no more than 2 times a year. All waste generated and collected at the main facility will use line items listed below CLINXXX1.

· Where are the empty new containers covered at?

New empty containers are not listed. The Contractor is responsible for providing new empty containers and container prices. A Supply and Labor log should be left with he facility at the time of signing the manifest each month.

· CLIN XXX1 states 9 CBOC locations however the description page (page 3 of 103) states 11 CBOC locations.

The correct number is 11 CBOCS.

1. Answer to question #8 lists a hyperlink, but you need a user ID and password to access, if this is public information as stated, then can the VA provide the data since we do not have the user ID or password for the link?

Disposal Transporters are expected to already have existing accounts and currently familiar with the e-manifest process. This information cannot be provided at this time.

1. Answer to questions# 13 In order to provide a proper bid the contractor will need this data as to know how many containers and what sizes are needed. also how many containers are averaged out annually. This data cannot be provided after since the real reason is the number of locations, container size, and changeout frequency.

The following are the types of containers and an estimated amount used by the facility annually: Estimated 166 containers.

5 Gallon Lab Packer Box – 1 10 Gallon Lab Packer Box – 3 20 Gallon Lab Packer Box – 5 55 Gallon Lab Packer Box – 5 30 Gallon Lab Packer Box – 5 5 Gallon Plastic Drum Open Head – 10 14 Gallon Plastic Drum Open Head – 1 30 Gallon Plastic Drum Open Head – 1 55 Gallon Plastic Drum Open Head – 105 30 Gallon Plastic Drum Tight Head -4 55 Gallon Steel Drum Tight Head – 18 RCRA Cubic Yard Box – 2 Vermiculite bag (4 cubic feet) - 6

1. Also what is the current wall cabinet that the containers go into. There are multiple vendors for these containers and the containers are brand specific to the wall cabinet.

Coviden Sharps – A – Gator (31353553)

1. Answer to question #18 the TCEQ SWR number is the 5 digit number which the facility is registered as a small quantity generator with. That is the number which is requested. We think they are confusing this with Solid waste (roll off containers).

This number cannot be provided at this time.

Please explain why CLIN xx047 and xx048 are the same? Can these simply be one CLIN at a Qty of 132 each? They look identical.

This should be corrected on the 2237.

CLIN 0047 should be: Mixed Pharmaceuticals/Biological Sharps, P,U,& D-listed, U/I-8 gal/Bx. 60.00 Box CLIN 0048 should be: Mixed Pharmaceuticals/Biological Sharps, P,U,& D-listed, U/I-10.5 gal/Bx. 72.00 Box
