About this file
This document contains responses to requests for information regarding solicitation number 36C25623R0122 for upgrade roof systems. The solicitation seeks to upgrade roof systems at Veterans Health Administration facilities in Veterans Integrated Service Network 16 and involves work on flat roofs that utilize tapered insulation systems to allow for drainage. Licensing requirements have been removed. Bidders should consider the existing roof sections to be 4 inches of insulation with one layer of thermoplastic polyolefin. The document confirms there is at least 5 feet of dirt between storm drains and the top of concrete and that coring of existing roofs cannot be arranged to determine thickness or layer counts.

RE: RFI RESPONSES TO RFP 36C25623R0122 | UPGRADE ROOF SYSTEMS
1. Could you please confirm if the awarded Contractor needs to hold an Arkansas Contractor's License?
Note: We meet this requirement as Arkansas reciprocates with Alabama General Contractor Licenses.
RESPONSE: This requirement has been removed from the solicitation.
2. I am going over the SOW and ran across a qualification I am not familiar with. It stats in section (a) under contractor requirements that the "contractor must possess an Arkansas Contractor's License". My question is, can my SUB contractor be an Arkansas Contractor License holder?
RESPONSE: This requirement has been removed from the solicitation.
3. In preparation for bringing in equipment, can the VA confirm that there is 5ft of dirt between the top of the concrete and the sewer?
RESPONSE: Based upon the as-built profile of storm drain, the VA can confirm that there is at least 5ft of dirt between the pipe and the top of concrete.
4. Do you happen to know how many layers are on those roofs?
RESPONSE: The exact number of layers is not known.
5. We have not taken a core to see the thickness or how many layers are on the current roof system – Is this something we can arrange?
RESPONSE: Coring cannot be arranged. For bidding purposes, consider the existing roof sections to be 4” of insulation with one layer of TPO.
6. Is this a flat or tapered system? If tapered system – we will need to allow for the design & installation of the roof sloping to the drains or scuppers as tapered systems are set up. The designed iso board thickness & placement gives us a slope to shed water and other debris to the desired areas.
RESPONSE: It is a flat roof with a tapered roof system. See Section III of the SOW which calls for a tapered insulation system to allow for roof drainage.
