Answer

1. – The Statement of Work states replace car doors, car and hoist-way door rollers and interlocks. We recommend also replacing the door operators, car door header, track and hangers; car door clutch; and hoist-way door closers at each landing. The door operator consists of a motor and control board that controls the opening and closing of the doors. Can the door operator and above listed door parts be added to the scope of work? We recommend a linear door operator equivalent to a GAL MOVFE 2500-HL (Heavy-Duty Linear) door operator or equivalent be specified
The SOW ,Objective N states Replace car doors and shall be removed from the SOW. The existing car doors are to remain as-is.
2. – Do all or some of the elevators operate on emergency power / back-up generator? If so, which elevators operate on emergency power?
All the elevators listed are on emergency power.
3. - Who is the fire alarm vendor for the building? If possible, please provide contact information.
The current fire system installed is an Edward EST. The contractor shall employ any company certified to work on this system.
4. - Request change in RFP Contract Days to 450 days to reflect it shall take 15 weeks to submittals and secure materials, and approximately 10 weeks per elevator—50 weeks-- to modernize as there simply isn’t sufficient elevator modernization crews in the Central Louisiana area to support putting more than 1 crew on this project to successively modernize the elevators.
The period of performance will remain the same, but an additional 90 day will be added to contract for a RFI and Submittal review phase.
5. – Request 14 days after the VA publishes RFI answers to prepare bid? Gaps in identify key components, like the ESS, greatly complicate obtaining a subcontractor quote for the work. Further complicated by the ongoing COVID Pandemic, once we possess the requisite details, it will take up to 10 days to get a subcontractor’s quote.
An extension will be granted.
6. - What is the current brand and model number for the fire control panel in use and tied to the elevators? Are we required to update, expand or otherwise modernize as part of this elevator modernization?
The current fire control panel is an Edward EST and there is no required upgrade in this project.
7. - How many available slots are in the Fire control panel for additional relay modules to support this elevator modernization?
The fire control panel will not be upgraded in this project.
8. - Do the elevators currently operate on emergency power? If so, please provide the electrical “as built” drawing showing the service connections, Automatic Transfer Switch, and any shunts or other disconnects related to the elevators?
Yes, Elevators 1, 2, & 3 have a shunt trip,

breakers externally. Elevators 4 & 5 have shunt trip mounted inside controller.

Drawings provided in the RFP are the only known drawings.

VA will provide.
10. – Will a pit lighting schedule be provided?
This is no lighting replacement in this project.
11. - Will a machine room lighting schedule be provided?
This is no lighting replacement in this project.
12. - When was the last time emergency phones tested pertaining to the elevators that will be modernized? Did any elevators fail the test? If so which elevators? Are these phones analog or digital?
Elevator phones 1 thru 5 were tested in March 2021 and are working properly.

These phones are analog.Sec.

13. – Please identify the machine room doors to be replaced to meet the codes identified in Section 14 10 1.14 in door schedule format along with specified closure hardware?
No doors need to be replaced in machine rooms.
14. – Request clarification in the RFP as to the weighting and importance of past experience, technical approach and other performance factors relative to cost? Discussion: non-cost factors are discussed in detail absent identifying the importance of these factors relative to cost. We believe these factors are far more important than lowest cost due to the age of the elevators and building, as well as the exorbitant total life cycle cost the VA shall incur as a result of a poorly installed elevator.
Reference 36C25621R0002 Page 10. Section A6. Evaluations: Factor I (Technical Factor) is equal to Factor II (Past Performance). Factors I and Factor II, when combined are approximately equal to Factor III (Price).
15. - Section 28 identifies an extensive Electronic Security System (ESS) absent specific to just the Elevators, the building, and its integration with an existing ESS. Request plans sheet(s) identifying the ESS with schedule of items required under this contract? Please identify: a) the type badges it is to support? b. Where badge readers are to be located? The locations and required capability of security cameras—do they require recorded voice? C. If a remote monitoring and control capability is required? If so, where is it to be physically located within this building or another facility on the complex? D. Who is the existing ESS / Access Control Contractor supporting the current system? E. What badge format are readers to support?
Section 28 is not applicable to this project and will not be used.
16. - Will the contractor be allowed to work a 4 day-10-hour schedule to facilitate moving materials prior to, and after, normal workhours?
The contractor will not be allowed to work a 4-day 10-hour schedule.
17. Will the contractor be given access space within the basement or elsewhere within the building to store materials?
The loading dock or a section of the parking lot may be available. Containers will be needed.
