About this file
This document contains an amendment to a federal solicitation as well as the related solicitation opportunity. The amendment publicizes answers to vendor questions about a solicitation seeking inspection, cleaning, preventative maintenance, and emergency repair services for four cooling tower modules at a Veterans Affairs medical center. The incumbent cooling towers have been in service for approximately 15 years. The amendment clarifies that weekly, monthly, or quarterly inspections are not required, only biannual cleaning and preventative maintenance in early spring and late fall. It also states that water treatment services are normally provided by a separate contractor and need not be included. Responses to the solicitation are due by 1:00PM Central Time on September 22, 2022. The solicitation is set aside for service-disabled veteran-owned small businesses and issued by the VA Veterans Health Administration Network Contracting Office 16.

Proposal RFI #1 –
Can you confirm the model number of the cooling towers? 872A/V-4 does not match any model number currently available by Baltimore AirCoil that we can find.
872A/V is the model number. There are four modules combined together to form the system along with three condenser water pumps and associated controls.
All control system programming and components (including seven (7) VFDs shall be tested and PM’d twice per year by Johnson Controls, Inc. All control system PM and repairs shall be by JCI.
Cooling tower Inspection, PM, and Maintenance by others.
Proposal RFI #2 –
How many years have the cooling towers been in service?
Approx. 15 years
Proposal RFI #3 -
Regarding section 8.6.3.1 Cooling Tower Disinfection Procedure. I am being told that this is not something normally done by the maintenance contractor. This scope is normally performed by the water treatment specialist that is doing the water treatment for the facility already.
Please advise who your current water treatment specialist is contracted by the facility.
Correct. This requirement may be deleted.
RFI #4
The local Baltimore AirCoil authorized representative has declined to bid on this opportunity. Will a service provider authorized to work on similar non-BAC units be approved for this opportunity?
Yes, as long as OEM parts and methods are used for all maintenance and repairs.
Please note that cleaning and preventative maintenance is only expected to occur twice per year (early spring and late fall) and that no weekly, monthly, or quarterly inspections are required.
