Scope of Work
Maintenance of battery systems (Inverters, UPS, Switchgear Backup) December 22, 2021
1. DESCRIPTION OF SERVICES
1.1. Contractor shall provide a one-time replacement of 72 9Ah batteries, a one-time replacement of 240 sealed lead acid batteries, and annual cleaning, maintenance, and repairs on the replaced batteries, 96 NiCad batteries, 2 battery chargers, 10 inverters, and 6 uninterruptible power supplies (UPS).
2. SCOPE
2.1. The contractor shall supply all tools, materials, supplies, personnel, and travel needed in order to complete the intent of this performance work statement.
2.1.1. .. The contractor shall perform a one-time replacement of all 72 batteries in the Baton Rouge South Clinic server room during the base year of the contract
2.1.1.1. APC, Model SYBTU2-PLP
2.1.2. .. The contractor shall perform a one-time replacement of all 240 batteries in the
Main Computer Room during the 3rd Option year of the contract
2.1.2.1. C&D, Model UPS12-1000MRXF
2.1.3. .. Annual cleaning, maintenance and repair service on the following:
2.1.3.1. NiCad Batteries: Alcad, Model VTX 1M 270-2
2.1.3.2. Battery Chargers: Alcad, Model AT10-130-040-208-1101030000
2.1.3.3. Inverter servicing the Main Switchgear room: Meyers Power Products, Model 6-E-7-S-BD4001M-BD2006
2.1.3.4. Inverters servicing the eight Operating Rooms: Meyers Power Products, Model 6-IE-2-S-BD2003-I-M-S
2.1.3.5. Inverter servicing the Cardiac Cath Suite: Meyers Power Products, Model
6-IE-7-S-BD2007-I-M-S
2.1.3.6. UPS servicing the Main Computer Room at SLVHCS: Schneider Electric, Model Galaxy VM 225 kVA to include all related equipment and batteries
2.1.3.7. UPS (3 each) servicing the Main Computer Room, MRI, Cath Lab, and
Sanitary Lift Station at SLVHCS: APC, Model MGE EPS 7000 (300-500 kVA) to include all related equipment and batteries
2.1.3.7.1. This UPS service will take place in Option Years 3 and 4
2.1.3.8. UPS servicing the Main Computer Room at the Baton Rouge Clinic:
APC, Symmetra PX 100kW Power Frame 208V Serial No PD1052160006 to include all related equipment and batteries
2.1.3.9. UPS servicing the Main Computer Room at the Baton Rouge Clinic: SBS Custom, Unknown S/N, contains two battery chargers and 20ea 12V 180Ah batteries
2.1.3.10. UPS (3 each) servicing the CT Suite: Toshiba, Model G8000 to include all related equipment and batteries
3. GENERAL REQUIREMENTS
3.1. Battery Replacement
3.1.1. .. The 72 existing batteries in the main computer room at Baton Rouge South have not been replaced since installation over 5 years ago. The recommended battery life is 3-5 years. The UPS is giving an error code of “less than 50% battery life”. All 72 batteries will need to be replaced.
3.1.2. .. The 240 batteries in the MCR were replaced in 2020 and are due to be replaced again in 2025, Option Year 3
3.2. Maintenance
3.2.1. .. The Contractor shall provide annual cleaning, maintenance and repairs on the equipment listed maintenance in Appendix B.
3.2.2. .. All equipment covered under this contract shall have maintenance performed in accordance with the manufacturer’s recommendations.
3.3. Parts Rider/Emergency Hours
3.3.1. A recurring annual parts rider of $25,000 shall be included in this contract. All single part purchases required to maintain these systems shall be covered under and up to the amount noted in this rider. The contractor shall provide an itemized quote for all parts associated with this rider and is not permitted to proceed with any purchase under this rider without written approval received from the COR.
Additionally, the contractor shall respond to a call for on-site repair and be at the job site within eight (8) hours during regular working hours, Monday – Friday, 8:00 am – 4:00 pm. In very urgent cases, an immediate repair can be requested after 4:00 pm and on Saturdays, Sundays, and Federal holidays. After repair, the Contractor shall submit a detailed work report to include all required materials and is to be at no-charge to the facility. If the malfunction is reported to the contractor not later than 4:00 pm, the failure elimination shall be started immediately on the same day.
3.4. Delivery and Removal of Equipment
3.4.1. Contractor is responsible for delivery of all materials and equipment to the VA and to all the areas where work is to be performed.
3.4.2. The contractor must provide own pallet jacks, transportation carts, ladders, and other necessary equipment. All equipment brought into the medical center must be appropriately cleaned for a hospital setting.
3.4.3. Contractor shall remove from VA property and properly dispose of all materials, including used batteries, pallets, trash, etc.
4. PERIOD OF PERFORMANCE AND WORKING HOURS
4.1. This maintenance contract will be for one (1) base year plus four (4) options years:
4.1.1. Base Year: February 01, 2022 - January 31, 2023
4.1.2. Option Year 1: February 01, 2023 - January 31, 2024
4.1.3. Option Year 2: February 01, 2024 - January 31, 2025
4.1.4. Option Year 3: February 01, 2025 - January 31, 2026
4.1.5. Option Year 4: February 01, 2026 - January 31, 2027
4.2. The cleaning, maintenance and repairs in this SOW shall be completed within two months of the Notice to Proceed.
4.3. The Contractor (or Representative) shall contact the Electric Shop Foreman 504-507-
7022 to schedule work and prior to the beginning of work.
4.4. Services are to be performed during our business hours between 7:30 a.m. and 4:00 p.m. central time, excluding Federal holidays. Because of scheduled surgeries during business hours, the contractor may need to work after 4:00 p.m. to accommodate the surgery department. Contractors that are willing to perform after-hours work should include this information in their bid documentation. If a contractor is willing to perform services after 4:00 p.m. this service must be included within the bid pricing as no extra charge will be allowed.
5. DELIVERABLES
5.1. All reports are due within one (1) week of work conducted.
5.2. After work is completed, the contractor is to submit in writing a complete report of services performed for each item of equipment and must include a listing of replacement parts, when applicable. The contractor shall dispose of any batteries that have been replaced if applicable.
5.3. WORK EXECUTION PLAN - The Contractor shall, within ten (10) days of contract start date, submit a work execution plan that details how the Contractor will ensure all requirements of the contract will be fulfilled. This plan shall include the following:
5.3.1. A phasing plan that outlines facility impact and duration.
5.3.2. A plan to access all equipment
5.3.3. A plan to deliver equipment to the facility
5.3.4. A plan to move materials throughout the facility
5.3.5. Any spatial restrictions
5.3.6. A timeline for each CLIN item
6. TRAINING
6.1. The contractor shall provide annual training to VAMC staff on maintenance and safety of the batteries/equipment listed in this SOW. The training shall take place congruently with the annual maintenance with no more than 3ea VAMC staff. During the course of training, VAMC staff will perform maintenance/inspection of the batteries/equipment under the guidance of the contractor. At all times, safety is paramount, and training can be halted for just cause.
7. SECURITY REQUIREMENTS:
7.1. Contractor personnel performing work under this contract will be required to obtain a security clearance. The site supervisor will be required to get a non-PIV badge in order to perform work unescorted.
7.2. C&A requirements do not apply, and a Security Accreditation Package is not required.
