About this file

This document contains questions and answers regarding a solicitation for battery replacement maintenance services. The Southeast Louisiana Veteran Healthcare System seeks a contractor to provide UPS systems battery replacement and maintenance as specified in the statement of work. The response time requirement has been amended to eight hours to align with industry standards, and the parts rider covers both parts and labor for the battery replacements. Battery replacement locations include the South Clinic on the ground floor and Building 02 on the fourth floor, accessible by a freight elevator with a 12,000-pound weight limit. Delivery distances, doorway widths, and ability to restack pallets in rooms were provided. Responses to the solicitation are due to Rachel Babin by January 24, 2022. This requirement is set aside 100% for service-disabled veteran-owned small businesses.

Questions and Answers

• The 2-Hour onsite response time is an incredibly restrictive requirement that is much shorter than the industry standard. None of the manufacturers for the equipment listed on this Solicitation even offer a 2-Hour response time. For example, Schneider Electric/APC/MGE only guarantees an 8-Hour on-site response time and Toshiba only guarantees a 6-Hour on-site response time.

o Due to this, would you consider amending the on-site response time requirement to 8- Hours in order to be more in line with industry standards?

Yes, 8 hours is fine and will amend the SOW to state this.

o If the response time cannot be increased, could you please clarify whether or not the technician that responds for emergencies must be trained and certified to work on the equipment needing serviced? N/A

• In order to estimate accurate delivery costs, could you please provide the following information for the locations needing battery replacements? (South Clinic and Building 02):

o What floor will the batteries need to be delivered to? If not on the ground floor, Is there a freight elevator available? If yes, what is the weight capacity?

South Clinic – ground floor Bldg 02 – 4th floor, freight elevator 12,000 lb. limit o Are there any steps or ramps in the path from the delivery point to the UPS Room. If Yes, how many?

No o What is the approximated distance from the delivery vehicle location to UPS room?

South Clinic – 100 ft Bldg 02 – 600 ft o What is the narrowest doorway width?

5’6” o Can the pallets be brought to the UPS room and parts restacked on them?

Yes

• Does the Parts Rider cover only the parts being purchased? Or, is the labor to replace/install these parts included as well?

The parts rider covers parts and labor
