| Develop Private/Semi-Private Bed Spaces | ||
Little Rock, AR
DATE: August 10, 2021
ITEM 1 – Bidding Requests For Information

Question
Answer
1.
Is the commissioning to be done by the contractor or the VA?
See Specification Section 01 91 00 Part 1.8, B.,1.
2.
There is a specification for temporary signage but no specification for final signage.
Final Signage by the VA Media Department.
VA Medical Media department to remove existing, and reinstall upon project completion.
3.
Are all patient lifts to be removed and thrown away or is the VA requiring to save and store?
See note 9 on ACD104-1, ACD104-2. To be turned over to the VA.
4.
On Beta.Sam.Gov in the description of the project it states the anticipated contract award date will be approximately 30 calendar days after receipt of proposals. Can you verify this will happen. The VA is notoriously slow about releasing the results making it difficult to bid other projects because you have used up all bonding waiting on a answer.
Award will be made once evaluations and reviews are completed. We do anticipate award to be made approximately 30 days after the closing date of the solicitation.

finish legend on I603
The finish legend on I603, designates P-4 as Stonhard Stonglaze VSR. The properties and
characteristics of the VSR are the same as the characteristics of the Sherwin Williams water based catalyzed epoxy paint in P-1,2,3, & 5. The charts below identify the VSR characteristics and the Pro Industrial characteristics. High gloss is the VSR finish and that will not match with the eggshell finish of the Sherwin Williams catalyzed epoxy when installed on adjacent walls.
Furthermore, adding the P-4 VSR complicates the project because ordinary painters do not have access to this type of product. Additionally, VSR only comes in 6 standard color options. The odds are low that they will be a close match to the adjacent Sherwin Williams paint color. For bidding purposes, will the VA please standardize the epoxy wall paint by converting the P-4 walls to P-3?
Bid as drawn/specified.
6.
Sheets H104-1 & H104-2
Sheets H104-1 & H104-2 are listed on the table of contents (G002) but are not in the set. Please confirm that they were intentionally omitted or mistakenly left out of the project?
Drawings are to be removed from Sheet Index.
7.
Spec section 22 63 00-7 para 2.3C
At the prebid walkthrough, it was observed that existing med gas zone valves do not have gauges and therefore are not in compliance with NFPA code 5.1.4.6.4 subpara 1311.6.3 Indicators. The code states that medgas zone valves w/ gauges shall be provided on station outlet/inlet side of each zone valve. When we corrected OR 2F’s medgas deficiencies we installed zone valves with gauges. Spec section 22 63 00-7 para 2.3C states to provide 1/8" NPT gauge port for a 2" diameter monitoring gauge downstream of the shutoff valve. The drawings do not identify gauges downstream from the shutoff valves. Will we be required to bring existing conditions up to code by installing gauges downstream of the valves?
Per NFPA 99 Section 5.1.4.6.4, the existing zone valves will need to be replaced with one with gauges on downstream (medical gas and oxygen) and upstream (vacuum).
8.
Spec section 22 63 00-8 para 2.4.c
Spec section 22 63 00-8 para 2.4.c states that each valve shall have a gauge upstream of the valve inside the valve box. The current zone valve boxes appear to not have a gauge upstream or downstream. Does the VA want the contractor to install a gauge upstream (on the patient side) per this specification and also per NFPA 5.1.4.6.4 subparagraph 1311.6.3?
Per NFPA 99 Section 5.1.4.6.4, the existing zone valves will need to be replaced with one with gauges on downstream (medical gas and oxygen) and upstream (vacuum).
9.
There are two area alarm panels in each pod (or at least the pod we visited during the site visit). The existing panels and sensors have been upgraded about ten years ago. The alarms and their associated sensors will be obsolete in the next five years or sooner. Does the VA want to replace this system now while the project is under construction?
Bid per construction documents. Alarm panel replacement not part of this project.
10.
glazing spec section 1.4 paragraph D
The glazing spec section 1.4 paragraph D calls for windborne requirements. The storefront system is not impact resistant and the insulated glass make up is not for windborne requirements. Spec Section 08 43 13-6 para 2.1b.3. calls for large missile test windborne rating glass however 2.3A calls for Kawneer Trifab VG 451T which is not missile rated nor windborne debris rated glass. Please clarify if windborne requirements are to be included or if the contractors should use the Kawneer Trifab VG 451T as their basis of design for all glass in the project.
Window/glazing product provided by VA.
Bid as drawn/specified.
11.
specifications page 09 67 23.20
The EPY-1 system in the product properties column of the finish legend calls for a three component troweled system. The style and color column call for a chip broadcast system. Trowel and broadcast are two different application methods. The specifications page 09 67 23.20 call for a four component epoxy system which differs from the finish legend's three component system. Neither of these systems call for a chemically resistant urethane nor polyaspartic top coat and both systems are a single flake broadcast system. Both systems differ from the VA standard double flake broadcast system which includes a chemically resistant top coat. A single flake system will not hold up to the traffic and wear that this shower floor will experience. Will the VA please clarify the use and need of the double flake broadcast system with chemically resistant topcoat in lieu of the three component system as specified in the drawings and four component system as specified in the specs?
12.
The shower floors should really be a troweled quartz system. A troweled quartz system will provide the best durability and the best moisture resistance of the epoxy options. Will the VA consider changing to a RES-3 and pursuing the troweled quartz option?
13.
Note "B" on sheet ETD104-1 and 2
In regards to Note "B" on sheet ETD104-1 and 2. Triple S is a local certified installer of this system. Is it acceptable to contract with Triple S to perform this work, in lieu of the out of state contractor (Liberty IT Systems) listed in the notes?
R.S.: Triple S is the point of contact to perform this work. (NOT Liberty IT Systems)
14.
What fire stopping product does the VA prefer the contractor to use for penetrations?
Products cannot be sole sourced. If they are, they must allow for an equal that is approved by the VA.
The VA prefers color red on all firestopping products.
Red Intumescent fire caulk with a 3-hour rating is required
15.
What is the realistic period of time that the VA anticipates turnover between final certification of the first pod in phase one and mobilization of the second phase in the next pod?
Recent ward relocations have taken 2 weeks with adequate planning. Contractor should estimate 30 days.
16.
The solicitation PoP is 485 days. If the contractor schedules 400 days of construction and budgets for general conditions for 400 days, and the construction runs longer then 400 days due to delays borne from the VA, contract or design modifications, will the VA issue a contract modification to provide the GC more general conditions for the extra period of time that the contractor was onsite even though that extension may still be within the 485 day period of performance?
Regardless of the Contractor’s estimated schedule the contract will have a POP of 485 days.
17.
Is the VA responsible for the storage of the existing RTLS system during construction?
Yes. Contractor will turn equipment into VA for storage.
18.
Is the VA responsible for contracting with the RTLS contractor under the sustainment contract or is the Prime Contractor responsible for the RTLS subcontractor?
GC will remove all devices and turn into the VA for storage. VA will coordinate a remapping of all devices for the new layout. GC will then be responsible for reinstallation of devices at all new location. – Please note many devices will not be reinstalled as patient room count is decreasing.
19.
ET104-2 general note 1
ET104-2 general note 1 states that the Prime Contractor shall subcontract with MST Group or equal. Allegedly, MST Group may be out of business. If this is the case, who is the subcontractor that they used to install the system wide nurse call?
MST group is now dissolved. GC to contact Triple S to coordinate removal and reinstallation of devices.
20.
EFD104-2, note B
Refer to EFD104-2, note B. If the fire alarm system is down overnight will the contractor be required to post a continuous fire watch guard during nighttime hours?
Yes.
21.
Will the VA allow the site superintendent to carry one of the additional duties, either SSHO or Quality Control Manager?
Superintendent can fill the role of the SSHO. The QAQC role must the individuals’ sole position.
22.
Does the VA want a single individual to fill the roles of SSHO, QC, and Site Superintendent?
Superintendent can fill the role of the SSHO. The QAQC role must the individuals’ sole position.
23.
sheet EL104-1.1
Please refer to sheet EL104-1.1. in the nurse alcove 4B119A there is a light fixture labeled F10. F10 is not identified anywhere in the lighting fixture schedule on E600. Will the VA please clarify what type of light F10 is suppose to be?
24.
ET104 1.1 general note D.a
Refer to ET104 1.1 general note D.a. It states television sets are to be procured from VA approved single source..... Please confirm that the VA is to purchase these televisions per the furniture and accessory finish schedule?
GC to provide and install.
25.
Which contractor, if other than Guldmann (name and POC please) has the current maintenance contract on the existing patient lift systems on campus?
BAE: Basis-of-Design is Guldmann. Request for substitution must be made and must be approved by the VA COR.
Review requirements for request for substitutions and deviations from Basis-of-Design.
26.
If the contractor has to turn off medgas upstream of the current valves to replace the 4b and 4c valves with new valves and gauges can they do so without shutting down the medgas to the entire campus?
BAE: Based on existing drawings and field survey, it appears that there are no isolation valves upstream of the valve box. The area that the medical gas system serves will need to be temporarily shut down. The contractor will need to install new locking type isolation valves near the risers.
27.
Is there a medgas isolation valve that services the entire pod or 4th floor upstream of the 4b and 4c isolation valves?
BAE: Based on existing drawings and field survey, it appears that there are no isolation valves upstream of the valve boxes on 4b and 4c.
28.
Does the VA want the ASSE 6030 verifier to be a third party person separate from the company that installed the medgas piping?
BAE: Yes, per spec 22 63 00 section 1.5.D, testing shall be performed by a party other than the installing contractor.
29.
Does the VA want the contractor to provide engineer stamped drawings with calculations for the new fire sprinkler layout?
BAE: Yes, per spec 21 13 13 section 1.3.A.1, the contractor shall perform hydraulic calculations in accordance with NFPA 13
30.
Page I104-6, finish general note 3 & 4
Page I104-6, finish general note 3 & 4 appears to be exclusive note 2. Is this the case?
1) General Note E. applies to floors to be removed and replaced with new.
2)Key note 2 applies to rooms where there will be NO changes to existing flooring. Applies to I104-5 and I104-6.
31.
Page I406-6 note E1
Page I406-6 note E1 refers to mastic abatement. H104-1 and H104-2 were excluded from the drawings. Is there any abatement in this project?
Per environmental testing report, no ACM was discovered. No mastic abatement.
32.
If there is abatement, will the VA please post the appropriate documents for bidding purposes.
Per environmental testing report, no ACM was discovered. Sheets were eliminated from set.
33.
Note C on I406
Note C on I406 states floor leveling as necessary based on sub-floor condition. A104-1.1 – Gen note F – “all” sub-floors requiring new finishes shall be entirely skim coated to a smooth and level finish. A104-2.1 same note adds that skim should be ¼” thickness.
The condition of the subfloor was not visible during the walk through. The only accurate way to account for floor leveling is to add unit pricing as a CLIN item. This prevents the VA from paying for leveling compound and shonox that was not applied. Accounting for 20K square feet of 1/4" leveling will cost the VA over $100K and is wasteful and unnecessary. Will the VA please provide a line item in the bid sheet summary that allows for unit pricing of floor patch and leveling by the square foot?
No CLIN will be added for floor leveling. Offerors will include floor leveling in the base bid pricing.
34.
Contracting officers from other agencies have told us they don't have time to fill out CAVHS's repetitive past performance paperwork. Their sentiment is that they are at the end of the fiscal year, they're overworked and understaffed. Will CAVHS contracting staff hold this against the contractor if they don't fill out the paperwork?
In the event no PPQs are received for any offeror, Exhibit A, CPARS and other knowledge of past performance will be evaluated as indicated in the solicitation.
35.
Can the contractor resubmit a past performance review from another contracting officer that was recently submitted within the last few months on a different project?
PPQs should come directly from the reviewer and not from the offeror.
36.
The contractor has no way of knowing if the agency contracting officer or private industry customer actually submits the PPQ on their behalf. Will CAVHS accept a CPARS in the proposal packet in lieu of the PPQ if the contracting officer refuses to fill out the paperwork?
CPARS will be evaluated as indicated in the solicitation.
37.
The solicitation instructs the contractor to not include copies of the letters or questionnaires in the proposal. Does this include the exhibit A? Should exhibit A be included in the contractor's factor 2 portion of the proposal?
Exhibit A is not considered a letter or questionnaire. Exhibit A shall be included in Past Performance.
38.
EL104-1.1 & 1.2 and 2.1
The drawings and details issued for the lighting control devices shown on EL104-1.1 & 1.2 and 2.1 are unclear. Will the VA provide more details on the lighting control devices?
39.
Sheet A412 detail 3

All other acrylic paneling listed in the finish schedule is by Lumicor. Will the VA please clarify ACR-2 and provide a specification and basis of design for it? |
1/2” thick Acrylic panels are AC-1 (Lumicor). Clarifications to drawings:
1. Elevation 3/A412: curved panel should read LUMICOR (not “3-Form”), and AC-1 (not ACR-2).
2. Elevation 1/A412A: Note “temporary acrylic screen by “Corona Group, Inc., or VA approved equal” should be pointing to the elevations of the screens (where chairs indicated), not to the section it is currently pointing to.
3. There is no ACR-2 (only ACR-1).
4. Sections 2 & 3/A513: 1/2” acrylic panel is LUMICOR (not 3-FORM).
5. Specifications and installation instruction can be obtained through Lumicor.
40.
Currently there are no details describing the mounting of ACR-1. Will the VA please provide a section showing the mounting details above the headwall buildouts for ACR-1?
Elevation 3/A412A: Acrylic privacy screen should be ACR-1 in lieu of AC-1. Mounting of back panel is the same as reception desk (section detail 2/A513 and 4/A513).
Detail for Privacy Screens at reception desk are on detail 3/A513. Follow manufacturers installation instructions.
41.
A previous project at the VA has revealed a major discrepancy between the manufacturer’s reps, the A&E, and the installers as to the best method of bonding the ACR panels to each other. Does the VA want the seams between the ACR panels to be mechanically seamed, epoxied, or caulked?
1. Solid Surface installations (vertical & horizontal) to have invisible seams.
2. ACR-1 (above headwalls) do not require seaming- standard sheet size is 4’x 8’. Panels above headwalls are approx.. 3’-4” x 5’-9”.
3. AC-1 (nurse station) do not require seaming- standard sheet size is 4’ x 8’. None of the sheets detailed are larger than this.
42.
On A412 et al, how does the contractor identify which of the elevated acrylic screens (hatched with the plus pattern) are intended to be permanent and which are intended to be temporary “Acrylic Screen by Corona Group”?
West side reception counter (Elevation 3/A412) has the temporary acrylic screens by “Corona Group”. All other acrylic screens are permanent.
43.
Sheet A412 detail 3
Sheet A412 detail 3 calls out "Temporary Acrylic Screen by Corona Group Inc". Neither the temp screen nor the permanent screen are identified on the furniture legend. Is the temp screen and permanent screen in the contractor's scope of work or is the VA providing this?
The GC is responsible for providing and installing the temporary screens.
Temporary Screens AND Permanent Screen panels are shown on Room Finish Legend and Elevations.
44.
Will the VA please provide a specification for the acrylic screens?
AC-1 (1/2” thick acrylic panels): Basis-of-Design is “Lumicor”. Information is on the Room Finish Legend.
ACR-1 (wall protection above patient bed headwalls): Basis of Design is “Lumicor”. Information is on the Room Finish Legend.
Contact Lumicor rep for specifications and installation instructions.
45.
A412 detail 3
The temp screen is identified on A412 detail 3. Detail 3 has a callout to look at A513 detail 4. Detail 4 does not show the temp screen as indicated in detail 3. How is the temp screen mounted to the transaction counter?
Temporary screens on this transaction counter are clamped to the transaction counter. Install per “Corona Group” instructions.
46.
