WILLIAM A. GEARY

Contracting Officer

NCO1615L3-

A. The purpose of this Amendment is to: (1) provide a list of the RFIs received and the Government’s responses to them; and (2) provide a copy of the Site Visit Sign-In (Attendance) Sheet.

B. The following are the RFIs received and the Government’s responses thereto:

RFI NO.
RFI QUESTION
RFI RESPONSE
1
What range of pressure monitors will be acceptable?
See Statement of Work.
2
When it comes to installation of items in the stairwells. Can they go on the wall or will they need to be, not visible, behind/inside the wall?
Yes, mount on the wall.
3
Where are the temp and humidity sensors being added? And what are the sensors add numbers? Only abbreviations in the rooms.
See Drawing (Chart) M11.
4
If the proposal is accepted digitally (e.g., email), will the Government also accept any required bid bond in a digital format?
No. Please refer to RFP Section A.5 General Proposal Information, Paragraph 7 Proposal Due Date, for information concerning how the Bid Bond must be submitted.
5
Is this project sales tax exempt? If the project is sales tax exempt, will the Government provide a sales tax exemption certificate?
This project is not Sales Tax Exempt.
6
If contractors are provided a VA badge/PIV card, will they be allowed to move throughout the facility without a VA escort? If not, what areas of the facility specifically require VA escorts to enter?
Yes. However, the SPS space and CEP control room areas of the facility may require a VA Escort.
7
Will the Government provide contractors with access to locked workspaces (such as mechanical rooms and plumbing closets) via badge/keycard access?
If Non-PIV Badges are issued to Key Contractor Site Supervisors, it will allow access to certain locked spaces on campus. For those areas where the Non-PIV Badges do not grant access, or where Keys cannot be checked out, VA Escorts will be required. If the contractor’s schedule accurately relays in advance of when access is required, the Project COR will make the necessary arrangements to allow access to locked spaces on campus. Every attempt will be made to honor the requests for access to locked spaces on campus received in the same working day but an immediate response cannot be guaranteed. It is not anticipated there will be a requirement to access locked spaces.
8
Can the VA describe all tasks that may be required for this project as it relates to infectious control?
No, this is something that each prospective offer must determine after reviewing the SOW, Specifications, Drawings, ICRA ILSM, and other documentation provided.
9
What is the level of infectious disease control rating for this project at this facility?
Project Class III. Please see RFP Attachment entitled “ICRA ILSM”.
10
Will the Government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
Yes
11
Will the VA allow a single individual to act as the Quality Control Manager (QCM), Site Safety & Health Officer (SSHO), and on-site Superintendent (Super) for the prime contractor on this project?
Yes
12
Where will the designated parking area be for workers accessing the construction site?
Per the Statement of Work, Paragraph 3 d), “No parking is guaranteed on site. Parking is as space allows in the Patient Parking Garage on Galvez Street, above Level 5.”
13
Will the VA provide a location to store materials on-site prior to the start of work, and will this location be available for the full length of the project?
Per the Statement of Work, Paragraph 3 f), “There will not be made available areas at the VA for contractor storage of materials.”
14
The scope of work consistently refers to the pressure monitor devices being manufactured by “Serta”, but the cut sheets are all “Setra” products. Can you please clarify if this is a misspelling in the SOW?
Yes, this is a misspelling in the SOW. The word should be referenced in the SOW as “Setra”.
15
The SOW calls for the room pressure monitors to be “certified by a SERTA factory service professional”. Does this mean that the VA requires a Serta (or Setra) factory rep to be on-site to verify installation & operations of the device? Or does this mean that the manufacturer (Serta or Setra) must provide a factory certification of the product upon delivery?
Setra factory rep or a qualified TAB firm designated by Setra needs to certify the correct operation, setpoints and function after installation is complete.
16
Will the VA be able to provide access to locked spaces on campus within the same working day of the request for access?
17
Will the VA be able to provide access to locked spaces on campus at a specific time if a request for access is delivered to the VA 24 hours in advance?
18
Most of the new pressure monitors are being installed/relocated to hallways/corridors. Are these monitoring devices intended to monitor the conditions of large open space hallways?
Yes. Monitor the pressure at each side of entry to infectious area (that includes the large open space hallways).
19
If the answer to the question above is yes, does the VA currently have any pressure or temperature/humidity requirements for these spaces. Additionally, does the VA intend to include any pressure or temperature/humidity control devices to maintain the requirements at these locations?
Yes, the pressure requirements will be given when the set points are ready for input into the new devices for each individual space. This project scope is for room monitors only.

No, any type of control of air is outside the scope of this requirement.

20
The current SOW does not indicate that testing or balancing is included in this work. Can you please define the testing & balancing scope for this project? Please include clarifications of the following items:
Air testing and balance of spaces is not required.
20a
Is there a requirement to measure any variables (i.e., pressure or temperature/humidity conditions) within the monitored spaces to verify the new monitoring devices are reading accurately?

A Setra factory rep is to verify the new devices are reading correctly as part of their certification. Their testing would be a part of this scope. A qualified TAB firm designated by Setra may also perform the functional testing and provide certification.

20b
Will there be a requirement to balance the rooms to meet current facility airflow requirements?
No
20c
Will there be a requirement to perform air changes in these rooms?
No
20d
Will the VA provide a list of the flowrate, pressure, or temperature/humidity requirements for each location?

Flow Rate = No Pressure = Yes Temperature/Humidity = No

Negative or positive pressure ranges only.

20e
Will any locations require a change or correction to the existing flowrate, pressure conditions, or air change requirement?
No
21
There is document reference in SOW that says refer to attached floor plans, M1 thru M10, for environmental monitor locations. Refer to attached Environmental Monitor Room Location List, M11, for required quantity of monitors. Do not see attachment could VA please provide?

A check of SAM.GOV Contract Opportunities showed the referenced document as available for download. Its title is as follows: CHART M11 Environmental Monitor Room Location List.

22
Specification Section 26 05 33 RACEWAY AND BOXES FOR ELECTRICAL SYSTEMS paragraph 3.3.A.2 requires that for Concealed Work Installation Above Furred or Suspended Ceilings and in Walls, “Conduit for Conductors 600 V and Below: Rigid steel, IMC, //rigid aluminum, //or EMT.” This was discussed briefly at the site visit and the government representative confirmed that it was intended that non-flexible conduit be used for conductor installation in the walls to the air pressure monitors. This will result in significant damage to the walls and require significant repairs to patch and paint the walls. The NEC allows the use of flexible conduit up to 6 feet long. Would the government consider allowing the use of up to 6 feet of flexible metal conduit from above the tile ceiling down the wall to minimize damage?
No. Provide non-flexible conduit as specified. Paint and dry wall repair are part of scope of work.
23
Could you confirm that surface mounted conduit is acceptable in stairwells?

Yes, this is Acceptable.

C. Please see the attached copy of the Site Visit Sign-In (Attendance) Sheet.

D. All other terms and conditions remain unchanged.

See attached document: S04 Site Visit Sign-In Sheet (06.17.2021).
