About this file

This document contains a pre-solicitation notice for a federal contract opportunity to replace high voltage feed at a Veterans Hospital. The contractor will be required to remove an overhead transmission line and install an underground concrete-encased duct bank between two manholes to support a VA water pumping station building. Work must be done with minimal interruptions to electrical power at the critical care facility. The contract value is estimated between $500,000 and $1,000,000, with a NAICS code of 236220 and 100% set-aside for Service-Disabled Veteran Owned Small Businesses. The solicitation is anticipated to be issued on June 9, 2021 through beta.sam.gov, with any amendments posted to the contract opportunities website. Interested vendors must register at VETBIZ and the contract opportunities site to receive notifications. The point of contact for questions is Bradley Martin.

Replacement of 15kV Electrical Feeder RFIs

1. Please provide Geotech report and information for site and surrounding areas as it relates the project?

Geotechnical Information is not available for this site. A geotechnical report was not included in the Scope of Work for this project. General Contractor to assess site conditions as may be necessary to perform work within their scope and prepare bids accordingly.

2. Please provide survey maps of the CAVHS property and surrounding/adjacent lots and parcels as some of the lot lines shown on the RFQ documents do not align. Please include actual easement location and data as the existing utilities lines and pole are shown in a straight line but actual conditions very as much 10 to 20 feet.

The only topographical survey information MCE possesses is shown on the project Topographical Survey sheets. Parcel information was included on the plan that formed part of the Permanent Utility Easement agreement with the City of North Little Rock. We have attached a copy of this information to this RFI response. We are unaware of any further information.

3. Please provide water utilities underground as-builts and Central Arkansas Water Utility as- builts, locations, and service entrances for coordination.

Underground utilities as-built information is not available for this site, especially given the age of potential utilities in this area. As-built assessments of existing utilities was not included in the Scope of Work for this project. General Contractor to assess site conditions as may be necessary to perform work within their scope and prepare bids accordingly.

6. Will the CAVHS coordinate and provide access to the local Electric Utility for use of their Right-of -Way for access to CAVHS easement for the duration of the project.

The local utility is City of North Little Rock Electric Department. Their contact number is 501-992-4073 (Greg Woodward). First contact will come from contractor and CAVHS will support as necessary, but the responsibility is on the contractor.

8. The contractor will be required to construct a temporary staging area for equipment access and hoisting of materials to and from the elevated pump house and surrounding areas. Will the contractor be required to remove the temporary staging area, or could it remain in place upon completion?

Yes

9. What is the actual footage from the northeast corner of the pit to where the utility easement narrows down?

713.5 feet (measured along the conduit route as drawn).

10. How wide is the utility easement on each side of the poles?

No known easement for the existing poles.

For the cable route:

The easement agreed with the City was 20 feet wide (10 feet on either side of the imaginary centerline of the cable route).

The cable route itself, with all four HDPE ducts installed, will have a minimum width of around 28” (see typical bore detail on sheet CS101 attached).

11. Can the bore be straightened out any from northeast corner of pit to where it 45s northwest and then 45s back to the north?

This is a matter for the boring contractor to decide on what they can safely achieve, though any large deviation from the bore route shown for the 20’ wide cable easement may necessitate a revision to the Permanent Utility Easement agreement already secured with the City of North Little Rock.

12. Is there possibly more easement on the east side where actual utility corridor starts?

There is no existing easement beyond that already secured with the City of North Little Rock back in August 2020.

14. Do we know what is in pit by where concrete wall is going and where do the components run?

We do not know which “pit” is being referenced in this question.

16. Where does existing electrical come into existing transformer by concrete wall?

Existing conditions are that primary conductors go underground from the nearby dip pole and then up through the concrete pad into the primary compartment of the transformer. Please see Detail E3 Sheet ED101 Keyed Notes 1 and 2. New configuration is shown on Sheet ES101, where some existing primary conduit to the transformer is reused to route new primary conductors into the primary compartment of the transformer.
