Additional Clarification Responses for JLM Main Front Entrance
1. On the plans dated 03-26-20`, Sheet EP401 notes provisions for a new “MPZ1” panel, along with separate metering provisions for that panel.
On the most recent and updated plans dated 12-18-20, Sheet EP301 shows circuits feeding out of panel MPZ1 (at parking canopy) but the panel itself, along with the noted provisions, is not shown on EP401 or any other sheets. The December 2020 plans came out with new information but also deleted the panel MPZ1 that appears to be applicable. Please confirm if deletion/omission of Panel MPZ1 was a mistake on the newest 12-18-20 drawing? [INSIGHT ENGINEERING] Circuiting on Sheet EP301 dated 12.18.20 to MPZ1 is valid. Please provide and install MPZ1 which is, as basis of design, an MPZB22T2F Sealed NEMA3R Mini Power-Zone Unit Substation 22.5kVA 120/208V secondary, 480V 3-phase primary, of SquareD by Schneider Electric. This SquareD substation weight is approximately 700lbs. Install MPZ1 in the median of Carport 3 at approximate grid D,3 under the canopy and such that it does not take away or reduce any parking space, tight up against an existing carport column where the cart charger receptacles of Keyed Note 7 will be installed. Install MPZ1 on a suitable and substantial field made galvanized steel rack and protect it with (4) 4” galvanized steel pipe as bollards, (2) on each side, set deeply in high strength concrete and capped to prevent rain accumulation into the pipes. For exposed fasteners, nuts and bolts, use galvanized hardware, not zinc or other plating. Submit this rack and bollard arrangement prior to installation. Power the primary from a new 80A 3P breaker installed in available spaces in a 480V panelboard of the equipment branch in Electrical Room GE117-
JLM, basis of design is Panel GDH1 . Use #2-THWN for (3) lines and (1) ground in 1-1/2” GRSC. Rating of the bolted branch circuit breakers for the receptacles of Keyed Note 7, though shown as 120V single phase, shall be coordinated with the COR prior to ordering material to confirm cart charger requirements believed to be 120V 20A single phase for each charger. Other MPZ1 branch circuits bolted breakers are as noted in Keyed Notes.
2. 51. Specification "28 05 00 - 1" Furnish and Install Architect Specified Telephone call boxes. Is this the case or is the GC to provide these?
A. The GC is to install and provide. Please provide location on the electrical and architectural drawings where they want these boxes to be located and exactly how many we are to provide? This information is missing and without the number and location of call boxes we can’t derive an accurate proposal. [INSIGHT ENGINEERING] Locations of (4) telephone call boxes are shown on Sheet EP301 dated 12.18.20: see grid locations D,3 / E,5 / B,5 and in the Healing Garden E,6
9. *Is there a page limit on the volumes or factors?
A: The “Offer”, including title page, detailed table of contents, preface, for the Phase proposal shall not exceed a total of 25 (twenty-five) pages. This significantly conflicts with the table that was posted below the government provided answer. The answer clearly states a maximum of 25 pages, but the table clearly states that each Tab under each volume shall not exceed 25 pages each. The table vastly differs from the RFI answer. Please clarify if the VA wants the entire proposal package to be a maximum of 25 pages or to follow the guidance in the chart? If the VA wants the entire proposal offer to be 25 pages, then we will not be able to meet the content requirements outlined in each factor and sub-factor. The answer provided in A0003 reflects 25 pages per volume for a total proposal number of 125 as a maximum page number for submitted proposals. Bid Bonds, EMR, etc. are not included in the count.
A. The deducts are to be applied in descending order. For further clarification replace “&” symbol with “-“.
Regarding deduct 1e, it states the following: “Base: less deduct alternates #1a - 1e – Remove canopy Delete blasé proof window requirements 106”
