About this file

This pre-solicitation notice provides details for an upcoming construction project at the John L. McClellan Memorial Veterans Hospital in Little Rock, Arkansas. The Department of Veterans Affairs intends to solicit bids from service-disabled veteran-owned small businesses to construct a new main entrance at the south canopy and drop-off location, improve patient entry and traffic flow, and provide covered walkways connecting building entrances. Project requirements include demolishing existing canopy structures, designing a new covered drop-off area and pedestrian walkways per VA accessibility standards, and mitigating construction impacts on hospital operations. The construction value is estimated between $5-10 million. The North American Industry Classification System code 236220 for commercial and institutional building construction applies. The prime contractor must perform a minimum of 15% on-site work with its own employees or other eligible SDVOSB subcontractors for general construction. The pre-solicitation notice provides a point of contact and states that the official solicitation is projected to post on May 5, 2021 on beta.SAM.gov.

A COST MODELING

B COST ESCALATION – MARKET ANALYSIS

CLARIFICATIONS/EXCLUSIONS/ADDITIONS

Material & labor are based on Little Rock, AR rates vs. RS means 2020 4th quarter base rates of 100%.

Totals reflect additional costs associated with working in a hospital environment.

It is recommended that if this project bids beyond 60 days from the date of this submission the VA consider and additional cost estimate due to the continued volatility in the construction market. This is shown in the cost model.

This estimate is an opinion of probable construction cost, and represents in our best judgment, what we believe would be a fair price for the work involved. Market conditions, special phasing requirements, unforeseen conditions, final specifications, subcontractor RFI's, material substitution request, site visits (to assess existing conditions) and modifications to the scope of work could result in bids received being higher or lower than this estimated cost.

The estimate is based on a competitive lump sum bid when available and received for each trade or manufacturer.

The estimate includes the cost of a 100% performance and payment bond, builder's risk insurance and any insurance deductible expense.

Utility company tap/connection fees, impact fees and/or assessment fees are not included. These items are provided by the VA unless otherwise specified.

The estimate does not include costs for any owner's contingencies unless specifically directed by the VA.

9 Building permit cost is not included (by Owner).

COST MODELING VARIABLES

The following narrative discusses how JohnsonDanforth uses various approaches to determine the anticipated cost for a project.

1. Standard Data Approach

JDa utilizes several nationally recognized publications as a source for labor and material costs. This includes RS Means constructions cost data Designs & Construction Resources. JDa uses the following approach to determine the anticipated costs for a project:

• Analyze the project’s constraints, characteristics, conditions and tasks to have a realistic view of its financial requirements

• Utilize relevant and high-quality data when estimating costs

• Take into account risks, uncertainties and possible environmental changes, including cost escalation

• Conduct an independent review of final estimates to verify their accuracy

2. Field Observations

Many VA projects involve repurposing rooms in ways different from the original use. Drawing from our years of experience we adjust the costs based on discovery during field surveys. For example, project site conditions such as poor soil conditions, existing structure conflicts, and site utilities can increase the project cost during construction phase if these variations are not considered during the design and estimation.

3. In-house knowledge

Because we are a Design-Build firm our team has tremendous insight on how markets respond to SDVOSB bidding, and can point to a combination of experience in project diversity and experience for both design and construction to inform our network of trusted estimating resources. Our previous experience helps us to better correlate market pricing.

4. Seasonal Variations

There can be many seasonal variables that will affect costs beyond reasonable co3ntrol. For example, labor rates in some parts of the United States will have an increase in rate from winter to summer.

5. VA Guidelines

The VA provides cost guides that allow the design team to get an order of magnitude costs. JDa uses both the VAMC Unit Cost Guide by Project Type and VAMC Cost Guide Building Type.

6. Location and Geographic Area

Costs vary greatly throughout the United States. JDa acknowledges that labor and materials costs can vary based on distance, local labor availability, rates and taxes. It is important to consider all these variations while calculating construction material cost.

7. Escalation

JDa understands that many of the projects are spread over several years due to funding and scheduling influences. JDa adds a contingency to each estimate to accommodate unforeseen costs and inflation that occur over time.

8. Assumptions

Included in each cost model, JDa prepares a list of assumptions as they apply to the data. Assumptions include but are not limited to, the season that the work is anticipated to be performed and how that affects costs.

9. Inclusions

Included in each cost model JDa prepares a list of inclusions that apply to the data. Inclusions are identified by the VA and stakeholders.

10. Exclusions Included in each cost model JDa prepares of list exclusions as they apply to the data. The list of exclusions is started during the fee proposal stage and cared through the duration of the project. Therefore, a statement would be included into the initial contract that list all exclusions after a review of the SOW.

MARKET SURVEY

A survey of local market conditions was conducted by phone interviews of general contractors, subcontractors, and some internet research. Due to the ever-changing conditions of the construction trade, the findings of this survey should only be considered viable for the next 6 months. Beyond that, the market information is no longer current.

1. Bidding Conditions The contractors and subcontractors contacted for this survey indicated that the current bidding conditions are high. They have been busy until recent weeks but are now seeing a slowdown in jobs coming out for bid, which they believe is related to the Covid-19 pandemic. All are actively seeking projects to “back log” their workload for the remainder of this year. General Contractors reported that some jobs they were bidding had high responses (14-16 bids from GC’s).

2. Sources and Data

All information provided for this estimate was conducted by phone interviews, and past project information from general contractors, subcontractors, and internet research.

3. Labor Supply

• General Contractors: in general, contractors are finding sufficient laborers.

• Sub-Contractors: finding skilled labor continues to be a problem for some subs, and with the job market slowing down there are reports of layoffs in some fields.

• One trend related to the Covid-19 pandemic is that there are cases of laborers not wanting to return to work as long as unemployment stimulus money is available. This was stated by two of the Subcontractors interviewed for this survey. Others are worried about being able to keep current workers busy as the job market slows.

• Online research indicates the construction trade is experiencing a shortage of labor supply due in part to an aging population of workers with younger generations not replacing them. This is a national trend that is true in the state of Arkansas as well.
