Project No. 629-20-120
Redesign and Repair Domestic Water Tank
1. GENERAL REQUIREMENTS:
1.1. The contractor shall provide all labor, travel, materials, tools, equipment and supervision necessary to design and build (Design/Build) a project to provide full usage of the water inside of a domestic water storage tank located at the New Orleans VA Medical Center, 2400 Canal St., New Orleans, LA. Work includes but is not limited to producing the following outcomes:
1.1.1. The medical center is fully capable of utilizing greater than 80% of the domestic water tank’s volume (280,000 gallons) without the distribution system entering into alarm.
1.1.2. The medical center is fully capable of utilizing greater than 80% of the domestic water tank’s volume (280,000 gallons) without the distribution system pumps cavitating or producing a loss of suction pressure.
1.1.3. The medical center shall be able to fill the tank 85% or higher than the tank’s total volume without prompting distribution system alarm, spillage, or overflow.
1.1.4. The execution of the proposed design will not compromise the facility’s access to potable domestic water during the course of this work.
1.1.5. The execution of the proposed design will not compromise the water within the tank nor expose staff or patients within the facility to water borne pathogens.
1.2. The contractor shall provide a turnkey solution of design and the execution of that design. The
DB Contractor shall include in their total bid price the scope of work for all items listed.
1.3. Background
1.3.1. The main facility has a 280,000 gallon above ground storage tank (110’-11’’ with space available 8 inches below inset at top of tank; total depth 10’-8’’ at low point) reserved for domestic water. The tank is fed by two domestic water loops that encircle the 2400 St.
Campus. The facility has a bypass in place that allows for water from the municipal source to bypass the tank and proceed to the domestic water pumps. If the bypass is not in use, water from the municipality enters the tank. The outlet of the tank then branches into three:
the first going to the above ground fire tank and out to the campus for consumption; the second to the processing tank which provides water for the boiler plant; and the third which provides potable water to the facility Currently, it is estimated that less than 50% of the volume of the tank produces usable and system accessible water. Under the current programming protocols, alarms are set at about the 8.5-foot mark and higher and at 4-foot mark and lower. It is currently assumed that the outlet of the tank which feeds the four (4) facility domestic water pumps is too high and does not allow the use of approximately 25% of the tank’s water. The inability to fully utilize greater than 50% of the tank has resulted in skewed expectations of water provisions and potential usage during an emergency event.
Over filling of the tank has led to flooding and spillage.
2. DEFINITIONS:

The work (design and construction) shall include, but not limited to: demolition, architectural, structural, electrical, mechanical, plumbing, access platforms, controls, pump and system modifications, x-raying of slabs and concrete in excess of 10 inches but no more than 24 inches, welding, pipefitting, sealant and water proofing of tanks, masonry repairs, diving (work within the domestic water tank), and tank cleaning.
3.1.3. Design submission shall include load and usage calculations, equipment catalog cutsheets and performance data. The Final design documents shall be stamped by a registered
Professional Engineer for each discipline.
3.1.4. Design shall include all site investigation, site survey, measurements, calculations, and testing for documents to construct the subject project.
3.1.5. Materials and equipment brought to the site shall be verified to have available space to maneuver the inside dimensions of corridors, elevators and stairwells. Maximum dimensions of sections or pieces of materials may be necessary as part of the design.
3.1.5.1. The water pumps and tank controls are housed in an area called the “submarine”, a space directly adjacent to and with a shared wall of the domestic water tank. Access to this space is limited by a narrow metal staircase and has only one exit/entry point.
See drawing 059-7PL601.
3.2. The DB shall complete a full assessment starting from the water entry into the CEP to the domestic water tank (exterior, interior, water entry and exit points), submarine which houses the domestic water pumps and processing tank pumps, to the main line that branches to the processing tank and the rest of the campus to the main riser in the 4th floor interstitial. This assessment shall include reconfirming existing design considerations and develop recommendations and modifications to improve system usage, eliminate latent design flaws and improve system performance.
3.3. Upon completion of this assessment and firmly establishing existing conditions, the contractor shall produce a design that meets the intent of this scope and execute.
3.3.1. During the design and as part of construction close out, the contractor shall provide the following:
3.3.1.1. Tank dimensions
3.3.1.2. Total tank volume
3.3.1.3. Usable tank volume prior to construction
3.3.1.3.1. To be measured in gallons
3.3.1.4. Measured usable water height (maximum and minimum)
3.3.1.5. New usable tank volume after redesign
3.3.1.5.1. To be measured in gallons
3.3.1.6. New water height maximum and minimums after redesign
3.3.2. This assessment and redesign shall also include the completion of all necessary hydraulic calculations and ensure that all changes proposed for completion are verified by the design engineer to provide adequate water pressure.
3.4. At the conclusion of all work, the contractor shall:
3.4.1. Clean the interior of the tank
3.4.2. Disinfect all new piping
3.5. Tank Information. The current tank volume is 280,000 gallons (Tank Height 10’-11’’). Below outlines current programming alarms and the water height in the tank associated with them.
Alarm Water Height in Tank
High Level Alarm 9.1 ft
High Level Warning 9.0 ft
Water Valve 1 Close 8.8 ft
Water Valve 1 Open 8.2 ft
Water Valve 1 Close 8.0 ft
Water Valve 1 Open 7.30 ft
Low Level Warning 6.95 ft
Low Level Alarm 6.90 ft
Pump Suction Loss 4.2 ft
3.5.1. Domestic Water Pump Information
3.5.1.1. Model: Peerless – MC1125
3.5.1.2. Quantity: four (4)
3.6. The DB shall complete a full test of the domestic water tank, post completion of the construction, to demonstrate design intent met. The following items, at a minimum, must be measured and observed in order to be considered met:
3.6.1. Observation of system performance at each of the alarm and warning levels present
3.6.1.1. All readings shall be reported with respect to water height in the tank and gallons present in the tank

3.6.2. The confirmation of the point of pump cavitation, which is beyond pump suction loss
3.6.2.1. The contractor shall definitively identify the point in which pump failure is imminent against the detection of pump suction loss. This shall be relayed in feet and inches and represent by water height in the tank. This may not be at the same tank height.
VA staff have physically observed this at reported readouts of 2.3 to 3.0 ft in the tank
(height). This new design should have this occurring at lower levels in order to meet the usable and accessible water design criteria. The contractor shall report the remaining volume of water in this tank and its overall percentage against total tank volume (physical dimensions).

3.8.2. Tank diving
3.8.3. System modeling
3.9. Work Restrictions and Considerations
3.9.1. Due to the nature of work and access required, the contractor may be required to enter a confined space.
3.9.1.1. The contractor must ensure that all provisions for the completion of this are included in the design and execution of the project. This shall include but is not limited to providing confined space training staff, the provision of confined space rescue equipment, execution of a confined space permit, etc.
3.9.2. In order to access the tank via a diver, the contractor shall take into consideration the height of the tank and depth to be accessed. From past experience, a pump has been required in order to provide the necessary air for the diver. The contractor shall take this into consideration when completing their design and construction.
3.9.3. The contractor shall create a design that works within the constraints of the existing tank and tank structure
3.9.3.1. The replacement of a domestic water tank is not included in the scope of this project, though repairs, patching, plugging, etc. are expected in this contract
