RE: Work Area Lead Investigation Veterans Healthcare System of the Ozarks ♦ Building 10 Boiler Plant ♦ Fayetteville, Arkansas ♦
EEG Project #10-0117-066
Dear Mr. Blaylock:
ENVIRONMENTAL ENTERPRISE GROUP, INC. (EEG) has conducted a work area lead-based paint investigation at the Veterans Healthcares System of the Ozarks, which was limited to painted surfaces in Building 10 Boiler Plant, located in Fayetteville, Arkansas under the direction of Mr. Kenneth Morrow of Tri- Systems, Incorporated. The work area investigation was conducted by Mr. Mike Cole, Certified Inspector/Risk Assessor, Arkansas Department of Environmental Quality (ADEQ) certification #000248.
Positive Lead Based Paint identified by XRF measurements are documented by multiple readings of greater than 1.0 milligram per square centimeter. Negative Lead Based Paint readings are documented by multiple readings of less than 1.0 milligram per square centimeter. Surfaces that are consistently below detection levels are considered to have a minimal hazard for work activities relating to lead exposure. Surfaces that are consistently above detection levels but are not at Lead Based Paint levels, may pose potential risks while performing job tasks such as scraping, grinding or sanding. The OSHA Lead Standard does not define lead-paint based on the amount of lead present in a material. That is, the standard does not specify a minimum amount or concentration of lead that triggers a determination that lead is present and the potential for occupational exposure exists. OSHA requires analytical data from personal air samples as proof of no, or limited exposure, to lead-containing materials if any lead is present in a material. OSHA's permissible exposure limit is 50 µg/m3 and OSHA's action level is 30 µg/m3 for an 8-hour time-weighted average.
Lead based paint was detected on every surface analyzed. The average lead concentration was 11.32 milligram per square centimeter. A listing of results is included in the data tables below.
A surface-by-surface style investigation for lead-based paint was conducted on December 10, 2010 by Mr. Mike Cole of EEG. Testing was performed using a Niton X-Ray Fluorescence Spectrometer (XRF) model XLp 300, serial number 25752. The investigation was limited to only painted surfaces in Building 10 Boiler Plant. The work area investigation indicated that lead-based paint is present on the following substrates/areas:
