Response: This requirement does not offer a site visit.
4. All shredding must be done on site, is there a shred size requirement
Response: No
5. What is the change over timeframe if a new vendor is selected
Response: 5 Days
6. The 30 (96 gl) toters for the purge are those kept onsite continuously or brought in just for the purge?
Response: The Purge is 30 per year not all at once. There is space designated on site to store 96 gal toters.
7. How large are the quarterly purges? Are they 30 (96 gallons totters)?
Response: The quarterly purge is separate than the 30 additional Purges. Two separate line itmes.
8. Will the price for the purges be broken up into equal payments throughout the year? Or will we bill for those the months they are completed?
Response: The 30 additional Purges will be through out the year.
9. During the quarterly purge requirement, it lists pallets. What are the dimensions and weight associated with a single pallet.
Response: I do not know the weight. The dimensions in the past have been 48”X40”X48”.
10. What is the thought process of the 3 year requirement if you are a licensed and certified shredding company with other VA and government contracts with a proven track record.
Response: A response to this question is not required to provide a quote. The solicitation is clear on its face.
11. What federal regulation requires 3 years of experience? Versus a company who is certified by NAID like most other VA contracts?
Response: A response to this question is not required to provide a quote. The solicitation is clear on its face.
12. If a company owns a shredding company does that subsidiary’s experience count?
Response: If a company owns a company, the technical experience from the company they own does count towards their technical experience. However, this solicitation is a Service-Disabled Veteran Owned Small Business set-aside. If you are quoting with another company, please review the Teaming Agreements section for the proper percentages in regard to business size.
13. How large is a pallet? A pallet can vary depending on how tall it’s stacked. We normally measure in banker boxes or 96 gallon totters.
Response: The dimensions in the past have been 48”X40”X48.
14. The annual value of the current contract at these facilities
Response: We are not able to provide this information. We can only provide the total contract amount of the last contract. Contract number 47QSMA19D08QD, Task Order number 36C25619F0695 was awarded to Dependable On-Site Scan & Shred, Inc. with an effective date of September 29, 20219 for $1,210,152,60 for a base period of 12 months, with four 12-month option periods exercisable at the discretion of the Government.
15. Name of the current contractor performing the work
Response: Dependable On-Site Scan & Shred, Inc.
16. Are there any factors other than the current contract expiration that are perhaps forcing the government/agency to seek a new contract?
Response: This information is not required to provide a quote. The solicitation requirements are clear on its face.
17. P. 4, Price Schedule.
Can the monthly services be changed to every 4 weeks? This results in a more consistent interval between pickups throughout the course of a year and is easier to schedule.
Response: No
18. CLIN 0001 – this quantity shows a range, should pricing be entered for 360 containers?
Response: Yes
19. CLIN 0014 – please confirm if the price for just one 95-gallon bin should be entered here. If not, please explain how this CLIN should be bid.
Response: This CLIN is for the Quarterly Purge not the individual 95-gal Toter.
20. P. 21, A. 2. “bulk containers” and “bins” usually refer to 64/65-gallon and 95/96-gallon rolling bins rather than consoles. Please confirm that with the exception of Houston Downtown the provided containers are all to be consoles.
Response: The bulk containers refer to the 96-gal toters.
21. P. 22, C. Given that the award will likely not to be announced until the week of the 13th, and ordering/shipping the consoles can take 2-3 weeks, is there a plan in place to extend the current contract (if necessary) in order to assure no lapse in service?
Response: Yes
22. P. 22, D. For security reasons a mobile shred truck’s doors cannot be opened while on a job site or when moving between job sites, so the normal method of providing a shred sample is via mail or via the driver. Is that acceptable? If not, what is the alternate plan since trucks must remain locked?
Response: Yes, sample via mail or Driver acceptable.
23. P. 24, 11. This states an average amount of 25 pallets of paper annually for the quarterly purges – please clarify how much material is on each pallet. For example is it in boxes set on the pallets and if so approximately how many boxes per pallet?
Response: The dimensions in the past have been 48”X40”X48.”

Response: Main Hospital only
25. P. 25, 13. What type of insurance is this referencing?
Response: See Section: C.4 SUPPLEMENTAL INSURANCE REQUIREMENTS
26. P. 25, J. Delivering the COD on the 1st and 15th of each month does not match the PRS requirement on page 36, which calls for CODs being presented within 5 working days from the day of onsite shredding. Typically a COD is presented onsite at the end of each service, and the monthly invoice contains a master COD for the previous month’s services. Will that be satisfactory?
Response: The monthly invoice with all correct information will be satisfactory.
27. P. 34. Are the personnel resumes for the driver technicians? What would the Agency like to see in the resume?
