This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under Public Law (PL) 109-461. This is a TWO-PHASE DESIGN-BUILD ACQUISITION - All qualified SDVOSB offerors may submit for Phase I. After Phase I evaluation, selected PHASE II offerors will be notified with instructions to submit PHASE II proposals.
The contractor shall provide all labor, material s, tools, equipment and supervision necessary to design and build (Design/Build) a project to complete site preparation and utilities for the installation of a new San-i-pak self-contained compactor and steam generator at the Southeast Louisiana Veterans Health Care System, 2400 Canal Street, New Orleans, Louisiana 70119. See attached technical specifications package for RFP instructions.
SITE VISIT: A site visit will be held for this project during Phase II proposals. Only the most highly qualified offerors from Phase I evaluations will be invited to attend the site visit which will be scheduled after Phase I evaluations.
MAGNITUDE OF CONSTRUCTION PROJECT: In accordance with FAR 36.204 and VAAR 836.20 , Disclosure of the Magnitude of Construction Projects, this project falls between the following price range: Between $250,000 and $500,000.

PERFORMANCE WORK STATEMENT
Department of Veterans Affairs Southeast Louisiana Veterans Health Care System 2400 Canal Street, New Orleans, LA 70119
CFM – Complete San-i-pak Site Prep Design/Build Project Number: 629-20-100
A. GENERAL INFORMATION
1. Title of Project: CFM – Complete San-i-pak Site Prep
2. Scope of Work: The contractor shall provide all labor, materials, tools, equipment and supervision necessary to design and build (Design/Build) a project to complete site preparation and utilities for the installation of a new San-i-pak® self-contained compactor and steam generator. The work shall include: removal of existing utilities, structures and equipment and installing new utilities inside and outside the existing Central Energy Plant building, all in accordance with documents for supporting the new San-i-pak equipment at the Southeast Louisiana Veteran Health Care System (SLVHCS) campus located at 2400 Canal Street, New Orleans, LA 70119.
2.1 The contractor shall at a minimum be responsible for the design and installation of the following site services to support the new San-i-pak equipment:
| a. Remove existing hydraulic lift and all associated equipment. |
| b. Remove hydraulic pump and motor. |
| c. Remove fuse panel and all electrical to the hydraulic lift. |
| d. Fill existing pit with 4000-pound compressive strength concrete. |
| e. Raise the existing storm drain to the new slab elevation. |
| f. Remove dock leveler. |
| g. Connect new 12” sanitary drain to new holding tank under san-i-pak platform. |
| h. Connect ½” water line to steam generator. |
| i. Install new 480v/3 phase 100-amp service. |
| j. Install new 480v/3 phase 15-amp service. |
| k. Install new 480v/3 phase 40-amp service to marathon power unit. |
| l. Install new 120v/1 phase 20-amp service. |
| m. Install new 120v/ 1 phase 15-amp service. |
| n. Connect ½” water line to condensate tank. |
o. Furnish and install sanitary lift station with 3” pumped discharge to 4” sanitary line located under the second floor inside the first floor of the building.
p. Furnish and install any additional utilities required for the complete operation of the new San-i-pak equipment.
The contractor shall design and install all utilities and equipment to support manufacturer specifications for the new equipment. All designs and construction work shall be completed in accordance with the most recent codes including but not limited to National Fire Protection Agency (NFPA) 99, 70E, 101, OSHA, The Joint Commission, VA Directives, and Building Codes. The contractor shall be responsible for providing all background paperwork certifying installation and certifications of proper function. This shall include system commission and system testing. A one-year, all inclusive, warranty for parts, equipment and labor shall be furnished as part of this scope.
| 3. | Background: The VA operates a Veterans medical center located at 2400 Canal Street, New Orleans, LA 70119. The new San-i-pak equipment is to be located at the southwest side of the campus at the Central Energy Plant (CEP) loading dock location, entry accessible from Tulane Avenue. The new utilities will be piped from inside and outside the CEP to the loading dock at the location of the new San-i-pak equipment. The scope also includes selected site demolition and removal of existing site equipment. Positioning the San-i-pak equipment, installing container guide channels and assembling the equipment shall be performed as part of this scope. San-i-pak equipment has been purchased by the VA and will be delivered to the site by San-i-pak. The existing hydraulic lift and associated equipment at the VAMC shall be relocated to the opposite side of the loading parking lot adjacent to the Research Building. |
| 4. | Performance Period: Work shall begin within five (5) calendar days of the notice to proceed. Total time to complete this contract is one hundred twenty (120) calendar days. |
5. Type of Contract: Firm Fixed Price Contract.
| 6. | Work Hours: The Contractor may schedule work during the following time periods: 7:30 am to 4:00 pm, Monday – Friday. For any work involving a utility shut down, it must be scheduled outside the normal, designated work hours and must be scheduled no fewer than five (5) days in advance. Work may occur on Federal Holidays as long as it is scheduled with the Contracting Officer’s Representative (COR) or Contracting Officer (CO) in advance (minimum 48-hour notice). Recognized Federal Holidays: New Year’s Day, Martin Luther King Jr. Day, Washington’s Birthday (President’s Day), Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, Christmas. |
| 7. | Work Restrictions: Plan and accomplish all work so that there is a minimum to no interference and inconvenience to occupants and/or operators of the facility. |
| 8. | Utility Outage: The Contractor shall submit a utility outage request for approval through the COR two weeks prior to any utility outage. The Contractor shall be responsible for coordinating all outages with the local utility providers and/or local VA staff. The Contractor will also be responsible for requesting all necessary permitting to complete the work. |
| 9. | Demolition: Contractor to coordinate the careful removal and storage of all existing fixtures and equipment with VA Contracting Officer/ Contracting Officer’s Representative (COR). |
| 10. | Cleanup: Remove rubbish and debris from the project site daily; do not allow accumulations on or around the project site. VA dumpsters are not to be used. Store materials that cannot be removed daily in areas specified by the VA Contracting Officer (CO)/ Contracting Officer’s Representative (COR). |
B. CONTRACT AWARD MEETING
1. Notice to Proceed: The Contractor shall not commence performance on the tasks in this Performance Work Statement (PWS) until the CO has conducted a kick-off meeting to issue the Notice to Proceed or has advised the Contractor that a kick-off meeting is waived.
| C. | DEFINITIONS: |
| 1. | Firm Fixed Price: The procurement of services by the Government to execute design and construction services previously executed for a specific project. The contractor bid price for such work shall include all components necessary to complete the project and is final and non-variable. |
| 2. | Contracting Officer (CO): The services to be performed under this contract are subject to the general supervision, direction, control and approval of the Contracting Officer. |
| 3. | VA Project Engineer/Contracting Officer's Representative (COR): The Contracting Officer's authorized representative at the construction site. The COR is responsible for protecting the Government's interest in the execution of the construction contract work. His duties include surveillance of all construction work to assure compliance with the contract documents, interpretation of the contract documents, approval of changed work, approval of all submittals, samples, shop drawings, etc. |
| 5. | Contractor: This term, as used herein, refers to the Contractor under this contract or the construction team. |
| 6. | A/E: This term, as used herein, refers to the Architect Engineer firm(s) whom executed the design portion of the contract. |
| 7. | Tentative Schedule: The anticipated completion of this project is 120 calendar days after “Notice to Proceed” (NTP). |
D. REQUIREMENTS
1. GENERAL REQUIREMENTS
a. The Contractor shall provide all materials, tools, equipment, transportation, supervision, and labor required to provide the service described in this statement of work, specifications, drawings and attachments.
b. Pre-Work
i. Before any work is to begin, the Contractor shall make one site visit and field verify all work prior to bid submittal and start of project.
ii. The Contractor shall replace any items, equipment, vegetation damaged by the Contractor, sub-contractor, his employees or equipment.
c. Scheduling
i. All work shall be coordinated with the COR prior to, during, and after completion of this job.
ii. Scheduling for the work to begin shall be determined by VA personnel and relayed to the Contractor prior to start date.
iii. Any materials, equipment, tools, etc. shipped or delivered to the VA site on behalf of the contactor must be scheduled with COR in advance. The Contractor must be present for and must sign all receipts of materials pertaining to the project.
d. Environmental Controls
i. The Contractor shall be responsible for all demolition in order to complete the work described. Coordinate all demolition activities with VA CO & COR.
ii. The Contractor shall cleanup the work area after each work-day and must keep the work area clean at all times. Debris disposal shall be in accordance with NFPA 241.
e. The Contractor shall provide, at minimum, one 30-hour, OSHA deemed “competent person” to be at the site at all times while work occurs.
f. The Contractor shall provide appropriate safety signage, subject to VA approval, for the duration of the project. A detailed project related safety plan is also to be submitted for approval by the VA safety office prior to project start.
g. The Contractor shall supply all safety data sheets (SDS), general material, and finish submittals to the VA for approval before commencing any work.
h. Storage
i. Material storage space may be provided by the VA or made available on site. The Contractor will be responsible for providing temporary storage containers or sheds for materials in areas designated by VA should they wish to store the materials on site.
i. All workmanship shall carry a minimum one (1) year all-inclusive warranty from point of final acceptance. Material shall follow manufacturer’s warranty or workmanship warranty, or whichever is greater.
2. DESIGN & DESIGN SUBMITTALS/REQUIREMENTS:
a. The design shall be in accordance with and capture the following requirements:
i. The contractor shall adhere to all building codes and life safety standards as they pertain to the installation of medical gas in hospital facilities. The contractor shall adhere to the latest editions of NFPA 99 Health Care Facilities, American Society of Mechanical Engineers (ASME), American Society of Safety Engineers (ASSE), NFPA 101, VA directives, and The Joint Commission.
ii. All equipment and installation must meet manufacturers and VA specifications.
b. The Contractor shall furnish all supplies, equipment, facilities and services required for delivery and installation of the supplies and equipment.
c. The Contractor is responsible for any missing parts and components not included in order to carry out the installation.
d. Design Development (DD): The DB Contractor shall develop 35% and 100% DD documents.
e. Construction Documents (CD) plans and specifications shall be developed and used for construction upon review and approval by the VA in accordance with the A/E Submission Instructions for Minor and NRM Construction Programs; PG-18-15, Volume C.
f. Verify ALL dimensions and equipment requirements.
g. The design documents shall incorporate proper construction phasing of work within the project period of performance.
h. Design drawings shall include all demolition and new work, and enough detail to provide for a thorough review by the VA.
i. The work (design and construction) shall include, but not limited to, demolition, structural, electrical, HVAC & plumbing upgrades, modifications and capping of removed utilities.
j. Design submission shall include load calculations stamped by a Professional Engineer. The final design documents shall be stamped by registered a Professional Engineer for each discipline.
k. Design shall be in accordance with the VA Master Specifications (Table of Contents provided) and shall include all site investigation, site survey, calculations, testing and design for documents to construct the subject project. 3. DESIGN DELIVERABLE REQUIREMENTS:
a. SLVHCS Design Submissions – Statement of Task:
i. 35% Design Development (DD)
ii. 100% Design Development (DD) NOTE 1: Detailed design submission requirements can be found in VA Guide PG-18- 15.
NOTE 2: The VA staff shall have a minimum of five (5) calendar days to review and coordinate each AE design submissions. If the VA workload does not allow for a thorough review within the five (5) calendar day timeframe, the AE shall not proceed to the next design phase until comments have been received from the VA. The AE will be entitled to a time only contract extension for the number of VA review days beyond five (5) calendar days.
b. 35% Design Development: Investigate and survey project site. Verify any VA provided data. A/E is responsible for collecting any and all data required for the design. The A/E is responsible for visiting the site for measuring and collecting actual field data that may be required. These drawings shall be at the largest scale possible and shall show the architectural layout of each floor, approximate room dimensioning/square footage, room identification, fire exists, chases, columns and other pertinent information necessary to provide information that will carry the design to the next review.
i. Drawings & Specifications: Provide two 30”x42” size C sets and one unbound 11”x17” size B set of preliminary construction drawings.
ii. Provide one set of preliminary specifications indicating all of the A/E proposed edits in a 3-hole punch binder. Drawings and specifications to indicate potential deductive bid alternates and any phasing requirements. Also, provide electronic copies on a CD (Drawings PDF format, Specifications in Word format).
iii. Cost Estimate: Provide a detailed cost estimate indicating labor, material and equipment cost in RS Means CostWorks format. Estimate shall include Prime Contractors Overhead, Profit, Bond and Labor Burden (typically 32%). Estimate shall indicate feasible deductive bid alternates to bring the construction cost within the allotted construction budget. This cost estimate shall be submitted in hard copy with the Design Analysis and an electronic copy on a CD.
NOTE: The A/E shall not proceed with the 100% design without written concurrence from the VA COR.
c. 100% Design Development: This submission of drawings, specifications and cost estimate shall be complete. This review by the VA shall be to validate that 35% comments were incorporated into the project. There shall be nothing missing from the construction documents. The VAMC review of these documents should result in very minor comments to allow for the next submission to be final. If the comments of this set of documents results in numerous comments, then a 99% review or a check set of certain elements of the design may be required before the A/E shall proceed to the Final Construction Documents.
i. Drawings & Specifications: Submit in the same manner as the 35% DD submittal.
ii. Cost Estimate: Submit in the same manner as the 35% DD submittal.
d. Final Construction Documents: This submission shall incorporate all project requirements and previous comments. These documents shall be ready for bidding.
i. Drawings & Specifications: ALL ENGINEERS AND ARCHITECTS PROFESSIONAL “STAMPS” SHALL BE ON THIS SET OF DOUMENTS. Provide four 30”x42” size C sets and two 11”x17” size B sets of FINAL construction drawings (one set of the 11”x17” size drawings to be unbound). Provide two set of FINAL fully edited specifications (specs in a 3-hole punch notebook, printed on both sides of the paper). Drawings and specifications to indicate potential deductive bid alternates and any phasing requirements. Provide two CD electronic copies of the entire package (Construction Drawings and Specifications). The drawings shall be as AutoCAD (2017), Revit, and scanned individual PDF files per drawing. The specifications shall be in separate Word and separate PDF files for each specification section. Coordinate the naming and numbering of the files with the COR. Also, provide a PDF file for each complete volume of the specifications.
ii. Cost Estimate: Submit FINAL CostWorks cost estimate in the same manner as previous submittal.
4. CONSTRUCTION & CONSTRUCTION SUBMITAL REQUIREMENTS:
a. Submittals: Construction and product submittals shall be as outlined in the VA Master specifications and are to be submitted during the design phase and incorporated into the design once approved where possible/practical. Provide submittals in accordance with the Shop Drawings, Product Data & Samples Specification provided.
b. Work Hours/Dates: Monday through Friday 7:30am to 4:00pm, excluding federal holidays. The contractor may be required to accomplish some work after hours or on weekends to minimize disruption to hospital operations. All work shall be coordinated with the COR.
c. Utility Outages: Any required utility system outages needed in order to perform work will be scheduled at the convenience of the VA and may require work to be performed during hours or when government staffing is available. This may be either during business hours or after-hours work, depending on the nature of the outage and VA staffing availability. All utility outages will be coordinated two weeks in advance with the COR. Contractor shall not interrupt any utility service or fire alarm service during the process of this job without notification to VA personnel prior to work. All service interruptions must be scheduled and approved by the appropriate VA office a minimum of five (5) days prior.
d. Adjacent Space: Access and continued function/operation of adjacent occupied spaces (above, below and beside) shall be considered within the construction phasing plan to minimize the overall impact and disruptions generated by the construction activities.
e. Safety, Infection Control & Code Requirements: Contractor to work in accordance with the Infection Control Risk Assessment provided and in accordance with the General Requirements, Safety Requirements and Construction Waste Management specifications provided. Contractor shall follow all applicable Federal, State & Local Codes.
E. PERIOD OF PERFORMANCE:
1. Performance period for this contract shall be 120 calendar days for design and construction from NTP date per the following breakdown:

i. One final site visit shall be required for punch list and close-out deliverables.

K. CONTRACTOR PERSONEL SECURITY REQUIREMENTS
1. The Contractor and their personnel shall follow all VA policies, standard operating procedures, applicable laws and regulations while on VA and VA leased property.
2. Violations of VA regulations and policies may result in citation and disciplinary measures for persons violating the law.
3. The Contractor and their personnel shall wear visible identification at all times while they are on the premises.
4. The Contractor shall sign in the VA Police services prior to beginning work each workday.
5. VA does not provide parking spaces at the work site; the Contractor must obtain parking at/near the work site if needed. It is the responsibility of the Contractor to park in the appropriate designated parking areas. VA will not invalidate or make reimbursement for parking violations of the Contractor under any conditions.
6. Smoking is prohibited inside/outside any building. There are no designated smoking areas on VA property.
| 7. | Possession of weapons is prohibited on VA property. |
| 8. | The Contractor shall obtain all necessary licenses and/or permits required to |
perform the work.
9. The Contractor shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract.
L. CONFIDENTIALITY AND NONDISCLOSURE
It is agreed that:
| 1. | The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the Contractor in the performance of this request, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the request. |
| 2. | The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this request. No information shall be released by the Contractor. Any request for information relating to this task order, presented to the Contractor, shall be submitted to the CO for response. |
| 3. | Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. |

A. This Request for Proposal (RFP) is issued as Two-Phase Design-Build procurement (Reference FAR 36.3). Proposals will be evaluated in Phase I to determine which offerors will submit proposals for Phase II. A maximum number of four (4) offerors will proceed to Phase II unless the contracting officer determines that a number greater than four (4) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project. Phase II RFP will be issued only to those successful offerors determined to be most highly qualified from Phase I. One contract will be awarded using competitive negotiation.

| A. | 1. Design-Build (D-B): As defined by the Department of Veterans Affairs (VA), is the |
procurement by the Government, under one contract, with one firm or Joint Venture (JV) for both design and construction services for a specific project.
| 2. | Contracting Officer (CO): A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer. “Administrative contracting officer (ACO)” refers to a contracting officer who is administering contracts. “Termination contracting officer (TCO)” refers to a contracting officer who is settling terminated contracts. A single contracting officer may be responsible for duties in any or all of these areas. |
| 3. | Contracting Officer’s Representative (COR): The Contracting Officer’s written designation of an authorized representative responsible for administering contracts under the immediate direction of the Contracting Officer. For the purposes of this contract the term “COR” will be used herein. |
4. Project Manager/Project Engineer: The Contracting Officer’s representative (COR) responsible for administering contracts under the immediate direction of the Contracting Officer. This person is the Contracting Officer’s authorized representative at the construction site. The Project Manager/COR is responsible for protecting the Government’s interest in the execution of the construction contract work. His duties include surveillance of all construction work to assure compliance with the contract documents, interpretation of the contract documents, approval of changed work, approval of all submittals, samples, shop drawings, etc. The Resident Engineer may issue change orders to the Contractor within the limitations set forth in his delegation of authority from the Contracting Officer.

| 7. | Architect/Engineer (A/E): This term, as used herein, refers to the A/E firm(s) that is a part of the D-B team, also referred to as D-B A/E. |
8. Firm-Fixed Price (FFP) Contract: This term, as used herein, refers to the Contract(s) to perform all provisions and implementation of the project.
B. Source Selection Procedures
1. Source Selection Overview: In accordance with FAR 15.3, the objective of source selection is to select the proposal that represents the best value. A contracting officer is designated as the source selection authority (SSA), unless the agency head appoints another individual. The SSA establishes an evaluation team that includes appropriate contracting, legal, and technical expertise to ensure a comprehensive evaluation of offers. The award decision is based on evaluation factors and significant sub-factors that are tailored to the acquisition. The factors represent the key areas of importance and emphasis to be considered in the source selection decision; and support meaningful comparison and discrimination between and among competing proposals.
2. Evaluation: The proposal evaluation is an assessment of the proposal and the offeror’s ability to perform the prospective contract successfully. The technical, price, and source selection boards will evaluate competitive proposals and then assess their qualities solely on the factors and subfactors specified in the solicitation. Evaluations shall be conducted using a combination of adjectival ratings and numerical weights. The relative strengths, deficiencies, significant weaknesses, and risks supporting proposal evaluation shall be documented in the contract file.
3. Past Performance: Past performance information is one indicator of an offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. This comparative assessment of past performance information is separate from the responsibility determination required under FAR Subpart 9.1.
4. Tradeoff Source Selection: If tradeoffs are performed, the source selection records shall include an assessment of each offeror’s ability to accomplish the technical requirements; and a summary, matrix, or quantitative ranking, along with appropriate supporting narrative, of each technical proposal using the evaluation factors.
5. SSA’s Final Decision: The SSA’s decision shall be based on a comparative assessment of proposals against all source selection criteria in the solicitation. While the SSA may use reports and analyses prepared by others, the source selection decision shall represent the SSA’s independent judgment. The source selection decision shall be documented, and the documentation shall include the rationale for any business judgments and tradeoffs made or relied on by the SSA, including benefits associated with additional costs. Although the rationale for the selection decision must be documented, that documentation need not quantify the tradeoffs that led to the decision.

b. The Phase I successful offerors will receive a Phase II Request for Proposal (RFP). The Phase II RFP will be issued via amendment to the solicitation and issued to the four (4) most highly qualified offerors. The Phase I factors are not to be resubmitted in Phase II; however, the cumulative rating from the Phase I factors carries through to Phase II and is as equal in importance to Phase II, Factor 4 for proposal evaluation. Phase II evaluation technical factors (Factors 4 – 7) are listed below in descending order of importance. The Phase I and Phase II technical evaluation factors, when combined, are approximately equal to price.

c. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the highest technically rated or the lowest total price proposal; and to award to the offeror submitting the proposal determined to be the most advantageous best value to the Government. Offerors are advised an award may be made in Phase II without discussion or any contact concerning the proposals received. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal.

A5. Permit Requirements A. The D-B Contractor is responsible for obtaining all permits and approvals necessary to complete the project, prior to starting Construction.
A6. Selection Criteria (This section will be removed after award.)
A. In accordance with FAR part 15 The Government intends to award a contract resulting from this solicitation to the responsible Offeror on a best value basis after evaluation in accordance with the factors in the Two-Phase Design-Build solicitation. A responsible determination will be made in accordance with FAR 9.1, Responsible Prospective Contractors.
B. Evaluations: All Phase I and Phase II proposals shall be subject to evaluation by a team of Government personnel. In Phase I of the Two-Phase Design-Build process, Offerors will submit a Phase I proposal in accordance with the three (3) evaluation factors listed in C3. Upon receipt of the Phase I proposals, the VA team will evaluate and determine the highest qualified Offerors based on their Phase I proposal submissions. The Phase I proposals will only be evaluated on the three (3) evaluation factors listed. The Offerors not selected to provide Phase II proposals will be notified that they are no longer being considered for this project. The Phase II proposals will consist of both technical and price factors, which are listed in D4. The Government intends to award without discussions; however, the Government reserves the right to conduct discussions if determined necessary based on the initial evaluation of the Phase II proposals.

| B. | PART II - RESPONSIBILITIES |
| B1. | VA Team |
A. The VA team consist of the following members: Contracting Officer, Project Manager/COR, Maintenance and Operations Staff, Infection Control Staff, Safety Staff and any other VA staff impacted by this project.
B2. Use of Advisors A. Contractors are advised that VA contractor personnel may assist the Government during the Government’s evaluation of Proposals. The persons shall be authorized access to only those portions of the proposal and discussions that are necessary to enable them to provide technical advice on specialized matters or on specific problems. These individuals will be required to protect the confidentiality of any specifically identified trade secrets and/or privileged or confidential commercial or financial information obtained because of their participation in this evaluation. They shall be expressly prohibited from scoring, ranking or recommending the selection of a vendor.
| B3. | Design-Build Team: |
| A. | The D-B team includes all J/V partners, consultants, and sub-contractors to the one firm. The D-B team shall provide Architectural and Engineering disciplines for the preparation of construction documents, and construction contractor capabilities for construction of the project. D-B Team prime contractor or controlling partner shall be a Service-Disabled Veteran-Owned Small business. |
