Questions and Answers

1. Question: What contractor OSHA Safety Records are required to demonstrate safe practices for prime contractors while on site?

Answer: Competent person may have OSHA 10hr or 30hr certificate.

2. Question: To what extent of cleaning of instrument is meant in section 1. Preventive

Maintenance (PMI) Inspections?

Answer: OEM Recommended Maintenance

3. Question: Section 1. General Requirement it states “contractor shall also perform repairs to subsystems and controls”. Define subsystems?

Answer: Any system that is required to be functional in order for the generators to operate.

Motorized air intake louvers, external cooling and fueling pump systems, air compressor for air start generator, etc.

4. Question: By generator set, what subsystems are you speaking to specifically that the VA would not service, please explain?

Answer: See#3

5. Question: While on site what contractor Experience Modification Rating (EMI) records are required to demonstrate healthy safety practices of prime contractors?

Answer: Company Safety Records

6. Question: Are there any additional fuel services requirements required before and after load bank testing services are preformed?

Answer: Fuel samples shall be taken after load banking of generators.

7. Question: What percentage % of work is the Prime expected to physically preform?

Answer: This a combine Solicitation, the clause at 52.212-5, Contract Terms and Conditions

Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition and all additional FAR clauses cited in the clause are applicable to the acquisition.

Clause 52.219-14 Limitations on Subcontracting apply to this Solicitation. .

8. Question: Section 1. Preventive Maintenance (PMI) Inspections states “The Natural Gas

1980kw standby generator will operate 24/7 for three weeks out of the month, then the Dual Fuel

3000kw standby generator will replace and run 24/7 for one week”. With estimated run time

250hrs on oil pan which is a oil change once a month for 12 months. Are we able to perform these oil changes only during normal business hours of 8am-5pm CST?

Answer: The oil changes can be scheduled after normal business hours with a week notice.

9. Question: What are the generator in building 101A truly 12,470V units (high voltage)?

Answer: Yes, all generators’ output voltage in the CHP Building is 12,470volts. The remaining on campus is 480 volts.

10. Question: Safety first - If voltage is 12,470V, it would require electrical contractor to make connections, test and/or remove stored energy. Would VA electricians be suitable or would bidders have to subcontract electrical contractor?

Answer: The Offeror is responsible to ensure this work is safely accomplished in accordance with NFPA70E.

11. Question: Section 2. Load Bank Testing states load bank testing. Units voltage are 12,470V which would require heavy portable transformers and special cabling, how close would the 18 wheeler tractor trailer be able to get?

Answer: Cable lengths from load bank is not more than 200ft.

12. Question: Are Primes or Subcontractor or both required to offer Past Performance

Questionnaire?

Answer: Prime Contractor

13. Question: Related to section 5. Reports. Inspection and Load bank reports can be provided in electronic writable format. Would VA rather sample inspection form submitted as part of this solicitation submittal?

Answer: Yes, Sample Report submitted with Technical Quote

14. Question: Related to section 5. Reports. Inspection and Load bank reports can be provided in electronic writable format. Would VA rather electronic verses paper as part of this solicitation submittal?

Answer: Yes, Sample Report submitted with Technical Quote

15. Question: Section 8. Safety Requirements states “Contractor shall provide with technical proposal competent technician with current 30 hour OSHA and NFPA 70E training certificates.”.

How many techs require this?

Answer: Government provided Site Visit for contractor to make determination to meet government requirement.

16. Question: In section D.1 List of Attachments - S02-A- Wage Determinations. What Wage

Determination Occupation Code and Title should be used for all technicians preforming work for this source of work performed here?

Answer: Contractor shall identify the technician level required to meet the government requirement.

17. Question: In section D.1 List of Attachments - S02-C- Relevant Experience Form. Does the

VA require relevant experience examples from past 5 years related emergency generator preventative maintenance specifically?

Answer: Contractor shall utilize attached Relevant Experience Form and submit with

Technical Quote.

18. Question: Does the VA have any requirements that contractors provide emergency call contact list related who to call specifically at 2am emergency as part of this solicitation submittal?

Answer: No. Will be required after award.

19. Question: Are there any requirements to present Hurricane contingency plan as part of this solicitation submittal due to being on the Gulf Coast?

Answer: Two hour response time for all emergency call outs. Essential Electrical System is critical to Medical Center Operations; call outs outside of regular PM schedule require less than

2 hour response.

20. Question: Are the contractors able to load bank each generator individually with load through a load bank breaker?

Answer: Yes

21. Does the Fairbanks Morse and CAT 1980KW generator have an independent load bank breaker for load bank testing?

Answer: Yes

22. Will the VA staff be responsible for running and switching the 1980KW and 3000KW generators for the monthly runs during prime usage, along with the monthly runs for the remaining generators? (page 25 of 63 of bid)

Answer: VA with support of Contractor provided Fairbanks Morse expert.

23. Will the contractor be able to load bank all Medium Voltage generators during the same week?

Answer: Yes.
