Question 1: Exhibit “G” List of Returnables, requires the provision of three plans for Quality Control, Safety, and Infection Control. Can you please clarify where these plans should be included and if they are part of the 50-page count?
Response: The Quality Control, Safety, and Infection Control Master Plans are not included with the 50-page limitation. The master plans should be included with the solicitation package as its own presentation separate from the technical factors, past performance, and price volumes.
Question 2: On Page 33 of 79, in the proposal preparation and evaluation section, it states the following: “Quality Control: The offeror shall have demonstrated quality control techniques used to maintain workmanship, materials, and overall management or oversight of previous projects. See SOW, Sections 15, 16, and 17 for Quality, Safety, and Infection Control Plan requirements.” Is this a separate narrative from the provision of the required Plans listed in Exhibit G? If so, can these be omitted from the page count requirement?
Response: The Quality Control, Safety, and Infection Control Master Plans are not included with the 50-page limitation.
Question 3: Are the required Factors, Technical, Past Performance, and Price to be submitted as three separate volumes?
Response: It is preferred to submit as separate volumes however, if you submit as one volume sections must be tabbed accordingly.
Question 4: Reference Paragraph 7.3.5 of the solicitation, shall the cost for the on-site Superintendent be included in the offeror’s coefficient?
Response: Yes, it is considered under Project Management and Supervision Question 5: Is a bid bond required for the solicitation, or only the “Exhibit E- Surety Form” ?
Response: A Bid bond is not required for the solicitation. Exhibit E, Surety Form, is required with solicitation package.
Question 6: Does the “Exhibit C- Subcontractor Information and Consent Form” need to be provided by the offering contractor only if the offering contractor mentions or use the subcontractor as a past performance?
Response: Yes, this exhibit is required if you are using any past performance for a subcontractor that is being utilized by the prime Question 7: Often in these IDIQ proposals we are able to submit completed CPARS evaluations in lieu of the Past Performance questionnaires. Is that an option here as we know our POC’s are busy and have already answered these questions in those forms for the government for this reason.
Response: No, the solicitation requests past performance questionnaires be completed and forwarded to the Contract Specialist/Officer. PPIRS/CPARS will automatically be pulled for evaluation by the Government.
