About this file

This is a technical specification section for Domestic Water Heaters (DHW Generator Systems) for a Department of Veterans Affairs facility renovation project (VA St. Louis HCS – John Cochran Division, Project 657-27-107JC).

The specification requires a complete DHW system including semi-instantaneous or instantaneous steam-to-water double-wall heat exchangers, DHW storage tanks, recirculation pumps with redundancy for patient-care buildings, thermal expansion tanks, steam pressure relief valve (PRV) stations, steam traps, and condensate accessories. The system must deliver 140°F (60°C) at the source and maintain a minimum of 124°F (51.1°C) at the end of the recirculation loop, with capability to provide 170–180°F water at approximately 30 gpm for thermal Legionella eradication procedures. The recirculation system must be sized using the heat-loss method to limit temperature drop to no more than 6°F and maintain velocities within VA Plumbing Design Manual PG-18-10 limits. The system requires Building Automation System (BAS)/ECC integration with analog and digital sensing on emergency power, including monitoring of DHW discharge temperature deviation, recirculation return temperature, and pump run/fail/lead-lag status.

Submittals must include product data, shop drawings with system layout and control diagrams, calculations for expansion tank sizing and recirculation balance, a comprehensive commissioning plan, and operations and maintenance manuals covering thermal eradication and disinfection procedures. All design must be stamped by a Professional Engineer and comply with VA PG-18-10, IPC, NFPA, ASHRAE, ASSE standards (1017, 1016, 1070), and AWWA C651 disinfection requirements. The contractor must maintain DHW service during replacement, coordinate with facility staff through a pre-installation meeting, perform system flushing and disinfection per AWWA/IPC methods, conduct commissioning with functional testing and eradication run verification, and provide staff training on operation and maintenance procedures. Seismic restraints must be provided with PE-stamped calculations per VA Seismic Design Handbook H-18-8.
