About this file

This is a Pre-Proposal Questions and Requests for Information document for solicitation 36C25526R0162 addressing the creation of an observation unit at the John Cochran Division of the VA St. Louis Health Care System, located at 915 North Grand Blvd, St. Louis, MO 63106, Building 1, Floor 01, Project 657-26-602JC.

The government clarified that project specifications will be issued by amendment, the proposal due date will be extended to accommodate the specification issuance and hazardous material survey requirements, and an additional question and answer period will be provided after specifications are released. Revised drawings are being submitted with responses to address missing schedules including room finish, door, hardware, and equipment schedules. General Note 6 standard finishes and paint colors for VA St. Louis will be provided in revised drawings. The contractor is expected to be versed in VA Technical Information Library (VA TIL) regulations accessible at https://www.cfm.va.gov/til. The hazardous material NESHAP report requirement has been removed; no report is needed and the revised drawing 01-HA-111 reflects this change. Clarifications have been provided on revised drawings for VAV terminal units, air change rates, electrical panel schedules, medical gas capacity, fire protection design-build scope, fire alarm system details (Notifier by Honeywell with Onyx Works system), nurse call system matching, building automation system conformance (WebCtrl 9.0 with ACES integration), telecommunications cabling standards, ICRA barrier specifications, and equipment furnishings designation. The contractor supplies door handles compatible with VA key cores; the VA will install the core and issue keys for return at project completion. Specifications will be issued for the project, and the contracting officer will provide replies to evaluation criteria clarification questions regarding the three-page supplemental response limit and submission of resumes, project examples, and past performance documents.

PRE-PROPOSAL QUESTIONS / REQUESTS FOR INFORMATION

Create Observation Unit, JC — VA St. Louis Health Care System, John Cochran Division

Solicitation: 36C25526R0162 Project: 657-26-602JC, Create Observation Unit, JC Location: John Cochran Division, 915 North Grand Blvd, St. Louis, MO 63106 — Building 1, Floor 01

1. The attachment titled "COMBINED SPECIFICATION AND DRAWINGS 657-26-602" contains thirteen (13) drawing sheets and no specification sections. Will the Government issue the project specifications by amendment?

Multiple solicitation requirements depend on specifications that do not appear in the bid set, including: the Statement of Work, which states the project "has a set of drawings and specifications" that "indicate the work to be performed" and which take precedence over the SOW; the Special Notice for Guarantee Period Services, which states those services are "listed in specification SECTION 28 05 00"; and Appendix 1, which requires a price breakdown "by specification division."

Reference: SOW, p.7–8; Special Notice Guarantee Period Services ¶A, p.6; Appendix 1, p.19; VAAR 852.236-71(e), p.68

A. THE GOVERNMENT WILL ISSUE A SPECIFICATION.

2. If specifications are issued by amendment, will the Government extend the proposal due date to allow offerors and subcontractors adequate time to price the specified work? An extension is also requested to accommodate the pre-bid hazardous material survey addressed in Section B below.

Reference: PROPOSAL DUE DATE, p.10

A. THE GOVERNMENT WILL EXTEND THE DUE DATE.

3. Will the Government provide an additional question and answer period after its responses to these questions and after issuance of the specifications and any revised drawing package? Offerors will necessarily have follow-on questions on documents that have not yet been made available, and a second question period would allow those matters to be resolved before the proposal due date rather than after award.

Reference: Questions due 08/12/2026, p.10

A. YES.

4. Sheet 01-AE-211 is titled "Interior Elevations, Schedules, and Details" but contains two interior elevations and general notes only. Will the Government provide the room finish schedule, door schedule, door hardware schedule, and equipment schedule referenced by that title?

Reference: Dwg 01-AE-211

A. YES. SEE REVISED DRAWINGS.

5. General Note 6 on Sheets 01-AE-111 and 01-AE-211 directs the contractor to "use VASTLHCS standard finishes and paint colors." Will the Government furnish the VA St. Louis standard finish and color schedule, identifying manufacturer, product, and model, so that all offerors price the same materials?

Reference: Dwg 01-AE-111 Gen. Note 6

A. YES. SEE REVISED DRAWINGS.

6. Numerous drawing notes direct the contractor to "adhere to all requirements of the VA TIL," and to install medical gas and sprinklers "per VA TIL." Will the Government identify the specific PG-18-1 design manuals, PG-18-3 standard details, and VA master construction specifications that apply to this project?

8. The General Note on Sheet 01-HA-111 requires the general contractor to provide, as part of its bid, "a full hazardous material NESHAP report for the areas that will be disturbed during construction" and to submit it with the bid, and states the contractor will be allowed to survey the existing area during the bidding process including "material sampling, minor destructive testing, and above ceiling inspections." The single site visit was held August 5, 2026. Will the Government provide additional escorted access before the proposal due date for destructive sampling and above-ceiling inspection, and if so, on what dates and under what infection control and escort requirements in an operating Emergency Department?

Reference: Dwg 01-HA-111 Gen. Note; Site Visit, p.9

A. NO REPORT IS NEEDED. SEE REVISED 01-HA-111.

9. Does the Government possess existing asbestos, lead, or other hazardous material survey data for the affected areas of Building 1, Floor 01? If so, will it be furnished to offerors?

Reference: Dwg 01-HA-111; Proposal Submittal Instructions ¶2, p.11

11. Sheet 01-HA-111 states that "any additional hazardous material found during construction will be responsibility of the contractor at no additional cost to the Government." FAR 52.236-2, Differing Site Conditions (Deviation Nov 2025), is incorporated into this solicitation. Please reconcile these provisions, or alternatively establish a hazardous material allowance or unit prices so that all offerors carry comparable risk.
