About this file

This file is an Amendment/Modification (Amendment 001) to solicitation 36C25526R0091 issued by the Department of Veterans Affairs Network Contracting Office (NCO) in Leavenworth, Kansas. The amendment extends the proposal due date to May 14, 2026 at 2:00 PM CDT, incorporates questions and answers from a pre-bid site visit, and updates the Statement of Bid Items with revised pricing instructions.

The solicitation covers roof replacement and lightning protection work on Buildings 2 and 6 at a VA facility. The scope includes general construction, alterations, removal of existing structures, roof replacement, and lightning protection systems. Three contract line items (CLINs) are available: Item 1 includes all base bid work with both roof replacement and lightning protection for Buildings 2 and 6; Item 2 excludes lightning protection; Item 3 excludes both lightning protection and Building 2 roof work. The project is tax-exempt. The questions and answers clarify that no windows, security cameras, or asbestos abatement are included in scope; the cooling tower is non-functional and abandoned; TPO roofing may be glued or mechanically fastened per specifications; both buildings may be worked concurrently with no expected phasing restrictions; and any contractor-required utility outages must occur during after-hours. Contractors must verify dimensions and review all posted plans and specifications, with the specifications taking precedence over drawings in case of conflicts. Past performance requirements call for completed projects within the past four years of similar scope, size, and complexity.

28. During the pre-bid it was noted that there are specifications from other phases, not related to this project, within the contract documents. Contractors were told to verbally bid the plans, but per FAR 52.236-21, Specifications and Drawings for Construction states: Precedence: "In case of difference between drawings and specifications, the specifications shall govern". Due to this regulation the VA will need to identify which spec sections shall apply, and which spec sections shall not apply to enable the contractor to provide a proposal in compliance with the contract documents. Will the VA be providing project specific specifications? All plans and specifications are posted.

29. This project requires past performance projects to have been completed within the past four (4) years. Given the VA’s emphasis on increasing competition and encouraging participation from qualified SDVOSB contractors, would the Government consider accepting past performance projects completed within the last five (5) years, provided the projects are of similar scope, size, and complexity to this requirement? Provide the requested information as best you can.

30. I see that the cover sheet on the plans talks about Buildings 1, 2, 3, 5 & 6, but the specs and plans that are given only have Buildings 2 & 6 information. Am I following along correctly? Will this only be Roof replacement for Buildings 2 & 6 as of right now? Solicitation is for the replacement of the roofs on buildings 2 and 6 per contract document drawings. In addition, lightning protection will be provided on buildings 2 and 6 per contract document drawings.

31. All existing operating mechanical equipment will remain active and in place during and after construction. Curbs do not need to be replaced but all roofing associated will be replaced.
