About this file
This is an Amendment 0001 to Solicitation 36C25526R0035 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 located in Leavenworth, Kansas. The amendment extends the proposal deadline from February 25, 2026, to March 4, 2026, at 12:00 PM CST and provides answers to questions submitted during a pre-proposal site visit held on February 13, 2026. The solicitation concerns the upgrade of boiler steam safety valves at the St. Louis Jefferson Barracks VA Medical Center (Project #657-26-110JB). Offerors must acknowledge receipt of this amendment prior to the extended deadline through one of three methods: completing and returning copies of the amendment, acknowledging receipt on each copy of their offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
The amendment includes the site visit attendance roster and agenda, along with responses to 20 technical questions marked in red from St. Louis Engineering. Key clarifications address operational procedures including that one boiler at a time will be taken out of service (with three boilers available), VA operators will assist with startup, and work hours are 7:00 AM to 3:30 PM (flexible). Critical technical requirements confirmed include mandatory radiographic testing of spool piece welds, replacement of gaskets with new graphite units, maintenance of existing 6-inch vent line sizing, and that the new safety relief valve capacity must equal or exceed the PRV valve capacity (with existing cast steel Kunkle valve specifications of 16,331 pph @ 15 psi noted as unacceptable if they do not match current valve performance). All other terms and conditions of the original solicitation remain unchanged and in full force.

36C25526R0035- Upgrade Boiler Safety Valves , STL Questions & Answers 2/20/26 Note Answers are marked in RED from St. Louis Engineering.
1. Will the VA provide temporary steam or heating during shutdown periods, or is the contractor responsible? No. There are 3 boilers available. Will take one boiler out of service at a time.
2. Are there any as-built drawings or previous inspection reports available for the existing valves and piping? All documentation available was provided on solicitation.
3. Will piping modifications through the roof require structural or roofing restoration by the contractor? No roof modifications are expected.
4. What testing and commissioning procedures must be followed after installation? Follow recommended valve manufacturer and BEI guidelines for testing & commissioning.
5. Are hazardous materials present near the work area? No hazardous material expected.
6. Is this project tax exempt? No.
7. Where are staging, laydown, worker parking and material storage areas located? Parking/staging available near energy plant or space available by 255 lot for contractors.
8. Is this a hand delivered proposal to the NCO 15 contracting office? Refer to CO
9. Can the VA provide the model and serial numbers of Boilers 1, 2, and 3? Information was provided on solicitation and opportunity during site walkdown was given to take pictures of valve nameplates.
10. Can the VA provide the model and serial numbers of the Dearetor tank? Statement of work is to replace valves not Deaerator tank.
11. What are the working hours for this project? Will the boilers need to be shut-down after hours or on the weekends? 7AM-3:30PM is acceptable but flexible. Not all boilers run at the same time.
12. Will the VA assist with start-up of the boilers? Yes, operators may assist.
13. Is there an existing boiler inspection contractor that needs to be present for start-up? No. Contractor to provide documentation for proper safety valve PSI settings and steam capacity relief per specs on statement of work.
14. Will the VA provide LOTO procedures of the mechanical piping systems? Yes. Plant operators will perform the LOTO and contractor can verify per VA LOTO guidelines.
15. How many boilers can be down at one time? One boiler till completion, tested, and back to operational standards.
16. Will the VA allow scissor lifts instead of scaffolding? No.
17. Do the new steam flanges need new graphite gaskets? Gaskets should be replaced.
18. Spool pieces will be required to adapt the new pressure relief valves to the existing boiler connections. Do the spool piece welds need to be radiographically tested? Yes.
19. The existing safety relief valve vent lines for the boiler relief valves are 6”. The new safety relief valves will have a 6”-150# flanged discharge. Does the existing 6” vent line need to be upsized to 8” or is the existing 6” adequate? No. Existing size should remain.
20. The specification for the safety relief valve following the PRV is 17,972pph @ 15psi. This is the capacity of the existing cast iron Kunkle safety relief valve. The maximum capacity of the cast steel Kunkle safety relief valve is 16,331pph @ 15psi. Will this be acceptable? VHA requires the safety relief valve to have a capacity equal to, or greater than, that of the PRV valve or PRV bypass valve; whichever is greater. We can provide the required capacity calculations if model information for the 2” Spence PRV and 1” Nibco bypass valve is provided. Not acceptable. Specs at least need to be match to current valve other than the constructed material.
