About this file

This is an Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas for Solicitation 36C25526Q0486. The amendment provides vendor questions and answers received during the solicitation process and clarifies key requirements for the procurement of cubicle curtains with par level inventory for the Columbia Veterans Affairs Medical Center's new Rolla Community-Based Outpatient Clinic (CBOC). The submission deadline remains unchanged at 07/21/2026 at 04:00 PM CST, with no other modifications to the solicitation terms and conditions.

The Q&A addresses nine substantive vendor inquiries regarding compliance and product specifications. The Buy American Act applies to the solicitation, requiring US-manufactured equal products to be quoted if the specified brand is not made domestically. All items are brand name or equal, provided quoted items meet the technical requirements of the proposed brand. Quick release rod sets are mandatory; snap-on mesh and manually hung alternatives are not acceptable. The ICP-6100SKY model specifications are proprietary to ICP Medical, but vendors may quote equal or similar colors and patterns with facility selection options permitted. Vendors may add supplemental line items beyond the standard price/cost schedule structure for rod sets, end caps, screws, and grid clips, subject to contracting officer and facility review for SOW compliance. Ceiling heights vary between 7 feet to 10 feet across the facility. The facility is requesting procurement of 240 curtains each. Floor plan drawings with labeled areas requiring curtains have been provided to support accurate quoting.

36C25526Q0486 0001 Vendors Q&A

1. Does Buy American Act apply to this solicitation? The specified brand is made in Vietnam.

a. Yes, the Brand used for equal characteristics is not manufactured in the US, therefore a Equal product that is manufactured in the US will need to be quoted.

2. The specified quick release system from ICP Medical is a patented product. Is a different rod set acceptable?

a. Yes, all items are brand name or equal, as long as the quoted items meets the technical requirements of the proposed brand, then the quote will be accepted.

3. Can snap-on mesh be provided as an alternative to rod sets?

a. No the mesh is not an alternative to a quick release they require hooks or eyelets to be hung manually and individually.

4. Do white PVC drops that connect to curtains via aluminum hooks qualify as “quick release” rod sets?

a. Can a picture or drawings be provided for this? Unsure of what this entails as we are familiar with something similar but not exact to this.

5. The requested model ICP-6100SKY is fabric that is proprietary to ICP Medical. Can alternative patterns be quoted?

a. Yes, the most equal or similar color and pattern can be quoted, or when quoting and several colors/patterns are available, a separate sheet can be submitted so the facility can choose. This applies to the color/pattern choice only, all other requirements will need to match the SOW.

6. Can you provide a drawing or floor plan of the areas requiring cubicle curtains?

Ceiling heights of each area would also be preferred to ensure quote accuracy.

a. Please see attached.

7. To comply with the requirement: Curtain must come with all accessories required to install privacy curtains for the cubicles, including rod sets, end caps, screws and grid clips, additional line items may be required to provide a acceptable quote, can the vendor add more line items or does the structure need to match the Price/Cost Schedule?

36C25526Q0486 0001 Vendors Q&A

a. No, the quote does not need to match the Price/Cost schedule in terms of if the line items need to be broken down more. If Additional line items can be added to the submitted quote, at which time the CO and facility will review to ensure that what was added still falls under the requirements of the SOW (rod sets, end caps, screw and grid clips) and does not include additional, non-requested items.

8. Can you confirm the Ceiling Heights?

a. The ceiling height varies between 7ft to 10ft.
