About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas, along with accompanying vendor questions and answers. The solicitation (36C25526Q0483 0001) is for Various Rehab Equipment for the Columbia VAMC Rolla CBOC. The amendment extends the quote submission deadline to Monday, July 20, 2026, at 4:00 PM CDT and clarifies that the NMR "Exception" is applicable. This is a Total Small Business Set-Aside requirement with no partial quotes accepted; all CLINs 0001 through 0014 must be included in responsive quotes. CLIN 0014 covers shipping and delivery with a requirement of not less than 45 days after receipt of order (ARO) to the Columbia VAMC Storage Facility; dock delivery is sufficient with no inside delivery required, and coordination will be provided by facility personnel at time of award.

The solicitation requires vendors to quote brand-name items or acceptable-equal products that meet salient characteristics, with all items subject to the Buy American Act and manufactured in the United States. Small business vendors can quote items from other than small business manufacturers if they are authorized distributors and provide letters of authorization from the original equipment manufacturer (OEM) for all quoted items. No installation or assembly is required by the vendor; this is a supply-only delivery with user manuals provided when applicable. Offerors must submit both priced and non-priced technical responses, with the priced response identifying manufacturers and prices while the non-priced response demonstrates the vendor's capabilities without identifying marks. Past federal performance is preferred but not required, and commercial references are acceptable if federal performance is unavailable. VAAR 852.219-76 certificate language is not required for this small business set-aside.

36C25526Q0483 0001 Vendors Q&A

1. Can you provide more information on the NMR and if items can be quoted when the vendor is not the OEM and a small business.

a. In reference to the NMR, the NMR “Exception” is applicable. Quoted Vendor must be a SB, and can quote items from an Other than small business Manufacturer as long as they are an Authorized Distributor and provide their Letter of Authorization with their quote submission.

2. When quoting Equivalent items, should the quote provide specification comparison?

a. No, a comparison analysis is not required, however, a list of the quoted items salient characteristics is so the facility can determine If the product is equivalent to.

3. If the product is equivalent to but manufactured outside the US, since there is no NMR can this be acceptable.

a. No, The Buy American Act is applicable and all line items must be manufactured in the US but does not have to be the same manufacturer since this requirement has various equipment.

4. If products are sourced from multiple OEMs, is NMR compliance evaluated separately by CLIN/item/manufacturer, or at the overall quote/order level?

a. evaluated per item based on the manufacturer of each product

5. The Statement of Work states that all quoted items shall be applicable to the Buy

American Act and manufactured in the U.S. Should o erors provide manufacturer country-of-origin / U.S.-manufacture certification or supporting documentation with the quote for each CLIN?

a. This would be beneficial but not required, each line item will be reviewed independently to confirm origin and acceptability.

6. The RFQ requires an Authorized Distributor Letter from the OEM with the quote. Is an OEM authorization letter required for every brand/manufacturer quoted, including acceptable-equal products, or only for the specific brand-name items listed in the RFQ?

a. Yes, the vendor needs to be an authorized distributor of all quoted items.

7. May an o eror quote acceptable-equal products for one or more CLINs while quoting brand-name products for other CLINs, provided each equal meets the salient characteristics? Also, must a quote include all CLINs 0001 through 0014 to be considered responsive, or may the Government consider partial quotes by CLIN?

a. No partial quotes are accepted at this time. Yes, as long as all line items are brand name or equal to the characteristics then the quote will be accepted.

36C25526Q0483 0001 Vendors Q&A

8. The instructions require a priced response and a non-priced response. For the non-priced technical response, should product make/model information and technical literature be omitted if it could identify the o ered product or company, or should technical literature be included despite the non-priced/no-identifying-marks instruction?

a. For the non-priced items, in reference to the no identifying marks, this is for the capabilities statement and any other submitted items that shows the Vendors company’s capabilities and ability to fulfill this requirement. Quote for the priced items shall list manufacturer and price.

9. CLIN 0014 is Shipping and Delivery, and delivery is NLT 45 days ARO to the Columbia VAMC Storage Facility. Should the quoted price include all freight, liftgate/inside delivery if needed, and delivery coordination, or is dock delivery su icient unless otherwise directed?

a. The site has a dock and no inside delivery is required. Delivery shall be coordinated with the facility POC, which will be listed at time of award, to the VA’s storage facility.

10. The SOW states no installation is required. Should o erors assume items only need to be delivered ready for use, with no assembly, placement, training, or setup services required?

a. No installation or assembly is required by the Vendor. This will be a supply only delivery to the storage unit. No training is required, however, when applicable, user manuals are required.

11. The instructions request past performance and technical capability information. For a product-supply quote with no installation, are commercial references for comparable rehab/fitness equipment supply acceptable, or does VA require federal/VA-specific past performance?

a. If applicable, past federal performances is preferably, however, if no past federal performance is applicable, this will not reflect negatively on the vendor.

12. The priced-response instructions reference VAAR 852.219-76 certificate language “when total SDVOSB.” Because this RFQ appears to be a Total Small Business Set- Aside rather than an SDVOSB set-aside, should o erors still complete and submit

VAAR 852.219-76?

a. Correct – this does not need to be filled out and submitted.

13. POC information to coordinate with delivery

a. This information will be provided at time of award to the awardee.
