About this file

This document is Amendment 0002 to Solicitation 36C25526Q0362, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas, effective June 30, 2026. The amendment provides the Government's responses to thirty questions submitted by offerors regarding grounds maintenance services at Jefferson Barracks VA Medical Center in St. Louis, Missouri.

The solicitation concerns landscape and grounds maintenance services including mowing, fertilization, seeding, and pest/weed control during the growing season (April 1 – October 31) and selective services during the non-growing season (November 1 – March 31). Key clarifications include: fertilization and seeding/overseeding shall be performed minimum twice per year during spring and fall seasons using tall fescue grass seed; mulching is not required as it is covered by another contract; weed control shall target invasive species common to the St. Louis region with a gradual approach acceptable; general pest/insect management including grub worms is required; and clippings blown from hard surfaces may be recycled back into turf if they do not accumulate or clump. The Government confirmed there is no incumbent contractor, no site visits will be scheduled, no on-site equipment storage is permitted, and there is no statistical data available for emergency service expenditures. Two areas are excluded from the scope: the B51 mental health courtyard and the I-255 gravel lot. Non-growing season services (mowing, leaf removal, debris removal) are considered unscheduled and will be requested by the Contracting Officer's Representative (COR) on an as-needed basis with task orders issued following contractor quotes. The document includes an aerial site map identifying property boundaries and excluded areas.

Q27. B.4 Performance of Work Statement, 2. Scope, Grounds Maintenance Section on Non- Growing Season Services (November 1 – March 31).

• Perform mowing, leaf removal, and debris removal (such as sticks, leaves, and trash that must be cleared prior to mowing) on an as needed basis during non-growing season and only when directed by the COR.

Items during the non-growing season are only to be performed when directed by the COR.

Since there is no way to know what is needed to be able to price these months does that mean that services during the non-growing months fall under the unscheduled requirements and we do not provide pricing for these months until the time the COR orders the service? Is there a site map showing boundaries between hospital and cemetery property?

A27. These items are considered “unscheduled”. The COR will request these unscheduled services based on need during the non-growing season followed by a quote for services needed by the contractor and task order will be issued.

Q28.If the answer above is no and the government is requesting pricing at this time, please provide more information so we know what we are pricing. Specifically, how often services above the above services are required during the non-growing months?

A28. See above answer the Government is not requesting pricing at this time.

Q29. How often is trash pick-up to be performed during the non-growing months?

A29. Trash removal from the grounds will not be required on a recurring basis during the non-growing season. Trash/debris removal will be required if the contractor is requested by the COR prior to performing mowing services as described above during unscheduled requests. (Note:

whether mowing is performed during scheduled maintenance in growing season or the non-growing season, trash/debris removal shall be performed prior to mowing).

Q30. B.4 Performance of Work Statement, 2. Scope, Grounds Maintenance Section on Growing Season Services (April 1 – October 31).

Q&A 10 stated mulch and seeding is expected to be included in the monthly fixed price however there is no Scope of Work for them under Growing Season Items. Please provide a statement of work for these items or clarify if we should/should not include pricing for these items. If included, please provide scope for what is expected. (i.e. what type of mulch, how often the beds are to be mulched and to what depth, what type of seed is required and at what rate is it to be applied and if it is overseeding to the turf or what kind of seeding it is exactly, and how often it is to occur per season).

A30. Mulching is not required (covered by another contract). Seeding / overseeding shall be performed at a minimum of two times per year during the spring and fall seasons (methods based on expert knowledge and experience of the contractor). Preferred grass seed shall be tall fescue. Fertilizing shall be performed at a minimum of two times per year during the spring and fall seasons. The contractor shall use fertilizers and/or “weed & feed” based on expert knowledge and experience as related to common products utilized in the Missouri / St. Louis region.
