About this file
This file contains Q&A clarifications related to a Department of Veterans Affairs forklift procurement for the Colmery O'Neill VA Medical Center in Topeka, Kansas (Solicitation Number 36C25526Q0355). The document addresses vendor questions regarding specific equipment requirements and acceptance criteria for the forklift replacement.
Key specifications clarified include: the forklift must have a minimum 10,000 lb. capacity at a 24-inch load center, with no exceptions for lower capacities; vendors must provide the shortest possible forklift model that meets capacity requirements to fit within an 87-inch height constraint for container transport; the unit must feature two forward speeds (first and second gear); and only new equipment is permitted—no refurbished, returned, or used equipment will be accepted. Additional requirements specify that vendors must provide complimentary operator and maintenance training covering machine overview, options, functions, basic preventative maintenance, and identification of all grease points, filters, dipsticks, and fill glasses. A critical service requirement mandates that a certified servicing dealer must be located within 30 miles of the facility, as traveling repairmen from distant service centers are cost-prohibitive and unacceptable alternatives. The procurement is intended to reduce operational costs by eliminating equipment rental, leasing, and contract work expenses while improving the grounds department's capabilities for heavy workload tasks.

Item #1 & 2 – capacity must be a minimum of 10,000lbs at 24” load center. Less than that will not be accepted.
You are correct that being at 87” doesn’t leave much room for error. We absolutely must have the shortest forklift, with the capacity – that will fit in the container. I recognize it is NOT an easy task. It’s downright hard to do.
# 1). Two forward speeds is just what it sounds like. It is basically first gear and second gear so the unit has two ground speeds.
# 2). Training requested is a good basic overview of the machine, options, functions, and basic preventative maintenance. We need to be shown all grease points, filters, dipsticks/fill glass, etc.
# 3). There must be a certified servicing dealer within 30 miles. Traveling repairmen from a distant service center are exorbitantly expensive – and will not be an acceptable alternative.
