About this file

This document is a technical requirements specification for a forklift procurement by the Department of Veterans Affairs Topeka VA Medical Center. The facility requires a replacement 10,000 lb. capacity forklift to support grounds maintenance operations, with the primary objective of reducing costs associated with equipment rental, leasing, and contractor services while improving project scheduling and departmental efficiency.

The forklift must meet specific dimensional and operational constraints: a maximum lift height of 118 inches with an overall lowered height of 88 inches to accommodate storage within the facility's shipping containers used for fertilizer storage, and a minimum capacity of 10,000 lbs. The procurement specifies that all equipment must be new only—no refurbished, returned, or used equipment is permitted. Regarding emissions compliance, the vendor should provide equipment without Diesel Exhaust Fluid (DEF), Diesel Particulate Filter (DPF), or regeneration systems if possible, or if required by Tier 4 compliance regulations, the most reliable and least intrusive systems available to avoid operational downtime. The solicitation is for a "name brand or equal" forklift with provisions for manufacturer installation, delivery, warranties, support services, and accessories. The contractor must provide all necessary onsite equipment, labor, and supervision, and must include complimentary training for grounds department staff on machine maintenance, servicing, and repair procedures.

Text version

Lift Height 118"/2995mm Maximum Lift Height - 88"(2214mm) Overall Lowered Height - 48" (1232mm) (we have to be able to fit the unit inside a shipping container that we use for bagged fertilizer storage.)

We do utilize a shipping container for palletized fertilizer storage. From the floor to the lowest part of the ceiling is 88”. Anything over 88” tall will not fit in the container. The “lower lift height” affects our ability to stack a second pallet on top of the first pallet inside the container – without hitting the ceiling with the “headache” rack of the forklift mast. I recognize it’s possible to remove the “headache rack” – but I prefer not to do that for safety reasons.

Regarding capacity – we currently have a 7,000 lb. capacity lift. We need the new unit to have a minimum capacity of at least 10,000 lbs. Anything less than 10,000 lbs. capacity will not be considered acceptable.

Regarding the Tier 4 compliance, this is a little bit more complicated. Depending on the horsepower rating of the engine, there may be a requirement for Diesel Exhaust Fluid (DEF) and/or Diesel Particulate Filter (DPF) and/or “Regen” (regeneration procedures). There has been some very recent discussion/legislation regarding all of that – and it’s possible that it may not be mandated by law anymore. My intent is to have a machine without any of the above-mentioned items – if possible. Recognizing that it may not be possible, we want the most reliable and least intrusive/frustrating system possible. Right now, we have some machines with the above-mentioned systems, and we are forced to let some of them sit outside at full throttle for nearly twenty minutes due to the need to “regen” or clean out the DPF. I want to avoid that if possible.
