About this file

This document is a Modification to a Previous Notice for a St. Louis County VA Clinic Lease, Solicitation Number 36C25525R0080, issued by the Department of Veterans Affairs Network Contracting Office (NCO) in Leavenworth, KS. The modification clarifies several key points about the lease requirement, including parking specifications (100 total parking spaces with 6 handicap and 1 van-accessible spaces), room size details, and lease terms. The VA is seeking a 10-year lease with 7 years firm and 3 years soft, specifically for a new/replacing lease that must meet Federal Security Level 3 (FSL 3) requirements.

The amendment addresses multiple clarifications, such as: no heated/no-freeze sidewalks are required, janitorial services must be conducted after normal business hours, and offerors must follow Green Globes Energy requirements. The lease is set-aside for the Small Business Administration (SBA), with a response date of 09-26-2025 at 4:30 pm Central Time. The solicitation uses NAICS code 531120 and Product Service Code X1DB, and the point of contact is Melissa Brau, a Lease Contract Specialist, who can be reached at melissa.brau@va.gov.

DESCRIPTION

Amendment being done to RLP #36C255-25-R-0080 to clarify and correct discrepancies and questions that have been brought to the VA’s attention:

1. Heated/No-freeze sidewalks-

a. Clarification: Not required for this project.

2. Exhibit A.3_Room Data matrix doesn’t contain the square footages of the rooms.

a. Clarification: An amendment was done to the RLP and a revised version of the A.2 PFD was uploaded under attachments that shows the room sizes for each type of room required.

3. The RLP R100 calls for 100 surface parking spaces and Exhibit A.1_ Agency Special Requirements states that 93 of the spaces should be "staff parking" spaces.

a. Clarification: (100) Total Parking Spaces: (6) Handicap Spaces, (1) Van accessible Handicap Space (with adjacent 8ft hatched area), (93) remaining “open” spaces for Staff and Patients/Visitors.

4. The Exhibit B.1 FSL 3 states that vehicle-controlled access needs to be provided to the staff parking area, which would mean a chain link fence and gates.

a. Clarification: No gate or fence will be required for this lease.

5. RLP Section 3.02(A)(2d)(ii)- No Exhibit F- Past Performance Questionnaire in attachments.

a. Clarification: This line was left in the RLP R100 document in error and offeror’s just need to follow instructions per Section 4.04 C “Factor 5 Past Performance of Offeror”.

6. STL VA requires that the janitorial services be conducted after normal business hours.

7. Please follow all requirements related to Green Globes for Energy requirements per RLP Section 3.10, 3.48, and 3.49.

8. The Lease document, L100, is strictly a draft copy of a VA Lease to show the offerors what the lease will look like/include. VA does not provide floorplan/parking plan or a SB subcontracting plan- those are documents submitted by offerors as part of their proposal.

9. RLP Section 5.02 Swing Space is not relevant if offeror is submitting a proposal for a new build. This clause only applies to the incumbent lessor.

10. The agency is only requiring a 10 year lease with 7 years firm/3 years soft. VA will not extend the term of this lease and VA will not be including any form of “alternative terms”.

11. The St. Louis VA Police have conducted their required review and determined that this new/replacing lease must be a FSL 3, so the Level 3 requirements will need to be met unless otherwise stated in an amendment to the RLP.
