1. Contracting Activity:
Network Contracting Office (NCO) 15, 3450 S. 4th Street Trafficway, Leavenworth, KS 66408 in support of the Department of Veterans Affairs (VA), Veterans Integrated Service Networks (VISN) 15 Facilities, in support of the St. Louis VA Medical Center, John Cochran Division, 915 North Grand Boulevard, St. Louis, MO 63106.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a Brand Name, sole source, justification to Stryker Instruments for maintenance and service for the Neptune 2 Docker 2PM Prevent ProCare and Neptune 3 Rover 2PM Prevent ProCare +SEM waste management systems currently in use at the St. Louis VAMC. This procurement is to provide preventative maintenance, inspections, corrective maintenance, and support as required. This procurement will include all necessary OEM parts, labor, and travel, materials, equipment, tools, supervision, and all incidentals required to complete on-site, full-service preventative and corrective maintenance.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Neptune waste management systems are proprietary equipment and require a highly specialized service, limiting the number of contractors that are able to provide this service. This service requires specially trained ProCare Technicians certified by the Original Equipment Manufacturer (OEM). This equipment can only be serviced
