About this file

This document is an Amendment (0001) to Solicitation 36C25525Q0182 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, KS. The amendment extends the quote submission deadline to March 28, 2025, at 10:00 AM CST and provides detailed responses to vendor questions regarding a Cost Per Reportable Result (CPRR) and Cost Per Test (CPT) contract for PT/PTT Coagulation equipment and esoteric testing supplies for VISN 15 Medical Centers.

Key details include a comprehensive table of annual PT and PTT test volumes across 11 medical facilities in Missouri, Kansas, Illinois, and Indiana, with total annual workloads ranging from 275 to 11,196 tests per site. The amendment clarifies pricing expectations, specifying CPT pricing for PT/PTT tests and cost per box for special tests, addresses vendor-specific reagent concerns, confirms the need for separate PT and PTT test counts for monthly billing, and provides guidance on backup performance analyzers. The solicitation seeks to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period and four additional ordering periods.

AMENDMENT 1 RESPONSES TO QUESTIONS

1. The deadline for the submission of quotes has been extended to March 28, 2025, at

10:00AMCST.

2. Would it be possible to get patient volumes for all methods with the PT and APTT separate? See below for Table 1

3. The special kits are in number of kits for Werfen and we would like to determine how many kits we need with Patient Volumes? See attached updated attachment A and special tests must be priced per box.

4. Section B.2 Statement of Work indicates the desire “to establish a Cost-Per Reportable Result (CPRR) IDIQ Contract for PT/PTT Coagulation equipment, and Cost per Test (CPT) for esoteric testing supplies.” Unfortunately, the esoteric testing supplies as listed in the “Special Tests” tab of Attachment A and also Section B.3 are formatted as a “Price per Kit” and not a CPT. Is it the VISNs desire to be quoted as a Cost Per Kit for Specialty Tests as reflected in Attachment A and section B.3 or a CPT as defined in section B.2? The pricing should Cost Per Kit (boxes) for Specialty Tests and BO stands for BOX for pricing in Schedule not bottle.

5. If “Attachment A” is to also be considered “Attachment 1”, only combined annual test volumes for PT+PTT can be found on the CPRR tab. When combined, accurate CPR rates cannot be calculated. These tests use different reagents and may negatively impact a CPRR rate if combined. To ensure accurate pricing and reagents, are you able to please provide the actual annual volume of PT and PTT tests run separately? Please refer to Table 1.

6. Section B.3 Price/Cost Schedule and Document titled “Coagulation Attachment A 2025 Final” lists vendor specific “HemosIL” reagents (https://www.werfen.com/na/en/trademarks-and-patents). Listing vendor specific trademarked material by name limits equal and open fair competition and offers an advantage to a single vendor when other vendors can provide equivalent reagents under a different name for the same test menu. To prevent an unfair advantage for a single vendor, would you please kindly remove reference to vendor specific material to instead reference the test menu and annual volumes to be performed? What should I call the reagents? Please refer to Updated Attachment A, the reagents will be specific to your quotation and product being quoted.

7. Are you able to clarify which lab locations need a backup performance analyzer and what tests are to be available on any indicated backup performance analyzer? Please refer to Table 3.

8. Are routine freight costs from scheduled delivery orders to be included in vendor quotes?

Government doesn’t pay for shipping; we are Freight on Board (FOB) for quotes.

9. Does the Government prefer a single blended CPRR and/or CPT for all sites or do you prefer site specific CPR Rates for each individual lab? Single blended CPRR and/or CPT for all sites.

10. To complete kits for PT/PTT, I do need the testing to be separated by test PT & PTT- ??

Yes, they are separate counts for monthly billing.

11. Is it acceptable to include Fibrinogen in the CPRR with PT&PTT, would this be acceptable?? Yes.

12. When you mention CPT – is VISN15 expecting a cost per test for all tests other than PT, PTT? Under CPT, all tests to complete a result (QC, repeats, calibrators as separate and individual tests in addition to result generating tests) with all tests reported monthly by the test to vendor and billed on a per test basis. OR Cost per box? I think this is cost per box correct? CPT for PT/PTT; Cost per Box for Special tests.
