About this file
This document is an Amendment (0001) to a Request for Quote (RFQ) for Legionella Water Testing Services at the Robert J. Dole VA Medical Center in Wichita, KS. The amendment includes 24 detailed questions and answers clarifying various aspects of the water testing requirements, such as sample collection, shipping, and reporting protocols. Key details include the need for 60 quarterly Legionella samples (two shipments of 40 and 20 samples) and 28 quarterly dental water samples, with specific requirements for sample volume (125mL for Legionella, 50mL for dental water), overnight shipping within 24 hours, and EPA-approved testing methods.
The solicitation is a single-award Indefinite Delivery Indefinite Quantity (IDIQ) five-year contract with five 12-month ordering periods, to be evaluated using the Lowest Price Technically Acceptable (LPTA) method. The existing contract (36C25520D0033) is set to expire on March 25, 2025. Additional clarifications address NAICS coding (562910 Remediation Services), sample collection logistics, on-site measurements, and specific testing requirements for heterotrophic plate count and other water quality parameters. The contract will be administered by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, KS.

Questions and Answers
1. Will all 60 quarterly Legionella samples be shipped together? If not, how many shipments would be sent quarterly?
o No, there will be two shipments per quarter of Legionella samples. Shipping needs to be overnight because the samples need to be in the lab within 24hrs.
2. Will all 28 quarterly dental water samples be shipped together? If not, how many shipments would be sent quarterly?
o Yes, the 28 dental samples will be in one shipment per quarter. Shipping needs to be overnight because the samples need to be in the lab within 24hrs.
3. What is the collection volume for Legionella samples?
o Minimum of 125mL.
4. What is the collection volume for dental water samples?
o Minimum of 50mL.
5. Will the pH and temperature be measured on site since these parameters change during shipping? If measured on site, is the laboratory required to add these results to their report?
o Yes, it will be recorded and included on the chain of custody when the samples are shipped.
They are required to be included with the lab report. Shipping needs to be overnight because the samples need to be in the lab within 24hrs.
6. Page 29 Instructions Part 3 – Document Submissions calls for “Copy of 2020 VETS-4212 or Filing Verification.” Can you clarify the “2020” reference? Do you want filing verification for the year 2020?
o The “2020” part is a clerical error as that pertains to the last update to the form, which is 2024 not 2020, not the filing verification year. The filing verification year needs to be a current validation. The VETS-4212 PDF form can be found at the following link.

7. SF 1449 Box 10 shows NAICS 562910. This NAICS is for Remediation Services. The Performance Work Statement calls for laboratory testing of water samples. Can the government update the NAICS to 541620 Environmental Testing as was listed on the Sources Sought notice or 541380 Testing Laboratories as this is also relevant to the solicitation?
o No, vendors do not have to be registered under the NAICS code to respond to the solicitation. If treatment of legionella is part of the solicitation and/or contract, then the remediation NAICS is used since legionella is a biological contaminant. That being said, getting rid of biological contaminant is what makes this requirement remediation.
8. SOW Scope 1.4.1 - To achieve the 60 samples collection per quarter, how many quarterly collection events can be expected and how many samples collected per event?
o Two events per quarter. 40 samples in one event and 20 in the other.
9. SOW Scope 1.4.1 - Of the 60 quarterly Legionella samples, how many will be from ice machines?
o One per event, Total of two samples per quarter.
10. SOW Scope 1.4.1 - Does the VA collect the water used to make the ice or do they collect actual ice and require larger bottles?
o We collect the water used to make the ice prior to freezing.
11. SOW Scope 1.4.1 - Historically, how many re-collection events are expected each quarter and how many samples are typically recollected for each event?
o We have been averaging one to two re-collection events per quarter, with an average of 6 re-samples per quarter.
12. SOW Scope 1.4.2 - Can the government provide the EPA approved method required for the dental water line sampling for heterotrophic plate count? Generally, substrate methods report as MPN (most probably number)/mL and there is not a direct correlation between CFU/mL and MPN/mL and the VHA dental standard requires results reported as CFU/mL.
o The EPA regulatory standards for drinking water is ≤ 500 CFU/mL. Process samples using Standard Methods 9215C (spread plate method) or SOP-034 (Characterization of Water Samples by Heterotrophic Plate Count).
13. SOW Scope 1.4.2 - Does the dental clinical collect all 28 samples at one time such that all samples are submitted in a single shipment? If not, how many samples are typically collected per event?
o Yes, the 28 samples are submitted in a single shipment.
14. SOW Scope 1.6.2 - Can the government indicate historically how often Saturday receipt of samples has been required?
o We make ever effort to have the samples delivered to the laboratory between Mondays and
Fridays. To date, there have been zero Saturday receipt of samples.
15. Permit Requirement: Does the VA hold any permits related to water testing at this facility that should be referenced for this contract?
o No, we do not hold any permits that need to be referenced.
16. Previous Analytical Reports: Are there past Legionella and DUWL testing reports available for review?
The lab would like to confirm test methods, detection limits, and any other relevant specifications to ensure compliance with VA expectations.
o We have included a redacted copy of the most recent test reports for reference.
17. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
o The existing contract number is 36C25520D0033. It is set to expire on March 25, 2025.
18. This shows NAICS code 562910 Remediation Services. Is that correct?
o Yes, see response to question 7 above.
19. pH and Biocide Residual Testing – These measurements are best taken at the time of sample collection. Should the contractor include test kits for pH and biocide residual levels in the quote?
o The facility will have their own test kit and will not need any type of test kit.
20. Biocide Residual Measurement – What specific biocide residual is required to be collected and reported?
o The facility will collect and report the biocide residual levels.
21. Water Temperature Measurement – Should the contractor provide a thermometer for on-site water temperature readings at the time of collection?
o The facility will report temperatures when collecting samples.
22. Quarterly Sampling Schedule – Will all quarterly samples be collected and shipped on the same day, or will shipments be staggered over multiple days?
o The shipments will be staggered. In a quarter. Usually, 40 then 20. We are not able to collect all
60 samples in one day.
23. Sample Collection Materials- Should the offeror provide pre-paid shipping labels for transporting sample collection materials to the Robert J. Dole VAMC?
o Yes. Shipping needs to be overnight because the samples need to be in the lab within 24hrs.
24. Collected Water Samples - Should the offeror include pre-paid shipping labels in the quote for transporting the collected water samples to the laboratory for analysis?
o Yes. Shipping needs to be overnight because the samples need to be in the lab within 24hrs.
