About this file

This document is an amendment to a solicitation for elevator repair and installation services at the Topeka VA Medical Center. The Department of Veterans Affairs Network Contracting Office is seeking proposals to repair life safety deficiencies and install additional elevators in Buildings 4 and 5 at the medical center in accordance with the 2016 elevator code. Proposals are due by August 8, 2023 at 2:00pm Central time and must be delivered to the specified address. The amendment clarifies that inside car audio and video monitoring is not required and that construction on Buildings 4 and 5 can occur simultaneously if one elevator per building remains operational during the work. The estimated schedule is a minimum of 27 weeks for submittals and materials with 12 weeks for installation plus 18 weeks for a third phase, totaling over 400 days, so the agency has indicated it will allow all elevator work to be completed at once to help meet the schedule.

15. Given the comment in the Amendment and in other locations of the specs:

"All project work shall be installed in accordance with all applicable standards available at time of installation to include published commercial specifications as well as standards and preferences expressed in this document."

The current Kansas standard, and at most locations across the US, the elevator building code being used now, is the 2019 elevator code. KC VAMC is using this code and they are in the same VISN. The 2019 code includes a 3D door edge along with video monitoring inside the car. This video (and sometimes audio) is monitored 24/7/365 by on-campus staff like VA police or a similar group with full time 24/7/365 Staff. We believe this set of documents calls for the use of the 2016 elevator code, a less restrictive code which is not current. Please clarify what year of code you would like us to install to, given the above comment and conflict with using the 2016 elevator code?

Response: For this project “inside the car” audio and video is not required by the station.

16. The only way to come close to achieving the schedule is to do all elevators at one time. Will this be allowed? Phasing shown in the documents does not allow this situation.

Sequence/phasing would suggest the following be considered (New install from NTP to submittals to material arriving 27 weeks minimum, install 12 weeks minimum plus phase 3 install of 18 weeks minimum with absolutely no delays or 400+ days).

Response: VA Station is ok with having Building 4 and Building 5 construction going on at the same time. One elevator per building must be in operation during construction (the new elevator in the building must be operational before taking the existing elevator down for the update).
