Repair Life Safety/ FCA Deficiencies – Repair Install Additional Building 4 and 5 Life Safety Elevators Project #589A5-21-101
Statement of Work As provided in the contract documents this project will engage a Contractor to furnish all labor, tools, material, equipment, and supervision to install an additional elevator in Building 4, install an additional elevator in Building 5, and upgrade existing elevators in Buildings 4 and 5. Work includes general construction, alterations, necessary removal of existing structures and construction, concrete (buildings only), steel, openings, conveying equipment, plumbing, HVAC, electrical, millwork, permanently mounted equipment, interior finishes, and certain other items.
All project work shall be installed in accordance with all applicable standards available at time of installation to include published commercial specifications as well as standards and preferences expressed in this document. All installation details shall be fully coordinated with VA CO and on-site Contracting Officer’s Representative (COR). Period of Performance for all work is 310 days.
Justification: This project is intended to repair life safety/FCA deficiencies by upgrading and providing additional elevators.
The C&A requirements do not apply, and that a Security Accreditation Package is not required
New Questions:
1. Where does the elevator monitoring need to be extended to for 24/7/365 monitoring, etc? What is the route if the location is in another building other than Bldg. 4 & 5?
Response: Assuming that this is in reference to the specified Controller Monitoring provisions. If so, monitoring interface is to be in machine room.
2. At renovated elevators: New lobby landing controls usually do not fit within the old wall boxes. How would you like this to be addressed?
Response: If larger back boxes are needed to accommodate new fixtures, the selected contractor will install the boxes and insure no finish defects past fixture faceplates.
3. At renovated elevators: Is there any intent to replace or recondition/polish/buff the elevator landing side entry jambs and head stainless steel frames?
Response: No. Provide temporary protection during construction activities. Document any damage prior to start of construction. Contractor responsible for any damages not documented.
Contractor to provide cost estimate for polishing and buffing of existing elevator entry frames as a separate line item.
Old Questions:
4. Can you let us know more about the additional elevators on campus beyond elevators in building 4 and 5 and the scope of work involved at those locations? We can’t find this scope of work information anywhere in the spec. and we don't see it on the drawings either. We are happy to provide a price, but we just need a scope. Need to know which elevators are involved too at which buildings. Inferred answer is that this scope of work on the campus elevators is going to be deleted from the intent and/or drawings and specifications of the bid solicitation request.
Response: Remove “and upgrade elevators campus wide” from scope of work.
5. Our Subs are all requesting that we get a 3-week extension on the bid due date. Based on the extent of the scope we feel this would be best. Inferred answer... it looks like some extension of the bid date has occurred.
Response: Proposal due date is moved to 08 August 2023 at 2: pm to the address listed in the solicitation.
6. Can we get the sign in list for the scheduled site visit on July 06, 2023? Will you be providing the meeting notes from that meeting regarding the items discussed?
Response: See amendment A0001.
7. As discussed at the site visit, the procurement process and storage requirements are significant for the project. Does the Topeka VA have storage areas near building 4 and 5 that can be used for this purpose, or will everything need to be stored in Conex boxes on site? If Conex boxes are used, where can they be stored on site? Can we occupy the docks of the buildings during construction for daily back and forth use of materials and equipment stored? Please advise.
Response: In the dock area the contractor can add an additional dumpster adjacent to the existing VA dumpsters. In the dock area the contractor can load and unload materials, but the dock area must be open for trash removal and normal VA activities. Conex boxes, contractor storage, and contractor offices may be placed in Parking Lot 29B (across the ring road, in the gravel parking area).
8. As discussed at the site visit, Elevator Companies required to be paid up front to produce custom materials for projects like this. Are we able to invoice for materials not stored on site or does the GC have to carry those costs and finance this procurement process?
Response: Government will not offer financing. All material and cost will be included in your proposal, contractor will carry the cost.
9. As discussed at the site visit, confirm in the documents where the "upgrade elevators campus wide" scope of work can be found. Inferred answer is that this scope of work on the campus elevators is going to be deleted from the intent and/or drawings and specifications of the bid solicitation request.
Response: See response to question number #4 and revised Statement of Work.
10. Which buildings are involved in the "upgrade elevators campus wide" scope of work? It was stated that this may involve up to 11 other elevator locations and does not include some elevator locations. Can this be confirmed and listed out as discussed in the site visit meeting?
Response: See response to question number #4 and revised Statement of Work.
11. Regarding the campus wide elevator scope of work, are their phasing requirements at the varied building locations?
Response: See response to question number #4 and revised Statement of Work.
12. Schedule: Procurement of elevator materials has been taking 6 to 8 months +/-, with the installation of each elevator taking around 20 to 22 weeks each. Assuming we can do 2 elevators (1 at each building) at a time, the schedule is not adequate. Please advise how this will be resolved. This does not consider the campus wide elevator scope of work.
Response: See response to question number #4 and revised Statement of Work. Contractor to use current project duration when submitting proposal.
13. As discussed at the site visit, can you better define the requirements of the "working hours" to be anticipated for the project, given the 24/7/365 use of the spaces adjacent to the construction area? What shall we anticipate for work hours beyond a normal 6AM to 3PM workday? What are the criteria requiring work to occur during overtime hours?
Response: Building 5 is office space so there are workday options available. Building 4 has inpatient care. Work in Building 4 will not start until 8:00 AM. During loud construction noise breaks will be needed every 30 minutes.
14. In Building 4 it appears that there is going to be significant conflicts with the med gas equipment in the penthouse. We are not seeing in the plans and specs how this is to be addressed. Please advise as to a direction for this rearrangement of the existing system.
Response: Contractor to remove and discard this equipment. Equipment NOT to be salvaged for reuse.
