The TAB work associated with the exhaust fan replacement shall conform with specification section 23 05 03 testing, adjusting, and balancing for HVAC. The contractor shall take pre-and-final readings of the exhaust air system.

23. Will the contractor be required to include an Infrared Roof Moisture Survey as stated in spec section 70150? Yes

24. Will moisture testing be required at each section of concrete roof deck? Yes

25. Picture 49 on A903 shows a soffit under the entry canopy with significant damage. Please confirm now work will be done on this soffit as part of this contract. Repairs to existing vestibule ceiling are not included in this project.

26. Note 8 on AD103 to remove existing cap flashing is not indicated for the main entry canopy, however the note says all existing coping, flashing etc. is to be removed. Please indicate if this flashing is to be removed, and if so, provide a detail for the new flashing requirements.

Existing cap flashing for main entry vestibule roof is to be removed and replaced in kind.

27. These trace reports only give us the roof membrane system composition, no information is provided on the construction of the existing insulation assemblies and how they are secured to the structural roof decks. The trace report provided in our previous response is the only available information describing the existing roofing/insulation system.

28. Do all the key personnel need to be employed by the Prime or can some be employees of the Subcontractor? Specifically Site Super & SSHO. Yes, key personnel, including Site Superintendent and Safety Officer must be employed by the prime contractor and not a subcontractor employee.

29. What onsite duration is required from the Quality Control Manager? There is not a specified duration of time the Quality Control Manager needs to be onsite, but they need to be identified, with credentials in technical proposal. It is expected this individual at least be onsite periodically and a part of weekly progress meetings to ensure quality is being maintained on the project.

This individual may also double as the project manager, if qualified.

30. Please confirm if the SSHO person is required to have excavation training since it does not pertain to the scope of this project. At a minimum, a OSHA 30 training certificate must be provided for the Safety Officer. No additional excavation training needs to be provided for this individual.

31. The existing lightning protection system on the roof is aluminum materials. Detail B9 on drawing A501 calls for re-using the air terminals and conductors. Specification 26 41 00 Part 2, 2.1, A.

states “Aluminum materials are not allowed”.

According to UL96A, Installation Requirements for lightning Protection Systems, “metals shall not be used in combination that form electrolytic corrosion (metals that are not galvanically compatible) that accelerates their degradation. This requirement is applicable to the lightning protection system components as well as the surface material on which they are mounted.”

Therefore, according to the UL Standard, the lightning protection materials installed on the metal parapet caps, screen walls and on all roof top units, must be aluminum. The use of copper materials on aluminum or steel surfaces will jeopardize the Certification. Please advise if aluminum materials can be used? Aluminum materials will be an allowed alternative to copper listed in Specification 26 41 00 sections for all materials on the roof.

32. Some of the existing aluminum materials on RTU’s, screen wall and exhaust fans would not need to be removed for the reroof process. We will need to remove the material on these areas?

Existing aluminum materials on the RTU’s and screen wall will not need to be removed. These existing systems will be required to be reconnected to the lightning protection system. The systems serving the exhaust fans will need to be removed for the fan replacement and then reinstalled.

33. Can any of the existing aluminum materials we remove from the parapet caps and flat roof be reused? Yes. Existing aluminum materials when found to be in good condition will be allowed to be reused.

34. The specification 26 41 00, section 3.1, states “Install down conductors concealed” and “Install ground rods and ground plates” Can the existing down conductors and ground rods be utilized or do they need to be replaced? Where the existing down conductors and ground rods are found to be in good condition and meet all testing requirements, these can be reused.

35. Is the required pre-construction safety meeting only available at 7:00am? Yes, as discussed at the pre-con, this is a required one-hour training for all employees working on the job site. It is held Tuesday mornings at 7:00am. Location is KCVA, a few miles west of Honor Annex. After the safety training, there is a badging/fingerprinting process that typically takes a couple additional hours. If any of the employees have a current badge from a different VA, this can be used in lieu of the badging, but local safety training is still required.

36. It seems the existing system is fairly new and aluminum which is in conflict with issued specs which specify copper, can you clarify. Aluminum may be used for the work on the roof and keeping the copper downleads. The specifications will be modified.

37. 01 00 00 - 1.31 STORAGE SPACE FOR DEPARTMENT OF VETERANS AFFAIRS EQUIPMENT

A. Contractor shall complete space in building accessible from ground level without use of elevators for storage of certain materials and equipment by Department of Veterans Affairs.

Please describe what material needs to be stored for the VA, size requirements, etc. All roofing materials to be stored and staged outside and not in the BLDG.

38. What is the appropriate scope of work for the structural subcontractor? These are exiting drawings and in some places mentions a existing built area and in another, there is are some stairs to move. Maybe reinforce the exiting structure? There are metal maintenance stairs on the rooftop for each of the 3 rooftop Air Handling Units. The contractor will have to temporarily relocate these maintenance stair assemblies and reinstall them.

39. Please note that we are not including or picking up the EIFS replacement work, is this correct?

No, EIFS is to be replaced where removal is indicated and should be included as part of this scope and contract.

40. BUR base sheet to be mechanically anchored to fully adhered coverboard” Please clarify the exact roof assembly we are installing per section 075216 SBS Modified Bituminous Membrane Roofing – this specification is written around installing the roof over lightweight insulating concrete, not an insulation system as specified in 072200 Roof and Deck Insulation. Typically a BUR base sheet is not mechanically attached unless there is a very high wind rating required. As stated in a previous response, the specification will be amended to eliminate all reference to “lightweight insulated concrete”. The new roofing/insulation system is being installed over metal deck and a composite concrete slab as indicated in the documents.

41. Please provide more information regarding the security camera mentioned in BID ITEM 1. All security cameras to remain operational at all times just like the lightning protection.

42. Please confirm proposal due date. Current proposal due date is Tuesday May 2, 2023, by 2:00pm CT. An additional amendment will be published if this date needs to be changed.
