About this file
This document contains responses to questions regarding Solicitation Number 36C25523R0074 to replace the roof on the Honor Annex Building at the Kansas City VA Medical Center.
The responses provide clarification on existing roof core analysis, waste disposal requirements, metal fabrications specifications, existing roof assemblies, vapor retarder installation, exterior insulation and finish system removal, roofing membrane requirements, flashing and sheet metal thicknesses, and contractor access. Key clarifications include that core cuts by the contractor are permitted, waste materials can be disposed of in the landfill, vapor retarders are required on both metal deck and concrete deck, and the basic 20-year manufacturer's warranty and 5-year installer's warranty remain even if the maintenance agreement deductive alternate is accepted.

7. 072200 Roof and Deck Insulation
• 3.5, A call out for a vapor retarder – the only detail showing a vapor retarder is F7/A501 for the metal deck. Are we also installing a vapor barrier at the concrete deck?
• Detail C8/A502 indicates the base insulation layer is to be attached to the metal deck. Are we fastening through the substrate board and vapor barrier, or will this layer be adhered?
• 3.7, C indicates we are to mechanically fasten the coverboard. Are we to fasten through the underlying layers of insulation, vapor barriers and substrate boards or will the coverboard be adhered?
Metal deck and concrete deck to receive vapor retarder. Base layer of insulation to be mechanically attached to deck. BUR base sheet to be mechanically anchored to fully adhered coverboard as part of a 20-year assembly approved and warrantied by BUR roofing membrane manufacturer.
