The purpose of this Amendment is as follows:
1. To extend the Quote due date, From 25 July 2022, To 29 July 2022.
2. To change the NAICS, From 621399-All Other Misc. Health Practitioners, To 561320-Temporary Help Services
3. To add Questions and Answers (see Continuation page).
Questions and Answers
1. Question:
Re: pg. 18 of 76, On-site Supervisor/Manager Duties, viii, “On-site superior/manager will coordinate with COR’s education POCs to ensure consistent training, knowledge transfer and support to volunteer staff.”
Do you mean “volunteer staff” or the contractor’s screening and escort personnel?
If you do mean volunteer staff, might there be an issue mixing a Contract Supervisor with VA volunteers on a non-personal services contract?
Answer:
It appears the statement “…and support to volunteer staff” should read “On-site superior/manager will coordinate with COR’s education POCs to ensure consistent training, knowledge transfer and support to contractor’s screening and escort personnel.” The contract supervisor/manager will not be responsible for any non-contract personnel such as the KCVA volunteers.
2. Question:
Regarding the layout of the VA in Kansas City according to the navigational map I’m looking at, I can’t tell the distance between the parking garage and the nearest entrance, or from the parking lot to the main or to the emergency entrances. What accommodations are established to ensure everyone’s safety and comfort in the event of bad weather and the transport of patients from the parking areas to the facility?
Answer:
Currently the parking garage is located roughly 100 yards from the main entrance but there is a side entrance (Freedom building entrance) that is approximately 50 feet from the parking garage. Through the Freedom building entrance, patient escort staff can assist veterans into the building from the garage and have easy access to our clinics and main hospital. The main entrance sidewalks are heated in the winter to avoid snow or ice build-up and the parking lots are cleared by grounds staff daily or hourly if needed. As for the parking lots, there are shuttles that could take the escorts to veterans in those parking lots where the escorts could assist the veteran in and out of the shuttle and then through the main entrance to their appointment, but it is not expected that this would occur regularly but instead, as an infrequent occurrence. The normal expectation is that the veteran be dropped off and picked up at the main entrance where patient escort staff would assist the patients in and out of vehicles and escort patients to their destination.
3. Question:
Clarify if this is a 24/7/365 schedule? Referencing page 14:
• Contractor shall provide 24-hour coverage for Screening and Escort Services including nights, weekends, and Holidays.
• The Contractor’s Supervisor’s shifts are expected to cover on-site operations 24-hours
e. KCVA business hours are Monday-Friday, 7:30 a.m. – 5:00 p.m. (0730– hours), excluding Federal Holidays, and any other day specifically declared by the President of the United States to be a Federal Holiday.
Answer:
Yes, this is 24 hours, 7 days per week, 365 days per year.
