A40. Yes, this is an area that must be compatible with the current system both for functionality and support.
Q41. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
A41. Yes, as mentioned during the site visit, this project is tax exempt and will be provided at Preconstruction Meeting (PRECON).
Q42. Will the Government provide comprehensive written badging requirements for the project if badging is required?
A42. No. Currently the facility badging is conducted in house by the Facilities Management Section. This includes a “safety” /site specific orientation training. Upon completion of this training a badge will be issued. This badge SHALL be displayed and visible at all times while on site. Should the VA change this, the contractor will be notified of any and all new requirements.
Q43. Where will the designated parking area be for workers accessing the construction site?

Q45. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
A45. Yes. For areas that are removed from coverage, fire watch is required. Sprinkler heads must be turned up in accordance with NFPA.
Q46. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

A49. Third party testing is the responsibility of the contractor. Certifications shall be submitted for approval prior to use.
Q50. Who is responsible for the utility locations?
A50. A site survey has been completed and is part of the drawings. The prime contractor is ultimately responsible for all utility work/moves, etc.
Q51. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
A51. No. Prices provided (and accepted) at bid and awarded against, are the prices.
Q52. Describe all tasks that may be required for this project as it relates to infectious control?
A52. Reference Spec section 01 35 26.
Q53. What is the level of infectious disease control rating for this site?
A53. According to the VA Infection Control Risk Assessment, this project is a Class III. However, as per Spec section 01 35 26 – Class I requirements are all that are required (for the outside/majority) of the work. That is, minimizing dust (wetting the ground, etc). Also, the CG will need to protect the air intakes on air handing units in the vicinity of the work area. A separate ICRA will be required for works that are completed within the main facility (which can reach CLIV).
Q54. Can the SSHO also be the onsite super or PM?
A54. The SSHO can also be the superintendent. These positions must be on site at all times. The PM could also be the SSHO if they are on site at all times. No one individual can perform more than 2 positions. The individual must meet the qualifications for the position.
Q55. Who is responsible for the HVAC controls on this campus and what is the point of contact?
A55. Currently Taycon does our programming and controls.
Q56. Is there any phasing on this project?

Q57. Please provide the location for contractor staging/layout area.
A57. As described and explained during the site visit and described in the specifications, lay down area will be within the construction foot print. This will be controlled by the General contractor – there is limited area.
Q58. Please confirm we are to provide three (3ea) separate onsite staff (Superintendent, SSHO, and QC).
A58. This is not necessarily correct. As per Factor 6 of the solicitation, it is possible for one person to perform two positions simultaneously (i.e. super/SSHO) therefor making this a false statement. The GC may provide three separate persons, keeping in mind that the Super and SSHO must be on site at all times.
Q59. Is the new fire alarm work to be networked back to the main fire alarm network for the campus?
A59. Yes.
Q60. Are the new initiating devices to report graphically to the Desigo CC, fire alarm command center?
A60. Yes.
Q61. What type of connection is to be between the new FACP and the Existing Fire Alarm network, copper or fiber?
A61. The current system would be copper, however, we are redesigning and upgrading therefor FIBER. Contractor to confirm at time of install that fiber is still the correct method.
Q62. Typically, the Truman VA does not utilize the Guaranty Period Services for these projects, but does a 1 year warranty? Is that the case for this project?
A62. One (1 ) year warranty after acceptance is required. If one of the bid items containing the elevator is awarded the Guaranteed Period Services will also be required for the elevator per the Solicitation and Specifications.
Q63. Is a professional duct cleaning subcontractor required or will SMACNA duct cleanliness intermediate installation practices be acceptable?
A63. SMACNA practices are acceptable IF THEY ARE FOLLOWED! If it is found that these standards/practices are not being followed, a professional cleaning will be required (at no extra expense to the government).

The specification calls for an all epoxy broadcast system while the Finish Schedule calls for a troweled cementitious urethane with a quartz broadcast. Can you please verify as to which is correct.
A64. Contractor to provide product on Specification 09 67 23.20 Resinous (Epoxy Base) with Vinyl Chip Broadcast (Res-2). Resinous Flooring System listed on Finish Schedule Drawing I-600 shall be Stonshield - HRI.
