Technical Questions and Answers

1. What was the previous award amount? $894,115.00

2. Who is the incumbent contractor? CROSSTOWN COURIER SERVICE, INC.

3. Have there been any changes to the original contract? Yes, revised schedule of services adding Cripple Creek office (ALSO THE “CALL AS NEEDED BASIS” LAB SPECIMENS DELIVERY)

4. How many current drivers? (4 REGULARS AND 1 TO 2 BACKUPS)

5. What size vehicles are currently being used? (SUV, MINI VAN)

a. Will personal vehicles be accepted for the contract? (YES, AS LONG AS THEY CAN TRANSPORT THE DAILY NEEDED ITEMS.

6. How many lab coolers will be picked up per CBOC? (UP TO 2 AND NO MORE THAN 3 A DAY EACH WAY)

7. What is the estimated quantity of boxes/totes that will be picked up for delivery per location? (WILL VARY ON A DAILY BASIS DEPENDANT UPON THE NEED, MAY BE UP TO 6 TOTES PLUS EQUIPMENT AND LAB COOLERS)

8. What are the typical dimensions of blood pressure machines, walkers, and wheelchairs? (BP MACHINE IS ON A ROLLING STAND AND IS APPROX 50” TALL X 20” WIDE. ROOLATOR WALKER IS 27X36X10, SHOWER BENCH IS 30X17X10, COMODE IS 27X28X10, WHEELCHAIR IS 30X26X14)

9. Can you clarify between coolers and containers? (SOLICITATION NEEDS TO BE AMENDED AND REMOVE THAT CONTAINERS ARE PROVIDED BY CONTRACTOR; VA WILL PROVIDE THE COOLER/CONTAINER TO TRANSPORT LAB SPECIMENS)

a. The contract states the VA is to provided climate-controlled coolers and the contractor is to supply containers.

b. What size/type of containers?

c. How many containers are needed per CBOC?

10. In regards to stat calls: (THIS IS AN ADDITION TO THE SOW, AND REALLY CAN NOT BE DETERMINED AS TO THE QUANTITY, WEEKENDS, AFTER HOURS AS THIS IS WILL BE ON A CALL AS NEEDED BASIS)

a. What is the estimated weekly quantity?

b. Any weekend stat calls?

c. Will there be after-hours stat calls? If so how many per week would be after hours?

11. Is it mandatory that items are picked up at 10am at warehouse or would a later time be acceptable as long as delivery/pick up to the CBOC’s are between 1-2pm? (AS LONG AS DELIVERY/PICKUP AT THE CBOCs IS BETWEEN 1 TO 2 pm AND All items coming from the CBOC’s to John J. Pershing VA will be delivered to Lab, Logistics warehouse or Logistics area, mail room or anywhere else they need delivery to no later than 5 pm the same day)

12. What was the cost of the final full option year of the previous contract? Previous contract VA255-15-C-0056, total value with Base plus 4 option years was $894,115.00.

13. How many drivers/vehicles are currently used to service the current contract? DRIVERS (4 REGULARS AND 1 TO 2 BACKUPS); VEHICLES (4 AND 1 TO 2 BACKUPS)

14. What are the vehicle sizes required? (SUV, MINI VAN)

15. Will dry ice be needed for specimen transport? Is it the responsibility of the contractor to provide dry ice? NO

16. Regarding specific personnel and vehicles to perform and their documentation: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. Will you be accepting this documentation after the award? The offer should outline current personnel and vehicles and a detailed plan of acquiring additional resources in order to fulfill the requirement.

17. Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response? The government will not discourage the submittal of any information; However, the offer will be evaluated in accordance with the evaluation factors set in the solicitation. The awarded contract will be a firm fixed price; Thus, price realism shall not be a consideration for award.

18. Would you be so kind to provide full text copies of the WDs for this contract? Full text for the applicable counties per the RFQ can be found at https://wdolhome.sam.gov/ SOW para 2. (2nd bullet) is amended from:

Laboratory specimens, i.e. body fluids, will be properly packaged by VA personnel for transportation and will be placed in containers that meet all regulatory requirements for category B biological specimens provided by the contractor.
