Set #1 General Requirement Questions:
1. Do we have to have all dumpsters picked up daily? No, this is at your discretion, your means and methods are yours.
2. How many copies from all subs do we have to provide for the “Maintenance Manuals and Red Line Drawings?
· From specifications, section 01 00 00 paragraph 1.3 J. Submit O&M manuals under the applicable specification section, rather than under this section. Submit O&M data to the Resident Engineer aka COR. Unless indicated otherwise, submit three (3) copies of O&M manuals.

· Para 1.14 AS-BUILT DRAWINGS
· A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of the project, to include all contract changes, modifications and clarifications.
· B. All variations shall be shown in the same general detail as used in the contract drawings. To insure compliance, as-built drawings shall be made available for the COR review, as often as requested.
· C. Contractor shall deliver two approved completed sets of as-built drawings in the electronic version (scanned PDF) to the COR within 15 calendar days after each completed phase and after the acceptance of the project by the COR.
· D. Paragraphs A, B, & C shall also apply to all shop drawings.
3. Can work be performed after normal work hours? Yes, after coordination with the COR.
Electrical Questions:
1. Question……….. will the entire ceiling grid be removed / re-installed in the work area? Will all light fixtures and ceiling devices be removed and re-installed after grid / ceiling pads are re-installed?
· The existing ceilings are to be removed and replaced. Contractor is to carry 20% of the ceiling tile area with new tiles due to damage during removal and installation. See sheet M-001 Note 14. ESTABLISH PASSAGE CLEARANCES REQUIRED TO DELIVER, INSTALL AND ERECT ALL REQUIRED EQUIPMENT. IF STRUCTURES, EQUIPMENT AND SYSTEMS MUST BE ALTERED TO PROVIDE PASSAGE OF EQUIPMENT, THE CONTRACTOR SHALL RESTORE STRUCTURES, EQUIPMENT AND SYSTEMS TO THEIR ORIGINAL CONDITION AT TIHE CONTRACTOR'S EXPENSE; INCLUDING REMOVING AND REPLACEMENT OF ALL CEILING AS REQUIRED TO COMPLETE THE WORK.
2. Question……….. should electrical contractor include any labor/material to repair / re-lamp existing light fixtures that removed and re-installed in ceiling as part of the project?
· Yes, as needed. Light fixtures were recently installed.
3. Question……..Should electrical contractor include any labor/material to provide temporary lighting in the work area? Existing light fixtures will be removed as part of demolition.
· Yes, as needed.
4. Question……… Will mechanical contractor be required to provide temporary heat / cooling in the office areas during construction?
· Yes, when needed.
5. Question……… Does electrical contractor need to include labor/material to provide power and connection to any temporary heat/cooling?
· Yes.

1. Looking at the insulation table on 23 07 11 – 18 I do not find the pipe sizes for the various systems to be insulated. Past experience would indicate that the first column is for 1” and smaller, the second column is for 1” thru 1-1/4”, the third column is for 1-1/2” thru 3”, and the fourth column is for 4” and larger. Please confirm.
· Yes first column is for piping under 1”, second column pipe between 1” and 1-1/4”, third column is for pipes 1-1/2” and 3” and the fourth column is for all piping 4” and above.
2. The table specifies that GH and GHR gets insulated outside. What about inside?
· Contractor to insulate GH and GHR inside with Mineral Fiber to the thickness’s identified for HWH and HWHR.
3. Do you intend the refrigeration piping to get insulated? There is no spec.
· YES, Contractor to insulate refrigerant piping with 1.5” flexible elastomeric foam insulation in non-plenum areas. Refrigerant piping routed in return plenums to be insulated with 1.5” Mineral Fiber similar to LPR.
4. Do you intend the condensate drains off the cooling coils to get insulated? There is no spec.
· Yes, contractor to insulate all interior cooling coil condensate drains with 1.5” Mineral Fiber similar to LPR. Exterior cooling coil condensate drains, routed to grade do not require insulation.
5. Do you intend the Heat Exchangers to get insulated? There is no spec.
· Heat exchanger to be insulated with 1-1/2” mineral wool with ASJ as called out in specification 23 07 11, para. 3.2.A.5
6. For the Four floor mounted FCUs on the 1st floor per drawing M-111 (2-FCU-124/1, 2-FCU-124/2, 2-FCU-124/3, 2-FCU-124/4) is the cooling coil condensate drain supposed to drain to the basement below, or be provided with a condensate pump to run along the ceiling?
· All FCU’s to be equipped with a condensate pump and piped to the vertical condensate riser in the ceiling. If the FCU condensate can be gravity drained contractor to follow notes on contract drawings.

1. In looking over the phasing plan, we are relocating one half of the floor to another floor during our work. Is the second side of the space empty as well? Are we going to be able to have full access the entire floor at a time?
· No, at this time you have access to half a floor at a time.
2. Are we to figure replacing, “In Kind” the finishes that will be removed for access to ceilings (and walls / floors) during mechanical re work?
· Contractor to match all existing finishes of patches or new work required due to mechanical access and installation requirements.
Set #4 1 – Are the existing lighting fixtures and fire alarm devices to be replaced with new. (Plan Symbol ME- NEW)
- If so what type of LED Lighting Fixtures do they want
· Building 2 has existing new light-fixtures.
2 – The mechanical schedules shows (3) Fans that do not appear on the Electrical Drawings. Are these being installed if so where. Is the mechanical furnishing disconnects or electrical.
· The three fans in question are provided as part of unit 2-DOAS-1. Unit 2-DOAS-1 is included in the electrical connections schedule.
3 – Is any power required for the Clean Stream Generator. There is nothing on the electrical drawings for this.
· Clean steam generator CSG-1 is a steam powered unit. Basis of design did not identify any electrical service. Contractor to provide a dedicated 20 amp circuit for miscilaneous electrical requirements for CSG-1.

1. To truly bid this project - we need Seismic Design Criteria Provided to us by the EOR.
They point to the HA-18-8 standard for VA and in a chart it lists St Louis JB.
But they do not provide the Importance Factor nor Soil Site Class ( A, B, C, or D or greater ) - these are needed to determine the seismic criteria and they, the design team needs to provide that to us.
We do not want to guess.
Typically a Geotech will provide the Site Class, the Design EOR will provide the Importance Factor.
After that the data is simply computed and I would rather they determined it as they are the responsible party for the design.
If Site Class C, Ip = 1.0, the resulting data would be SDC C, Ip = 1.0 and everything is exempt.
If Site Class C, Ip = 1.5, the result is SDC D, Ip = 1.5 and everything / pipe over 1" needs bracing If Site Class D, Ip = 1.0, the result is SDC D, Ip = 1.0 and and everything needs bracing except pipe 3" and smaller.
Can you let me know what I need to know to complete the bid?
· Design criteria is listed on Drawing S-001.

1. Immediately prior to A.5 PROPOSAL SUBMITTAL INSTRUCTIONS on page 8 of 79, there is a section labeled SAFETY OR ENVIRONMENTAL VIOLATIONS AND EXPERIENCE MODIFICATION RATE. This information is not included in the A.5 submittal instructions. Do we include it as part of Factor 4, or as an attachment to the proposal, or do we not have to include it with the proposal?
· Section A7 titled Contractor Certification Regarding Safety and Environmental should be included as an attachment and will be considered in the evaluation for Factor 4. Additional information may be provided to address Factor 4 if desired.
1. Reference solicitation page 9 of 79: This states how we are to provide our proposal.
1. It says to submit as a single package. Does this mean we include Part 1 and Part 2 together as one document in our hard copy?
· This means we should only receive one parcel that includes everything for the proposal. Parts 1 and 2 should be readily distinguished but may be provided in a single binder. Parts 1 and 2 should be separate files in the electronic copy.
1. Do you want the hard copy for Parts 1 & 2 bound in some particular fashion, e.g., paper clips, clam clips, three-ring binders, etc.?
· In a binder is preferred but not required.
1. Reference solicitation page 15 of 79, paragraph d., Price Proposal. This paragraph states, in part: “offerors shall include a breakdown of material and labor costs, by specification division for each bid item. Overhead, profit and bond costs shall be added after a subtotal of materials and labor costs has been calculated.” Do you want this accomplished thru use of A.6 CALCULATION WORKSHEET FOR SELF-PERFORMED AND SUBCONTRACTED WORK?
· This should be a separate spreadsheet for each Bid Item which breaks down the costs within each Division, see Section A6.
1. Reference solicitation page 15 of 79, paragraph d., Price Proposal. It says we are to provide the pricing from page 5, but does not mention including the SF 1442, Bid Bond, or any other requirements. Can you please clarify what you want included in the Price Proposal and in what order?
· A copy of the signed SF1442, the original Bid Bond (with raised seal), and the completed Bid Items pages are required. Anything that has a price should be in this section. No pricing of any kind that pertains to this project should appear in Part 1 (i.e. the value of previous projects may appear in Part 1 for Past Performance evaluation).
1. Reference solicitation page 15 of 79: At the bottom of this page, it says “END OF PROPOSAL SUBMITTAL INSTRUCTIONS”, but there are several items that follow that are typically provided in a proposal, including:

· These are addenda to the Instructions and must be completed and included in the proposal package. Furthermore, all sections of the solicitation that provide for offeror input should be completed and included in the package.

1) Would integration of the new BACnet equipment controllers to another local VA BAS server be acceptable as an alternate?”
· Contractor to bid the building Automation system as per the contract documents, unless otherwise directed by the VA COR.
2) During the walk through we observed that there is between 4 to 10 inches of clear room above the ceiling space. In multiple rooms it is called out for there to be a fan coil unit placed above the ceiling. On the drawings it is noted that the contractor is to review for constructability of the project. In the majority of locations there is not room to put a fan coil unit above ceiling as well as duct work. We believe that this part of the solicitation is defective and unable to be accomplished. We request that the fan coil units be hung below ceiling with return and supply grills directly off of the units.
Since this design is pumping outside air above the ceiling and then using it as a plenum, I am concerned that there are non-plenum rated items in the ceiling such as wood. How will this be address as it is not noted on the drawings?
· The intent of the construction documents is to place the fan coils in the same location of the existing units, route the ductwork to shown location of the supply diffuser, and ensure proper drainage for gravity drains. If gravity drains are not feasible contractor must install a pump drain to facilitate drainage. During construction if a fan coil is identified not to be able to be installed due to existing height restrictions, the Contractor may extend below the ceiling plane with return and supply grills directly off the units, similar to existing system. Proper submittal including diagrams, ways, and means will be required prior to installation. Any adjustment to ceiling will be included in the bid.
· Due to the available above ceiling space, the supply air system is being installed similar to the existing distribution. Contractor is to price the removal of the above ceiling items as identified in the contract documents, including but not limited to lead paint abatement, mechanical systems and the other items necessary for the installation of the project.
3) It is noted for existing steam convectors on the wall to removed. I see no note about repairing damaged carpet or walls behind or under them. Is this not part of the SOW? Also, I seen nothing that says how the holes in the floor where the piping comes up will be patched. How is this to be patched?
Contractor is to repair the architectural systems damaged during construction. Contractor is to document existing condition prior to demolition. The current SOW does not address repair of existing architectural conditions. The floor penetrations are to be repaired with a 2 hour UL fire rated system.
4) Can Veiga Propress fittings be used on copper lines 2" and down?
· Piping connections allowed on this project are identified in specification section 23 21 13. The above identified fittings are not allowed on this project.
5) What is the exact hot work procedure for this building as in what exactly do you require for hot work?
· Unlike utility outages, which requires 3 weeks’ notice to the VA, hot work notification can be accomplished within 48 hours. “The Hot Work” process begins with the filled-out Permit (see attachment a), emailed to the Contracting Officer Representative. Within 48 hours the COR will process the “Hot Work Permit” and return to the contractor. The COR will coordinate with the electrical shop for any required fire-alarm outage in conjunction with the hot-work. Contractor to refer to Specification 01 35 26 Safety requirements.
6) Are the existing ceilings to be removed and replaced?
· The existing ceilings are to be removed and replaced. Contractor is to carry 20% of the ceiling tile area with new tiles due to damage during removal and installation. See sheet M-001 Note 14. ESTABLISH PASSAGE CLEARANCES REQUIRED TO DELIVER, INSTALL AND ERECT ALL REQUIRED EQUIPMENT. IF STRUCTURES, EQUIPMENT AND SYSTEMS MUST BE ALTERED TO PROVIDE PASSAGE OF EQUIPMENT, THE CONTRACTOR SHALL RESTORE STRUCTURES, EQUIPMENT AND SYSTEMS TO THEIR ORIGINAL CONDITION AT TIHE CONTRACTOR'S EXPENSE; INCLUDING REMOVING AND REPLACEMENT OF ALL CEILING AS REQUIRED TO COMPLETE THE WORK.
7) It is noted that the contractor is to relocate items in the way of the install of the new pipe, equipment and duct. This is not quantifiable. How are we supposed to know exactly what is to be relocated until we get into the construction phase of this project? We need the relocation of items quantified. Please quantify these.
There appears to be no room for the new duct in the ceiling, is the height of the existing ceiling to be lowered?
· Items to be relocated will not be quantified. Any removal or replacement of items is considered incidental to the scope of the project and should be covered in the offerors proposal. Contractor is to coordinate the installation and routing of the new piping, fan coils and other associated appurtenances with the existing conditions. The intent is for the existing above ceiling spaces to be fully demolished of MEP systems, and the installation of the new in the existing location, so that coordination of the existing with the routing of the new is possible.
· Contractor is to install the ceiling at the existing height upon completion of construction. The intent is place the fan coils in the similar location of the existing and coordinate the routing of the supply ductwork.
8) Who is the existing fire alarm vendor at this location?
· Siemens
9) Will a location for multiple connex boxes and two office trailers be provided?
· South soft gravel parking lot is where contractors will stage and park.
10) Where can contractors park?
· Multiple connex boxes will be allowed at the south gravel over flow parking lot located south of building 18. There is room for only 1 job trailers to be in the parking spaces east of building 2. Location for the contractor’s trailers and connex boxes will be identified by the VA COR upon award.
11) Can an entire floor be given to the contractor at a time or just the phased area?
At this time, NO.

12) On Drawing Sheet M-002, under Phase 3, second bullet point, it states to “Remove & replace all AHU’s and fan coil units on 2nd floor”. Should that refer to 3rd floor instead?
· Phase three is replacing the FCU’s on the 1st floor, not the 2nd floor noted.
13) Are there any as-built drawings we can receive which show the existing piping & duct layout above the ceiling?
· Possibly, Drawings exist, however verification must be done.
14) If no as-builts are available, what should be estimated for the removal of existing piping and ductwork?
· VA to provide existing drawings, however verification must be done.
15) Will a finish schedule be provided for interior finishes?
· No. all finishes are to match existing.
16) Please confirm that all interior walls are drywall and go to the underside of the deck. Due to the numerous duct & piping penetrations that the new work entails, multiple areas of reframing/patching will be required if the existing walls do go to deck.
· Contractor to assume that all walls goes to the underside of deck for bidding purposes, however they do not constitute either a smoke or fire rated assembly. Stairwells, electrical, and mechanical rooms are the exception.
17) How long after the required 7-day notice should we anticipate it will take to move VA personnel to their designated location per the phasing plan?
· Approximately 3 days after notice.
18) On the mechanical drawing sheets, under sheet notes, there is a requirement to provide temporary heating and cooling. Will there be a temporary heating and cooling plan provided that details these requirements?
· Contractor to provide temporary heating and cooling to maintain the space temperature requirements. No plan will be provided. Temperature requirements are heating (68-72 degrees) & cooling (70-75 degree)
19) Due to the difficulties in predicting future weather conditions, can an allowance amount be given to all bidders to address temporary heating and cooling? This will allow all bidders to be on a level playing field in regard to this issue, and will insure the government only pays what is actually needed?
· The cooling and heating system should be out of service during the heat/cool seasons, per the contract documents, and that is when to provide temporary heating and/or cooling is to be provided in the occupied spaces. Contractor to determine the length of these outages per their schedule and provide the quantity and size of units based on square footage served.
20) If an allowance amount for the temporary heating & cooling cannot be given, then can an average indoor temperature based historical temperature averages be issued so all bidders are working with the same criteria for estimating the cost of it?
· Contractor to provide temporary heating and cooling to maintain the space temperature requirements. Temperature requirements are heating (68-72 degrees) & cooling (70-75 degree). Temporary heating and cooling units to be sized based on area served.
21) Required temperature ranges are listed for the heating (68-72 degrees) & cooling (70-75 degree) seasons. We are assuming this would only apply to occupied areas, and not the floor upon which contractors are working?
· Yes. Construction area temperatures are not required to meet the above temperatures. Contractor to ensure that construction areas are above freezing (32˚F) at all times.
22) On the mechanical drawing sheet notes, it mentions that the work should occur “during shoulder seasons”. Can this be assumed to be the following months for non-heating (April, May, June) and for non-cooling (September, October, December)? If this is done, can the denoted duration in calendar days be adjusted in order to accommodate this, as it would lead to gaps between the phases?
The non-heating season shall be June, July, August and the non-cooling season shall be November, December, January. Typically, the VA runs the chiller well into October and heat into May due to the rainy season.
23) On the new work mechanical drawing sheets under “new work keynotes”, there is a keynote referencing two different conditions to bid. These conditions are based on field verification of the routings onsite to see if the FCU’s can be gravity drained or not to determine if a condensate pump can be utilized. For competitive bidding purposes, can contracting designate which condition should be accounted for to assure all contractors are bidding the same scope?
· The note details all FCU’s to be equipped with a condensate pump routed to the vertical condensate riser. If a FCU condensate can be routed via gravity to an indirect drain or condensate riser, the contractor is to provide a credit or condensate pump to the VA. For bidding purposes contractor to provide a condensate pump for every FCU.
24) Can we assume that the 2% requirement minimum slope for condensate drain lines will not interfere with crossing of various ductwork? The concern is that there appears only to be a 24” or less interstitial space above the ceiling at floors 1 thru 3.
· There is room in the ceiling plenum to route the condensate piping. Contractor to provide coordination drawings, with all disciplines including but not limited to piping, ductwork, cable tray, and lights, showing the coordinated routing of the condensate drain lines with or without sloping.
25) To confirm, for any penetrations through existing windows with mechanical ductwork and/or piping, we can remove the entire window and frame.
· Yes it is acceptable to remove the entire window and frame provided at completion of the project that area is weather tight. Contractor to provide weather proofing during construction to minimize weather damage to the building during construction.
26) Project requirements call for “1” insulated plate”. Can more information be given on this material? Is it an FRP panel face, metal panel face, etc…? Is there a certain R-Value minimum required?
· Contractor to provide a minimum of R-5 with paintable metal panel faces.
27) Please confirm if the VA is responsible for all costs associated with the 3rd party commissioning agent?
· The Contractor is responsible for all cost associated with the 3rd party commissioning agent.
28) To confirm, environmental abatement costs should be included in contractors bid?

29) In terms of site staging, can a permitted trailer location, as well as worker parking area be given so we can determine if any added costs are needed to shuttle workers in?
· South soft gravel parking lot is where contractors will stage and park.
30) To confirm, in addition to the temp heating & cooling, will contractors be required to provide temporary lighting in the occupied areas?
· Temporary heat and cooling requirements are intended to be provided when the central heating and cooling systems are being replaced during the non-heating/cooling months. Lights should be provided to assist construction. If lights are removed in occupied offices contractor to provide temporary lighting providing 30 fc.
31) If temporary lighting is required, Is there a specific minimum foot-candle requirement?
· 5 fc in construction areas.
32) Please provide the line sizes for the new split system in the basement.
· Refrigerant line sizes are to be per the manufacturers requirement due to coordination drawings routed lengths.
33) Please confirm what type of lines are being run for the split system (i.e. refrigerant? )
· The split system is a refrigerant system.
34) Please provide the sizes for the glycol and steam lines in the basement.
· Contractor to refer to M-101 basement plan and M-601 and M-602 for basement piping sizes.
35) The phasing plan does not appear to describe at what point the existing risers will be demolished or at what point shutdown should occur for swap to new systems. Please advise.
· In phase 1, the vertical risers will be installed. The systems (chilled water, hot water, etc) being connected to at each floor during that phase will affect the entire system and will require that system to be down during that time. Contractor to refer to his proposed schedule to determine that down time for each phase. These activities will be coordinated with the VA during the construction period.
36) M001 General notes detail excavation. Will contracting clarify what aspect of work this pertains to?
· This note reference is general in nature and covers any excavation that is needed by the contractor to facilitate the installation of the MEP systems.
37) Please define what “normal work hours” are.
· Normal work hours are 7 to 4:30 typically. However individual employee work hours range from 6 am to 5pm.
38) Please confirm if both CQC System Manager and Alternate CQC System Manager are required to have completed the Construction Quality Management (CQM) for Construction Course.

· The Basis of design for DOAS-1 has the VFD being factory mounted and provided with the unit. Contractor shall coordinate location of VFD with approved shop drawing.
4) Please clarify that Fan 2-SF-2 shall be furnished with ECM motor and terminals for remote input for ON/OFF and Speed Control (instead of Control of VFD per M-804)

· The identified systems above, other than the condensate pump is not part of the project scope. Controls contractor to leave spare points in the BAS panels for future equipment connections.
19) I noticed that 2-DOAS-1 had mention of a Humidifier (H1) but there is not a Humidifier schedule for that humidifier. Do you have a schedule? Also, will steam be provided from the building, or do we need to generate our own steam?
· A clean steam generator is being installed as part of this project (CSG-1) which is piped to each of the duct mounted humidifiers located on each floor. There are no humidifiers located in either DOAS unit.
