US Department of Veterans Affairs
VA Heartland Network
(Harry S. Truman Memorial Veteran’s Hospital, MO)
STATEMENT OF WORK
1.0 GENERAL
Harry S. Truman Memorial Veteran’s Hospital (HSTVA) in Columbia, Missouri, serves 43 counties in Missouri as well as Pike County, Illinois, and is one of seven medical center facilities in the VA Heartland Network.
HSTVA provides a full continuum of care in both inpatient and outpatient settings and is committed to excellent patient care, education and research. The facility offers comprehensive care including primary care, medical and surgical specialties, behavioral health, physical and occupational therapy and pharmacy services. In addition, Truman VA is a referral center for heart care services including open heart surgery. The facility also offers additional services including audiology & speech pathology, social work services, dermatology, dental, neurology, oncology, orthopedic surgery, podiatry, prosthetics, urology and vision care.
2.0 SCOPE
This statement of work is for the VA Heartland Network primarily located at the Harry S. Truman Memorial Veteran’s Hospital (HSTVA), 800 Hospital Drive, Columbia, MO, 65201. The purpose of this procurement is to procure a turnkey two way radio system for radio coverage in the HSTVA. HSTVA’s repeater system was installed over 15 years ago. Since the system was put into operation, it has reliably supported the demanding LMR communication needs of all users within the facility. Despite its expendable service, the equipment’s age makes the system vulnerable to decreasing reliability. Several of the system’s components are no longer supported with replacement parts, or even with depot repair.
2.2 The Harry S. Truman Memorial Veteran’s Hospital is located at 800 Hospital Drive, Columbia, MO, 65201.
2.3 The vendor shall provide all necessary equipment and tools required per the requirements and specifications herein.
2.4 The vendor shall install new equipment only. No refurbished, returned or used equipment is permitted.
2.5 The vendor must be an approved Federal Motorola Partner with Federal Markets Specialization.

4.0 NAME BRAND JUSTIFICATION
This order is to be purchased on only a Motorola Brand Name basis for the purchase of radio communications equipment. HSTVA requires this purchase: A) to allow Emergency Management to interoperate with local county police, fire, and EMS. AES encryption is used by most local county police, fire, and EMS. Only Motorola’s AES encryption is FIPS 140-2 Level 3 security certified. Level 3 security provides additional physical tamper-proofing on top of the requirements for FIPS Level 1 and Level 2. If physically tampered with, encryption keys are automatically wiped from the radio. This ensures that any radios that is lost or compromised if fully tamper protected from having encryption keys stolen. This allows the most secure communication and protection. B) to have the clearest and most crisp audio during operations. Only Motorola has Adaptive Dual Mic Noise Suppression Technology built into the APX8000HXE series that allows for mission critical audio transmission regardless of the radios orientation. This means a user could speak into either the front, back, top, bottom or either side of the radio and it would instantly find the voice and cancel out the ambient noise allowing clear and crisp transmissions in noisy environments. C) The VA Police currently have invested in a Motorola GTR8000 and purchasing two more GTR8000 repeaters will add to the continuity in reliable communications with the departments in HSTVA. Purchasing other brand radios could result in the loss of interoperability with local agencies and other VA departments, the increase in risk of encryption key vulnerabilities, and the potential decrease in clear transmissions thus threatening the safety of VA police, facility staff and patients.

· National Association of State Telecommunications Directors (NASTD)
· National Telecommunications and Information Administration (NTIA)
· National Communications System (NCS)
· National Security Agency (NSA)
· Department of Defense (DoD).
The system shall support P25 guidelines (http://www.project25.org/) for Common Air Interface (CAI) operation over the infrastructure and in the subscriber-to-subscriber mode, as well as, support P25 CAI in both trunked and conventional operation. The system shall also support P25 Data Interfaces: Mobile Data Interface (A Interface) and Fixed Host Data Interface (Ed Interface), P25 Telephone Interconnect Interface, P25 Inter-RF Subsystem Interface (ISSI), P25 Network Management Interface (NMI), P25 Console Subsystem Interface (CSSI), P25 Fixed/Base Station Subsystem (FSSI), and P25 Wireless/Mobile Console Interface (b Interface). Project 25 Statement of Requirements can be found in Attachment Z.
System shall comply with P25 standard features and functions as defined within the following published standards: In the event the standard has been updated prior to technical solution, offeror shall comply with the most current version of these published standards.
