Project 589A5-18-135 Renovate 2nd Floor of Building 3 for VCL

SUPPLEMENT B

1. SCOPE OF WORK:

Design Build services are required for the design and construction of project 589A5-18-135, Renovate 2nd Floor of Building 3 for VCL. During the design phase, the Design/Build team will provide the renovation design, schematics, construction documents and cost estimates for the project. During the construction phase, the Design/Build team will construct the project and maintain all required construction documentation. This delivery order shall cover the following tasks.

General Statement The Design Build team shall take the VA’s 35% design documents and complete the plans and specifications, detailed cost estimates, schedules, including project phasing, and then complete the construction to accomplish the following scope of work. This scope of work will include the renovation and reconfiguration of existing 2nd floor space in the Topeka VHA building 3 to correct functional layout issues and expand a Veteran Crisis Line Call Center. The design shall include the expansion and bituminous surfacing of parking lot 14 to achieve 200 parking spaces, security parking lights, a dedicated uninterruptable power supply, emergency power generator and ATS/building. The facility shall be designed to have zone controlled climate control for both heating and cooling.

The designer shall produce a 3D walk through presentation in REVIT of the floor plan for the VA Staff to visualize the space being renovated. These design reviews will be face to face at the Topeka VAMC and will occur when the designs are 60% and 90% complete. The meetings will have a virtual call in option for stakeholders that cannot attend.

2. DESIGN DEVELOPMENT/CONSTRUCTION:

The Design/Build team shall:

a. Meet onsite with Topeka Facilities staff to coordinate information and discuss the overall concept. Afterward, meet with Facility staff and Integrated Projects Team and key stakeholders at least twice prior to start of design to validate 35% design documents, and determine space requirements and adjacencies of work involved. The DB firm shall provide environmental and industrial hygienist reviews, a geo-technical survey, and testing of all affected areas as part of their investigative studies.

b. Work from existing building and site drawings furnished by the VA to develop project design updates. The AE firm shall validate and confirm the existing conditions through investigative studies, produce accurate drawings and develop a situational awareness of the current conditions prior to 60% of design. (The VA 35% design documents are to be used as a starting point. The design completed by the DB team will require further levels of design development and will need to be validated.)

c. Perform all necessary on-site field investigations. These investigations include, but are not limited to: measurements of existing conditions, civil grading, drainage, and utility locations. The purpose of these investigations is to verify the design documentation provided by the VA.

d. Prepare conceptual drawings and present onsite 2D and 3D concepts to Topeka Facilities and stakeholder staff (Integrated projects team) via visual presentation aid.

e. Follow VA Program Guide PG-08-15 Volume C, and other applicable guidelines to design the project.

f. DB/AE shall work with a 3rd party commissioning agent to provide detailed commissioning of all specified systems.

3. INDUSTRIAL HYGIENE SERVICES:

Design Build Architect/Engineer

Determine if asbestos, lead based paint and/or mold is present. If found, design a method for abating all asbestos, lead based paint and/or mold within the construction limits of this project.

a. Determine locations of asbestos and/or lead contamination, and water and moisture damage, working with the Industrial Hygienist (I.H.) to uncover and assess hidden areas. Design a way to rectify.

b. For mold, determine entry point of water infiltration. Design a correction.

c. For asbestos and/or lead contamination, determine the extent of abatement required within the construction limits of the project.

d. Provide 3rd Party Air Monitoring Services during construction.

e. Review the I.H. report.

f. Produce a written report compiling all necessary information.

g. Demolition and Removal:

1) Remove only the part of the structure required to abate asbestos, remove lead contamination, or area damaged by mold (unless required to be removed by the larger design concept.)

2) Have all asbestos, lead based paint and/or mold within the construction limits of this project removed from the existing walls, above ceilings or in floor coverings as needed before installing the new work specified for the project area of the building.

The DB A/E shall retain a qualified Industrial Hygienist to perform the following work:

Industrial Hygienist

a. Conduct a site visit and perform viable and non-viable air sampling for asbestos, lead based paint and/or mold spore concentrations. Collect samples throughout the existing area within the construction limits of this project under the direction of the Project Engineer. Sampling activities will be performed by trained personnel under the direction of a licensed Industrial Hygienist and/or Board Certified Microbial Consultant.

b. Perform a limited assessment of the existing area within the construction limits of this project with the goal to identify contaminated areas of asbestos and/or lead paint, and moisture sources and proliferation of mold growth. Field work will be performed by trained personnel under the direction of a licensed Industrial Hygienist and/or Board Certified Microbial Consultant.

c. Prepare a written report detailing sample locations, laboratory analysis and professional recommendations.

All work shall comply with all applicable laws, regulations and procedures published or issued by federal, state and local regulatory agencies for the abatement and control of hazardous materials.
