2. All other terms and conditions remain the same.

DR. GLEN WELCH

CONTRACTING OFFICER

ADDENDUM 1

Q: Per the Solicitation on page 24 of 97 it says, “Provide three drawings created by each, Mechanical, Architectural, and Plumbing or Civil. Provide a Revit BIM.” Are these just supposed to be past examples or are you wanting them to be drawn up and done specifically for this project? And to clarify, are you wanting 3 total drawings or 3 from each type of engineer?

A: These are three past experience example drawings and one for each specialty and a REVIT BIM.

Q: Based on how many resumes, drawings, and projects we are required to submit, and the narrative portions and due to the font size and line spacing restrictions of “no smaller than 11 font size and 1.5-line spacing”, can we get the page limit extended from 50 pages?

A: The limit is increased to 70 pages.

Q: Will the VA provide the winning contractor with full digital files (REVIT, AutoCAD, etc) in order to produce the completed construction drawings?

A: The VA will provide the design package drawing in their original format Autocad, REVIT and existing BIM model of the facility.

Q: Are all disciplines of the DB A/E team required to be licensed in the state of Kansas?

A: Preferred but not required to be licensed in Kansas they need to be licensed, The evaluation factors will look at their licensure.

Q: The SOW mentions functional layout issues. Are these existing issues or issues with the provided 35% drawings?

A: The existing drawing are a 35% schematic design that will need to be taken through further design development and turned into construction level drawings. The existing schematic and concept have a few functional issues that may need evaluated and resolved.

Q: The first design deliverable listed is 60% DDs. The SOW also mentioned meeting with staff to discuss and verify the 35% design. If significant changes are made to the 35% design, will there be an additional submittal and/or schedule adjustment to accommodate these changes?

A: The meeting with the engineering staff, and key stakeholders is to confirm the AE firms understanding of the scope and existing schematic design. The DB/AE team will then take the provided documentation and conduct their site investigation to turn the schematic design into a much more detailed design to present to the VA staff for the 60% design development review. No additional meeting anticipated if significant changes occur they can be handled by correspondence and coordination with the stakeholders.

Q: Since this is a call center, is there any infectious controls necessary? Is this floor part of a hospital building?

A: This project will be next to occupied areas. Maintain negative pressure for dust mitigation. This floor is not part of the hospital, Though the building contains multiple outpatient clinics and services.

Q: Has the work area been checked for asbestos? What’s the government’s policy if asbestos products are encountered during construction?

A: The campus has an existing asbestos survey. The design team should identify areas and techniques to abate by removal. The specifications contain section 02 82 11 traditional asbestos abatement

Q: Given that no RFIs have been answered to date, would the Government consider a two-week extension to the proposal due date to allow sufficient time for all RFIs to be answered and for answers to be fully and thoroughly incorporated into the proposal?

A: No. At this time, an extension is not envisioned.

Q: RFP page 21 of 97 provides a list of seven pieces of information to provide for each design team member under Factor 3A (such as “full name,” “years of construction and/or design experience,” and “professional background”). Factor 3A also requires the submission of the SF330 form. Would the Government consider eliminating the requirement to provide the information required under items 1-7 on page 21, as Factor 3A already requires submission of the SF330 format resume and providing this additional information would be redundant?

A: The SF 330 is required. Any information element that is not represented there should be provided elsewhere. However, if any information is not provided, that may disqualify the contractor. The information elements reflected are mandatory. Their absence may result in disqualification of the contractor.

Q: RFP page 23 of 97, paragraph D requirements for the Site Superintendent, states that offerors are to “provide documentation from at least two past projects in patient care areas that shows the contractor has been required to follow infection prevention and life safety measures required by a medical center/hospital.” Please confirm that providing a brief description on the resume for the Site Superintendent of at least two projects with infection control and ILSM in a medical center/hospital is sufficient documentation.

A: Yes providing a narrative description of the individuals experience is sufficient

Q: RFP page 24 of 97, at the top of the page as a continuation of the requirements for the Revit Draftsman, states, “Provide three drawings created by each, Mechanical, Architectural, and Plumbing or Civil. Provide a Revit BIM.” We respectfully request that the requirement to provide drawings and Revit BIM for the Revit Draftsman be stricken. Completed project drawings and BIM files are proprietary, confidential, and copyrighted material to which we do not own the rights to share. Furthermore, the page limitations are extremely limited to dedicate several pages to providing drawings, and there are no instructions provided for how to even submit a Revit BIM (which is often a very large file size that cannot easily be emailed).

A: Concur with the large nature and more pages are allowed for drawings to be submitted. Understanding the nature of propriety, the ability to produce high quality construction drawings is critical to this type of project. The BIM model can be provided on a DVD to the Contracting officer as part of the submittal in REVIT 2015.
