About this file

This is a Questions and Answers document addressing vendor inquiries regarding a Small Business Set-Aside (100%) solicitation for a Digital Voice Recording & Logging System at two Department of Veterans Affairs facilities in Wisconsin. The procurement is for a NICE Inform Digital Recording System to replace the existing Equature system at the Clement J. Zablocki VA Medical Center (Milwaukee) and Milo C. Huempfner Green Bay VA Health Care Center. The solicitation is brand-name-or-equal, with award based on lowest price technically acceptable (LPTA) criteria. Key technical specifications include recording capability for 5 emergency lines in Milwaukee and 4 lines in Green Bay, with only 2 total channels to be recorded by the new system. The system must interface with approximately 60 Motorola APX radios (models APX 4000, APX 7000, APX 8000, and APX NXT). The requirement encompasses NICE Inform hardware and software, licenses, integrations, configuration, installation, implementation, testing, user training, and warranty/maintenance support, with all work to be completed within 90 days of award.

The solicitation does not require background investigations or PIV badging for contractor installation personnel. A detailed Statement of Work has been posted as an amendment to define salient characteristics for equivalent products and clarify technical requirements, as some specific information (such as precise telephone quantities and interface types) cannot be provided at the time of solicitation. The government anticipates awarding a Firm Fixed Price contract. Vendors responding with brand-name-or-equal systems must demonstrate technical acceptability against the salient characteristics outlined in the SOW. This is a new contract opportunity with no incumbent contractor, representing a complete system replacement rather than an upgrade.
