All systems must comply with VA Handbook 6500 and VA information security requirements, with entirely on-premise deployment and no cloud services. The government will provide facility access, network connectivity, server room access, and installation scheduling coordination. Invoicing occurs upon completion and acceptance of deliverables at each site, and the contract is structured as a Firm Fixed Price award to the lowest priced, technically acceptable quoter under a 100% small business set aside.

Combined Multi-Site SOW – NICE Inform Digital Voice Logging System

1. Contract Title Acquisition, Installation, and Commissioning of NICE Inform Digital Voice Logging System for Milwaukee and Green Bay VA Facilities.

2. Background Both VA facilities require a secure digital voice logging system to support VA Police operations, emergency management, and clinical activities. The NICE Inform solution provides audio recording, reconstruction, and incident management capabilities needed for mission support.

3. Scope The Contractor shall deliver all NICE Inform Recorder components, required databases, server hardware, interface boards, software modules, training, installation, configuration, and documentation for both Milwaukee and Green Bay sites.

4. Requirements

· NICE Inform Recorder Standard Features (Enhanced Security, SNMP Alarms, API Drivers, NTP Support, Encryption, Storage Compression)

· MySQL Server License (Standard Edition)

· MS SQL 2022 64-bit Concurrent User CALs

· MS SQL 2022 64-bit Server CAL

· Inform Professional Audio Channel Licenses (CTD, CDR, CTI, ANI/ALI Support)

· Microsoft Server 2022 Standard (if required by installation)

· PCI-E Interface Board for Analog/Digital/Trunk Recording

· HP Tower/4U Server Hardware with required specifications

· Gigabit Ethernet 4-port PCIe Network Adapter

· Tower-to-Rack Conversion Tray (as needed)

· Installation of Inform Recorder application software

· Configuration of database components (MySQL/MS SQL)

· Configuration of logging channels and Record-on-Demand functionality

· Training Module: INFORM 1‑Day Training (onsite or virtual)

· Activation of NICE Support Agreement (1-year standard package)

5. Tasks and Contractor Responsibilities The Contractor shall deliver hardware and software, install all NICE Inform components, configure system functions, perform integration testing, provide training, and submit final installation documentation.

6. Government Responsibilities VA will provide necessary facility access, network connectivity, server room access, and scheduling coordination for installation activities.

7. Period of Performance Delivery, installation, and commissioning for both sites shall be completed within 90 calendar days of award.

8. Place of Performance Milwaukee: Clement J. Zablocki VA Medical Center, 5000 West National Avenue, Milwaukee, WI 53295 Green Bay: Milo C. Huempfner VA Health Care Center, 2851 University Avenue, Green Bay, WI 54311

9. Deliverables

• Fully installed NICE Inform Recorder system at both sites.

• Fully configured database environment.

• Installed PCI‑E interface hardware.

• Training completion records.

• Installation Test Procedure documentation.

• Final commissioning report.

10. Security and Compliance All installed systems and configurations shall comply with VA Handbook 6500, VA information security requirements, and secure audit logging standards. The system is entirely on-premise and does not use cloud services.

11. Government-Furnished Equipment/Information None.

12. Invoicing and Payment Invoices will be submitted upon completion and acceptance of deliverables at each site through standard VA channels.
