About this file

This is a Medical Center Policy (MCP) document establishing parking and traffic control procedures for the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan, effective July 17, 2024, with recertification scheduled for July 31, 2029.

The policy establishes an efficient parking system for patients, visitors, volunteers, employees, and consultants while promoting energy conservation through carpool programs and enhancing medical center security. Compliance is mandatory for employees; volunteer compliance is encouraged. The Chief of Police Service bears primary responsibility for enforcing parking and traffic control through VA Police patrol activities, conducting annual parking space surveys, and managing employee vehicle registration data. Service Chiefs and Supervisors must identify parking areas for affiliates and training personnel, while employees are required to register personally owned vehicles with VA Police, display assigned parking decals, report vehicle incidents, obey speed limits (10 mph campus-wide), and secure their vehicles against theft. Human Resource Management provides vehicle registration forms to new employees, and Community Based Outpatient Clinic staff must register vehicles when becoming OGJ VAMC campus employees.

The policy designates eight parking lots with specific uses: Lot A for Community Living Center visitors only; Lot B for outpatients and visitors (Monday-Friday, 8am-2pm, with off-tour employee access until midnight); Lot C for employee parking (first-come, first-serve); Lot D for temporary loading; Lot E for off-station business vehicles and inpatients; Lot F for Building #4/5 personnel; and Lot G for employee parking with designated handicap spaces. Parking decals are color-coded by user type (green for employees, yellow for students/Oscar of the Month, red for temporary disabled employees). Enforcement employs a progressive violation system: two courtesy violations warrant vehicle towing and supervisor counseling, while three violations in 12 months result in federal court citations for failure to comply. Serious infractions such as fire lane or unauthorized handicap space violations receive immediate federal court citations without warning. Fire lanes, no-parking zones, loading docks, and 15-foot fire hydrant clearances are strictly prohibited parking areas with immediate towing consequences.
