About this file
This is an Amendment/Modification of Solicitation document (Standard Form 30) for a federal parking services contract. The amendment extends the offer due date from 05-06-2026 to 06-08-2026 at 6:00 AM CDT for solicitation 36C25226Q0356, issued by the Department of Veterans Affairs Great Lakes Acquisition Center for parking services at the Iron Mountain VAMC. The document incorporates government responses to vendor questions and includes attachments for wage determination, site plans, and facility policies. Key clarifications provided include: the requirement for two on-site attendants (inclusive of supervisor), updated Wage Schedule 2015-4871 Revision 32 dated May 13, 2026, confirmation that the facility has video surveillance, an approximately 300-foot distance between valet stand and parking area, one dedicated driveway lane of approximately 75 feet, indoor shelter availability during inclement weather, and contractor responsibility for all parking signage except permanent directional street signs. Electronic recordkeeping is acceptable only with Contracting Officer Representative approval. The government declined to disclose reasoning for re-solicitation of the previously awarded contract 36C25225P0902 (awarded 8/5/2025 for $524,239.63) or historical vehicle volume data.
The amendment specifies that all existing terms and conditions of the original solicitation remain in effect except as modified. Contractors must acknowledge receipt of this amendment prior to the extended deadline using one of three methods: completing items 8 and 15 and returning copies, acknowledging on each submitted offer copy, or providing written acknowledgment via separate letter or electronic communication. Failure to acknowledge receipt may result in offer rejection. Contractor Derrick Paquette is the issuing Contracting Officer. Additional attachments include the updated wage determination schedule, site plan for parking services, and Medical Center Policy 07-02 regarding parking and traffic control (effective 01-06-2026).
