Dustin Biermann Contracting Officer
Vendor Questions
Q: Who is the incumbent vendor and what was the total contract value?
A: Contract value is $714,184.27 and incumbent vendor is Carvell Consulting LLC (contract 36C25221P0148).
Q: Can staff be rolled over if they agree to remain at the site?
A: This is at the discretion of the awardee and incumbent vendor so long as there are no performance issues with individual staff members.
Q: Can the Government provide estimated quantity of monthly usage for supplies provided by the contractor?
A: Estimated quantities have been added to the SOW (see attachment)
Q: What is the expected timeline for processing PIV and background investigations? Can contractor personnel begin work under conditional approval without a PIV?
A: There is no timeline as the process can differ based on how long it takes to process individual employee background checks. It is unlikely that employees will be able to work without background approval and PIV. It is expected that this contract will be awarded approximately a month prior to services starting, and the vendor receiving the award is expected to rapidly hire and onboard employees in accordance with background/PIV requirements.
Q: Section 1.2 states "at least one contracted housekeeper shall be on-site" but also notes more than one is anticipated. Does the VA have a recommended minimum number of housekeepers to meet performance standards, or historical data on how many cleaning staff the incumbent currently deploys?
A: It has previously required approximately five employees to maintain cleanliness of the clinic and to meet performance objectives, however the Government is not mandating this amount.
This stipulation in the Statement of Work is primarily to ensure that at no time is the clinic left without housekeeping services during normal hours.
Q: Section 4.0 lists exact quantities for paper towels (8 cases) and toilet paper (5 cases). Are these quantities estimated per month, per quarter, or per year?
A: See amended SOW
Q: How many janitorial closets are available for contractor use, and are they equipped with utility sinks and electrical outlets?
A: There is 1 official janitorial closet with utility sink and electrical. Secondary space may also be utilized at the discretion of the COR.
Q: Are the Kimberly-Clark paper product dispensers currently installed and government-furnished, or will the contractor be required to procure and supply compatible dispensers?
A: The dispensers are already installed and government furnished. Contractors are only required to provide the supply material, not the unit itself. Replacement/repairs are also the responsibility of the VA.
Q: What is the average daily patient visit count at the clinic?
A: Estimate is an average of 220 patients per day.
Q: How many VA staff are on-site on a typical operating day?
A: Estimate is around 120-130 VA employees.
Q: How many housekeepers did the incumbent contractor staff on-site on a daily basis?
A: Estimated at least 1-2 during the day and 4-5 in the evening.
Q: Is biohazardous waste handled by the contractor?
A: No, biohazardous waste is handled by VA staff, not the contractor.
Q: Is there additional storage space?
A: Yes, possibly, depending on the needs of the contractor. There is 1 “official” housekeeping closet, but extra space may be utilized in coordination with the COR.
Q: The SOW doesn’t clearly define floor stripping, waxing, buffing, and carpet extraction. Is there a schedule and/or is this required?
A: The SOW states that quarterly carpet shampooing is expected. To clarify: Carpet “encapsulation” or “dry foam carpet cleaning” is expected quarterly (the process of dry foam or encapsulation requires less down time/dry time). It is expected that floors (tile/hard floors) are stripped, waxed, and/or buffed annually or as needed. It is expected that carpets are shampooed annually (via extraction – extraction requires more down time and limits accessibility while wet). Schedule should be coordinated with COR. See update to SOW.
Q: Is there a specific process, schedule, or method that the current contractor uses to clean across shifts?
A: There are certain areas of the clinic (such as exam rooms) that will be difficult to clean during the day at normal business hours. The current contractor uses day shift to clean common areas, bathrooms, staff areas and offices, trash, etc. Second shift is typically reserved for the exam room/clinical spaces. However, we will not dictate how the contractor chooses to approach the cleaning schedule and tasks, but any schedule and/or approach should be reviewed in coordination with and approved by the COR.
Q: We see first shift hours defined, but when is second shift?
A: First shift is defined in the SOW as 7am-4:15. Second shift can begin as early as 2:30 (end time of 11/12p), with the understanding that certain tasks must be completed when staff and patients are not present, which usually occurs after 5pm at the latest. The building is alarmed/locked down at 10pm – however, in coordination with the COR (or COR’s representative) this alarm time can be pushed back later, as late as 12pm to accommodate the contractor’s needs.
Q: Is there a defined response time (in minutes) for emergency spills or patient-area cleanups?
A: Contracted staff are expected to respond to spills or other immediate housekeeping needs as soon as possible.
Q: Are on-site personnel expected to handle bloodborne pathogens/bodily fluids, and will the VA provide site-specific training, or must all certifications be in place at the time of award?
A: Biohazardous spills are handled by VA nursing staff. Janitorial services will be called upon after to clean/disinfect the area.
Q: Will the VA furnish any PPE (gloves, masks, etc.) for biohazard response, or is this 100% contractor-provided?
A: Biohazardous spills are handled by VA nursing staff. Janitorial services will be called upon after to clean/disinfect the area. It is expected that the contractor provide all necessary or potentially needed materials, however, should emergency situations require, PPE can be furnished to the contracted personnel.
Q: For the 66% of the facility that is carpeted, are on-site personnel expected to perform spot extraction immediately upon a spill, or is that reserved for scheduled cleaning?
A: The spill should immediately be addressed to remove as much of the spill as possible. If carpet extraction is required, it will be performed at the discretion of the COR whether it can be accomplished during the day without interruption to patient care, or whether it needs to wait until after 4 PM.
Q: What is the expected role of janitorial staff versus clinical staff regarding the handling of sharps or regulated medical waste?
A: Contractors are not expected or required to handle sharps or regulated medical waste. VA Staff hold responsibility for these items.
Q: Can the VA confirm that all stripping and waxing must occur strictly after 4:00 PM, and if so, is there a designated secure area for equipment storage?
A: Confirmed that all stripping and waxing must occur after 4:00PM and we have provided designated, secure storage space for equipment.
Q: Section 1.2 states all floor care like stripping and shampooing must be done after 4:00 PM.
Are there specific weekends or set windows allocated for the quarterly carpet shampooing and monthly VCT burnishing to ensure we do not interfere with the 7:00 AM clinic opening?
A: See above, this work shall be coordinated with the COR.
Q: Will the VA provide a dedicated, secure space within the 35,000 sq. ft. facility for our floor buffers, industrial vacuums, and chemical supplies?
A: Yes, space will be dedicated within the facility.
Q: Does the "total environmental sanitation" scope include the specialized disposal of feminine hygiene waste from the restroom dispensers, or is that handled under a separate medical waste contract?
A: Feminine hygiene waste is taken out with the regular waste and put in the dumpster by the contractor.
Q: Since the contractor must supply Odoban deodorizers at an approximate cost of $12.50 per month, are there specific scent restrictions (e.g., "scent-free" or "citrus only") to accommodate patients with respiratory sensitivities?
A: Yes, deodorizers should be “odor eliminators”, scent-free and non-aerosol.
Q: For the 46 exam rooms, are there specific medical-grade disinfectants beyond Odoban that must be used to meet the "two-step cleaning and disinfection" requirement (clean then disinfect)?
A: The chemical product used must be an EPA registered and recognized disinfectant. If a cleaner/disinfectant combo cleaner is used, it is the expectation that the surface be wiped to remove debris (cleaned), then wiped again after for disinfection.
Q: For the "after-hours" floor care (after 4:00 PM), will the contractor be provided with a security badge or PIV card for independent entry, or will a VA staff member be on-site to provide access and secure the building afterward?
A: Contractors will be provided with keys and/or PIV entry methods as appropriate/necessary.
Q: The SOW lists specific case quantities for paper towels and toilet paper (e.g., 8 cases and 5 cases). Are these quantities the estimated monthly consumption, or are they the required initial stock level the contractor must maintain on-site?
A: See above/SOW
Q: Section 4.0 provides Kimberly Clark stock numbers as examples for dispensers. Are we required to provide these exact OEM products, or is a "functional equivalent" that fits the existing dispensers acceptable?
A: A functional equivalent that fits the existing dispenser is acceptable.
Q: The requirement states a 2-week supply of all paper and feminine hygiene products must be maintained. Does the VA have a designated secure storage area for this overstock, or must it be stored within the 35,000 sq. ft. janitorial closets?
A: Yes, secure storage space will be provided.
Q: Will the VA provide a dedicated, secure space within the facility for our floor buffers, industrial vacuums, and chemical supplies?
A: Same as above
Q: Will the contractor have unrestricted access to janitorial closets with floor sinks and adequate power for high-draw floor maintenance equipment in all wings of the clinic?
A: Yes
Q: Are there any specialized rooms within the 46 exam rooms that require specialized floor disinfectants beyond the standard medical-grade cleaners?
A: No
Q: During after-hours carpet shampooing or VCT refinishing, is the contractor responsible for moving and replacing office furniture, or will the VA staff clear these areas in advance?
A: The contractor is responsible for moving and replacing all furniture to clean floors.
Q: What is the exact breakdown of total square footage for carpet versus VCT and ceramic tile within the 35,000 sq. ft. footprint?
A: See SOW
Q: Regarding the requirement to sanitize all equipment before it enters the facility, will the COR require a physical inspection or a written log of our equipment before we begin the base year?
A: A written log may be provided but is not required.
Q: Has the Statement of Work (SOW) or the square footage (35,000 sq. ft.) been significantly revised since the last contract award for this facility?
A: Changes to SOW have been implemented, the largest change is the requirement to have at least one staff member on site during clinic hours, see SOW and above for further. No additional details regarding other changes are available.
Q: Are there any new requirements in this solicitation—specifically regarding the "two-step cleaning and disinfection process"—that were not part of the previous contract?
A: See above
Q: Are any of the current Kimberly Clark, Provon, or Purell dispensers battery-operated (touchless), and if so, is the contractor responsible for providing the replacement batteries?
A: Yes, all dispenser units are touchless and battery operated, except for a small number of tri-fold paper towel dispensers which are not powered.
Q: Can the VA confirm if the "Jumbo" paper towel dispensers are manual pull-down, mechanical auto-cut, or electronic/battery-operated?
A: They are mechanical auto-cut, battery operated touchless (hands free) dispensers.
Q: The RFQ requires SDVOSB certification to be visible in the SBA database. However, per 2025 SBA guidance, Joint Ventures are designated via the Managing Venturer rather than having a standalone certification. Will the Government verify our status by confirming the Managing Partner’s certification in the SBA VetCert database alongside the Joint Venture’s active SAM.gov registration?
A: No additional information is available regarding this question. The Government will follow all relevant and active FAR regulations, CFR, and stipulations of the RFQ concerning SDVOSB and joint venture concerns.
Q: Given that the SBA’s public search tools (SBS) may not individually reflect Joint Venture designations as of 2025, will the Contracting Officer utilize SAM.gov and the VetCert portal to verify the Managing Partner’s certification and the JV’s eligibility under 13 CFR § 128.402?
A: See above
Q: What specific immunizations are required for contractor employees working at this clinic?
A: See page 5 of solicitation
Q: Are there any specific medical screenings, such as TB testing, required for staff before they start?
A: Flu shots are required, if additional testing/screenings are required at a later time the COR will coordinate with the vendor.
Q: If known, how many total man hours does the incumbent utilize per week?
A: This information is not available
Q: What are the main service failures currently?
A: This information is not available
Q: Are microwaves and other appliances in breakrooms or elsewhere required to be cleaned by the contractor? Is the equipment in the Physical Therapy room required to be cleaned by the contractor?
A: No, microwaves and other appliances in breakrooms and elsewhere throughout the facility are the responsibility of VA staff, as is the Physical Therapy equipment.
Q: Are the shelving units in the pharmacy required to be cleaned?
A: In pharmacy, it is not expected for the contractor to clean the shelves – cleaning will be limited to floors, countertops, tops of shelving units, and other accessible areas or as requested by the COR.
