X X X X REFERENCE SOLICITATION 36C25226Q0005 FOR PEST CONTROL SERVICES FOR THE TOMAH VA HOSPITAL:
THE PURPOSE OF THE AMMENDMENT IS TO ANSWER QUESTIONS SUBMITTED BY VENDORS, SEE BELOW.
ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
AARON ROGERS
Here are our questions:
1. Will the government provide any preference for SDVOSB Certified contractors as outlined within the Department of Veterans Affairs, Veterans First Program?
This is a total small business set-aside, market research failed to meet the “rule of Two”.
2. During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?
Experience level and qualifications are listed in the solicitation. Prime vendors are allowed to work with Subs, as long as they meet the requirements of the “limitations of sub contracting” clause, which all vendors must sign.
3. Will the government require SDVOSB/SB Prime Contractors themself to have relevant pest control past experience including pesticide applications for the best interest of public health & safety and in alliance of the VHA Directive 1850.02 Pest Management Operations and VAAM Appendix M815-A Department of Veterans Affairs Source Selection Guide?
Experience level and qualifications are listed in the solicitation. Prime vendors are allowed to work with Subs, as long as they meet the requirements of the “limitations of sub-contracting” clause, which all vendors must sign.
4. Has any part of the Statement of Work (SOW) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?
Specific time frames have been added for exterior barrier treatment.
5. Has the government issued any CURE or Notice of Correction for pest control services over the past 24 months at this location?
No
6. Can the government clarify how many emergency/unscheduled service requests there have been in the past 24 months?
Maybe 3.
7. What is the number of bed bug service requests at Tomah VA Medical Center over the past 24 months?

8. Can the government confirm the number of exterior rodent bait stations and interior rodent traps that are present? Will the government require these to be provided by the contractor upon award?

9. Can the government clarify how many fly lights are being used at the Tomah VA Medical Center?
Roughly 18
