About this file

This Standard Form 30 (Amendment of Solicitation/Modification of Contract) is the first amendment for Solicitation 36C25225Q0369 for Uninterruptible Power Supply System Maintenance, issued by the Department of Veterans Affairs Great Lakes Acquisition Center. The amendment provides responses to vendor questions and clarifies key contract details, including battery replacement specifications for multiple equipment manufacturers like Liebert, Eaton, and Vertiv.

The amendment addresses critical vendor inquiries such as on-site battery storage availability, unloading capabilities, and testing requirements. Specifically, it confirms on-site storage is available, a forklift is present for unloading, and individual batteries must be load tested. The document also approves shifting the battery replacement for the Liebert APM system to October 2028 to align with preventative maintenance schedules. The solicitation remains open until May 13, 2025, at 10:00 AM local time, and it is a firm fixed-price contract covering battery maintenance and replacement across multiple equipment models over several years.

CONTRACTING OFFICER

• With the Tariffs/Tax rates... etc. I cannot price batteries for 5 years from now and expect it to be valid. How do we overcome this situation? As we do not know how/if tariffs and tax rates will affect prices at this time, we are unable to advise. Please note this is a firm fixed price contract.

• Is there a place for storage of new batteries on-site if we have to order them ahead of time for replacement, climate control req'd or warranty voided? Yes

• Is there a forklift or means on site to unload/load new/old batteries? Yes

• Does the SOW mean contractor should load test each individual battery or load test the system as a whole? Individual batteries

• Would running loads off battery power and recording ICV values before and after the test meet the intent of performing a resistive load test on battery cabinets? (SOW Section 7 - B2. Battery Services) These are tests that a Battery Testing meter would do on each battery. (Not a load bank scenario.)

• Is it acceptable to perform CLIN 3002 in October 2028 to align with the Preventative Maintenance visit in CLIN 3001? This will allow us to continue the April/October schedule and avoid an extra trip to the site. Please clarify if CLIN 3002 must be performed in December. Yes. Statement of work is changed to read:
